July 31 deadline for publication of final NRC: Supreme Court

২৪ জানুয়ারিঃ এনআরসি প্রক্রিয়ায় এখন খসড়া-ছুটদের শুনানি শুরু হবে। যারা পুনরাবেদন করেছেন, পর্যায়ক্রমে তাদেরই ডাকা হবে এখন। এনআরসি-র স্টেট কো-অর্ডিনেটর প্রতীক হাজেলা আজ সুপ্রিম কোর্টে এ কথা জানিয়েছেন। তিনি বলেন, সে জন্য প্রস্তুতি চলছে। আগামী ১৫ ফেব্রুয়ারি থেকে পুনরাবেদনকারীদের ডেকে নথিপত্র পরীক্ষা করা হবে। খসড়া-ছুট ৪০ লক্ষ ৭ হাজারের মধ্যে ৩৬ লক্ষ ২০ হাজার মানুষ নাগরিকত্বের জন্য পুনরাবেদন করেছেন। একই সঙ্গে ২ লক্ষ আপত্তিও জমা পড়েছে বলে হাজেলা জানিয়েছেন।

সুপ্রিম কোর্টের প্রধান বিচারপতি রঞ্জন গগৈ ও বিচারপতি রোহিংটন ফলি নরিমানকে নিয়ে গঠিত বেঞ্চ আজ স্পষ্ট জানিয়ে দিয়েছে, এই বছরের ৩১ জুলাইয়ের মধ্যে এনআরসি প্রকাশ করতেই হবে। কোনওমতেই যেন সেই লক্ষ্যমাত্রা না পেরোয়। লোকসভার ভোট ওই সময়ের মধ্যেই অনুষ্ঠিত হবে, সে কথা মাথায় রেখে, বিচারপতিদ্বয় আগেভাগে প্রয়োজনীয় ব্যবস্থা গ্রহণের নির্দেশ দিয়েছেন। কীভাবে তা সম্ভব, নির্বাচন কমিশনের সচিব, অসমের মুখ্যসচিব ও এনআরসি কো-অর্ডিনেটরকে বৈঠকে বসে তা চূড়ান্ত করতে বলে দিয়েছে সর্বোচ্চ আদালত।

অসম সরকারের পক্ষে উপস্থিত সলিসিটর জেনারেল তুষার মেহতাকে এ ব্যাপারে সতর্ক করে দিয়েছেন বিচারপতিদ্বয়। সে জন্য সময়সীমাও বেঁধে দেওয়া হয়েছে। তাঁরা বলেছেন, বৈঠকটি সাতদিনের মধ্যে হওয়া চাই। আর ওই বৈঠকে কী সিদ্ধান্ত হল, তা আগামী ৫ ফেব্রুয়ারি আদালতকে জানাতে হবে।

January 24: The Supreme Court(SC) of India has set July 31st as the final date for the publication of the National Register of Citizens (NRC) exercise. On Thursday, the apex court said it would not extend July 31 deadline for publication of final NRC under any circumstances. A bench comprising of Chief Justice of India (CJI) Ranjan Gogoi and Supreme Court judge R F Nariman on Thursday announced the verdict and said that the publication should be completed as per the above deadline.

The apex court ordered a meeting among NRC State Coordinator, Assam government and the Election Commission to ensure there’s no dearth of officials for polls and NRC exercise. Solicitor General Tushar Mehta, who was appearing for the Assam, was entrusted the responsibility to ensure that the meeting is held within seven days. The outcome of the meeting is to be informed to the apex court on February 5, when the matter will be taken again by the bench.

A report submitted by NRC State Coordinator Prateek Hajela on January 11 in the Supreme Court mentioned about the details of the claims and objections submitted.  Hazela informed the apex court that only 36.2 lakh people had filed for claims among the 40 lakh people who were not enlisted in the final draft of NRC. Apart from this, around 2 lakh objections have been registered against the names included in the draft NRC.

The documents submitted during filing of claims will be examined from 15 February.
