District Administration Cachar invites quotations for manpower engagement for census-2027 operations

way2barak, May 20:— The Office of the District Commissioner-cum-Principal Census Officer, Cachar, through the Census Branch, has issued a Short Notice Inviting Quotation from reputed and experienced registered Manpower Agencies and Firms for the engagement of Technical Assistants and Multi-Tasking Staff (MTS) in connection with the forthcoming Census-2027 Operations in Cachar district.

The engagement will be purely temporary and contractual in nature for a maximum period of eighteen months or till completion of the Census work, whichever is earlier. The selected manpower will be deployed at district and charge levels to facilitate smooth and effective implementation of Census-related activities across Cachar district.

According to the notification, a total of ten Technical Assistants and one Multi-Tasking Staff will be engaged. Two Technical Assistants will be deployed at the district level while eight will serve at the charge level. The maximum consolidated monthly remuneration for Technical Assistants has been fixed at Rs. 25,000, while the Multi-Tasking Staff will receive up to Rs. 18,000 per month.

The prescribed qualifications state that Technical Assistants must be graduates in any discipline with Diploma or Certificate in Computer Application and should possess adequate IT skills for handling mobile applications, Census Web Portal operations, data entry work and proficiency in MS Office applications including Word, Excel and PowerPoint. Knowledge of internet operations and GIS mapping has also been made mandatory. The Multi-Tasking Staff must have passed the Higher Secondary examination from a recognized Board or Council and should possess basic knowledge of office assistance work, file handling, photocopying and official support services.

The notification clearly states that the engagement is strictly on a short-term contractual basis and shall not confer any claim for regularization or future Government appointments. The concerned agency will be solely responsible for all statutory compliances including EPF, ESIC and other deductions as per prevailing labour laws. The contractor will also be responsible for ensuring timely payment to the deployed personnel by the 10th day of every month from its own sources, after which reimbursement claims may be raised subject to verification of attendance and actual disbursement records.

It has further been stated that payment to the agency will be made as per the instructions of the Directorate of Census Operations, Guwahati. The agency will also have to bear any delay in payment and no interest or additional charges will be admissible on delayed release of funds. The contractor shall abide by all applicable laws including Labour Laws, PF regulations, Income Tax provisions, GST and other statutory obligations, which will remain the exclusive responsibility of the contractor.

Interested firms have been asked to submit their quotations in sealed envelopes superscribed as “Quotation of Hiring of Manpower for Census 2027” addressed to the District Commissioner-cum-Principal Census Officer, Cachar. The quotations must be accompanied by a valid Government Registration Certificate of the firm, copies of PAN Card and GSTIN, proof of EPF and ESIC registration, relevant PF contribution code details and experience certificates relating to similar works, if any.

The sealed quotations are to be dropped in Tender Box No. 1 placed at the Office of the District Commissioner, Cachar on or before June 2, 2026 up to 2:30 PM. The quotations will be opened on the same day at 4 PM in the presence of bidders or their authorized representatives.

The notification further states that any legal dispute arising out of the process will fall within the jurisdiction of Cachar district only. The District Commissioner- cum- Principal census Officer has reserved the right to accept or reject any or all quotations without assigning any reason thereof. Special emphasis has also been laid on maintaining integrity, confidentiality and secrecy of all Census-related data, documents and processes by both the vendor and the personnel engaged through the agency to ensure the sanctity of the entire Census exercise.
