Seminar on Empowerment of Tea Community Youth Held at Assam University
চা শ্রমিক সম্প্রদায়ের যুবাদের ক্ষমতায়নে সেমিনার আসাম বিশ্ববিদ্যালয়ে

ওয়ে টু বরাক, ২১ আগস্ট : চা ও প্রাক্তন চা-বাগান শ্রমিক সম্প্রদায়ের যুবসমাজের কল্যাণমূলক প্রকল্প সম্পর্কে সচেতনতা বৃদ্ধি, ক্ষমতায়ন, দক্ষতা উন্নয়ন এবং কর্মসংস্থানের সুযোগ সৃষ্টির লক্ষ্যে বৃহস্পতিবার আসাম বিশ্ববিদ্যালয়ে অনুষ্ঠিত হল একদিনের সেমিনার। অসম চা জনগোষ্ঠী শিক্ষা সংস্কৃতি ন্যাসের ষষ্ঠ প্রতিষ্ঠা দিবস উপলক্ষে আয়োজিত এই সেমিনারটি আসাম বিশ্ববিদ্যালয়ের এনএসএস সেলের সহযোগিতায় বিশ্ববিদ্যালয়ের বিপিনচন্দ্র পাল সেমিনার হলে আয়োজিত হয়। এতে চা-বাগান সম্প্রদায়ের সামাজিক ও অর্থনৈতিক উন্নয়ন নিয়ে আলোচনা করতে সমাজকর্মী, শিক্ষাবিদ, সম্প্রদায়ের প্রতিনিধিত্বকারী বিভিন্ন ব্যক্তি, যুবক-যুবতী এবং এনএসএস স্বেচ্ছাসেবকরা অংশ নেন।

অনুষ্ঠানের সূচনা হয় জাতীয় মানবাধিকার কমিশনের সদস্য ও প্রধান অতিথি প্রিয়াঙ্ক কানুনগোর প্রদীপ প্রজ্বলনের মধ্য দিয়ে। উপস্থিত ছিলেন বিদ্যাভারতী পূর্বোত্তর ক্ষেত্রের সাংগঠনিক সম্পাদক ড. পবন তিওয়ারি এবং শিলচর ন্যাশনাল ইনস্টিটিউট অব টেকনোলজির অধিকর্তা অধ্যাপক দিলীপ কুমার বৈদ্য। প্রধান অতিথি প্রিয়াঙ্ক কানুনগো বলেন, চা আজ আমাদের জীবনের অবিচ্ছেদ্য অংশ হয়ে উঠেছে। দেশের বিভিন্ন অঞ্চল, ধর্ম ও সম্প্রদায়ের মানুষ চা-শিল্পের বিকাশে গুরুত্বপূর্ণ ভূমিকা পালন করেছেন। দেশের অর্থনৈতিক বিকাশে চা-বাগান সম্প্রদায়ের অবদানকে স্বীকৃতি দেওয়ার এখনই উপযুক্ত সময়। যুবসমাজকে দেশের উন্নয়নে আরও সক্রিয়ভাবে যুক্ত করার জন্য নতুন কৌশল গ্রহণের প্রয়োজন রয়েছে বলেও তিনি উল্লেখ করেন। একইসঙ্গে চিন ও পূর্ব এশিয়ার বিভিন্ন দেশে জীবিকা ও কর্মসংস্থানের ক্রমবর্ধমান সুযোগের কথাও তিনি তুলে ধরেন।

ন্যাসের সম্পাদক ড. অমল বাউরি সংগঠনের বিভিন্ন কার্যক্রম ও চা-বাগান সম্প্রদায়ের যুবসমাজের সর্বাঙ্গীণ উন্নয়নে গৃহীত উদ্যোগগুলি তুলে ধরেন। তিনি জানান, তেজপুর ও সোনারিতে আদিবাসী চা ও প্রাক্তন চা-বাগান শ্রমিক সম্প্রদায়ের ছাত্রছাত্রীদের জন্য ন্যাসের উদ্যোগে হস্টেল নির্মাণ করা হয়েছে। উচ্চশিক্ষায় অধ্যয়নরত মেধাবী ছাত্রছাত্রীদের আর্থিক সহায়তাও প্রদান করা হচ্ছে। দক্ষতা উন্নয়নের মাধ্যমে যুবসমাজের মধ্যে উদ্যোগপতিত্বের মানসিকতা গড়ে তুলতে বর্তমান সরকারের বিভিন্ন উদ্যোগেরও তিনি প্রশংসা করেন।

এর আগে স্বাগত ভাষণে প্রোগ্রাম কো-অর্ডিনেটর ও যুগ্ম আহ্বায়ক অধ্যাপক এম. গঙ্গাভূষণ চা-বাগান ও প্রাক্তন চা-বাগান সম্প্রদায়ের বিভিন্ন সমস্যা নিয়ে আলোচনা করেন। যুবসমাজকে ইতিবাচকভাবে যুক্ত করার পাশাপাশি নিজেদের অধিকার ও দায়িত্ব সম্পর্কে সচেতন করে তোলার প্রয়োজনীয়তার কথা তিনি উল্লেখ করেন। চা-বাগান এলাকায় তামাকজাত দ্রব্যের নিয়মিত ব্যবহারের কারণে তামাকজনিত ক্যানসারের ঝুঁকি নিয়েও তিনি উদ্বেগ প্রকাশ করেন।

ড. পবন কুমার চা-বাগান শ্রমিকদের ঐতিহাসিক পটভূমি এবং ব্রিটিশ আমলে ভারতের বিভিন্ন অঞ্চল থেকে তাঁদের অসমে আগমনের ইতিহাস তুলে ধরেন। একইসঙ্গে চা-বাগান সম্প্রদায়ের জীবিকা ও কর্মসংস্থানের সুযোগ বৃদ্ধিতে অসম চাহ জনগোষ্ঠী শিক্ষা সংস্কৃতি ন্যাসের উদ্যোগের প্রশংসা করেন। ভারপ্রাপ্ত উপাচার্য অধ্যাপক অশোক কুমার সেন বিভিন্ন অংশীজনের সক্রিয় অংশগ্রহণের প্রয়োজনীয়তার ওপর গুরুত্ব দেন। এনআইটির ডিরেক্টর অধ্যাপক দিলীপ কুমার বৈদ্য বলেন, চা-বাগান অধ্যুষিত গ্রামগুলির সঙ্গে এনআইটি কাজ করছে এবং প্রযুক্তির মাধ্যমে সৌরশক্তির ব্যবহার বৃদ্ধির উদ্যোগ নেওয়া হয়েছে। চা-বাগান সম্প্রদায়ের উন্নয়নে নিষ্ঠা, কঠোর পরিশ্রম ও সততার প্রয়োজন রয়েছে বলে তিনি উল্লেখ করেন।

এদিন চা-বাগান সম্প্রদায়ের বিভিন্ন ক্ষেত্রের বিশেষজ্ঞদের অংশগ্রহণে একাধিক কারিগরি অধিবেশন অনুষ্ঠিত হয়। পরে সমাপনী অনুষ্ঠানে প্রধান অতিথি হিসেবে উপস্থিত ছিলেন রাষ্ট্রীয় স্বয়ংসেবক সংঘের দক্ষিণ অসমের প্রান্ত প্রচারক গৌরাঙ্গ রায়। সেমিনারে চা-বাগান সম্প্রদায়ের নেতা, সমাজকর্মী, ছাত্রছাত্রী, এনএসএস স্বেচ্ছাসেবক এবং চা ও প্রাক্তন চা-বাগান শ্রমিক সম্প্রদায়ের প্রতিনিধিসহ প্রায় ৩০০ জন অংশগ্রহণ করেন। অনুষ্ঠানে শিক্ষাক্ষেত্রে সাফল্যের স্বীকৃতি হিসেবে পিএইচডি গবেষক লুহিতা নায়কের বিশেষ সংবর্ধনা দেওয়া হয়। তাঁকে প্রশংসাপত্রের পাশাপাশি ২৫ হাজার টাকার চেক প্রদান করা হয়।

Way2barak, August 21 : A one-day seminar aimed at creating awareness among youth from tea and ex-tea garden worker communities about welfare schemes, empowerment, skill development and employment opportunities was held at Assam University on Thursday.

The seminar was organised on the occasion of the sixth foundation day of the Assam Chah Janagosthi Shiksha Sanskriti Nyas, in collaboration with the NSS Cell of Assam University, at the Bipin Chandra Pal Seminar Hall. Social workers, academicians, community representatives, young men and women, and NSS volunteers participated in the programme to deliberate on the social and economic development of tea garden communities.
The programme began with the ceremonial lighting of the lamp by chief guest Priyank Kanoongo, Member of the National Human Rights Commission. Dr Pawan Tiwari, Organisational Secretary of Vidya Bharati Purvottar Kshetra, and Prof. Dilip Kumar Baidya, Director of the National Institute of Technology (NIT), Silchar, were also present.

Addressing the gathering, Priyank Kanoongo said tea had become an integral part of people’s lives and people from different regions, religions and communities had played an important role in the growth of the tea industry. He said the time had come to recognise the contribution of tea garden communities to the country’s economic development. He also emphasised the need to adopt new strategies to involve young people more actively in the nation’s development. He highlighted the growing livelihood and employment opportunities in China and various East Asian countries.

Dr Amal Bauri, Secretary of the Nyas, highlighted the organisation’s activities and initiatives for the overall development of youth from tea garden communities. He said the Nyas had constructed hostels at Tezpur and Sonari for students from tribal tea and ex-tea garden worker communities. Financial assistance was also being provided to meritorious students pursuing higher education. He appreciated various government initiatives aimed at developing an entrepreneurial mindset among youth through skill development.

Earlier, in his welcome address, Programme Coordinator and Joint Convenor Prof. M. Gangabhushan spoke about various challenges faced by tea garden and ex-tea garden communities. He stressed the need to engage young people positively while making them aware of their rights and responsibilities. He also expressed concern over the risk of tobacco-related cancer due to the regular use of tobacco products in tea garden areas.

Dr Pawan Kumar highlighted the historical background of tea garden workers and their migration to Assam from different parts of India during the British period. He also appreciated the initiatives of the Assam Chah Janagosthi Shiksha Sanskriti Nyas aimed at expanding livelihood and employment opportunities for members of the tea garden community.

Incharge Vice-Chancellor Prof. Asoke Kumar Sen stressed the need for active participation of all stakeholders in the development process. NIT Silchar Director Prof. Dilip Kumar Baidya said the institute was working with villages inhabited by tea garden communities and had undertaken initiatives to promote the use of solar energy through technology. He emphasised the importance of dedication, hard work and honesty for the development of tea garden communities.

Several technical sessions were held during the day with the participation of experts from different fields associated with tea garden communities. The valedictory session was attended by Gaurang Rai, Prant Pracharak of the Rashtriya Swayamsevak Sangh (RSS), South Assam, as the chief guest.

Around 300 people, including tea garden community leaders, social workers, students, NSS volunteers and representatives of tea and ex-tea garden worker communities, participated in the seminar. PhD researcher Luhita Nayak was specially felicitated in recognition of her academic achievement. She was presented with a citation and a cheque of Rs 25,000.
