DC Garg invokes Disaster Management Act to ensure free flow of water
way2barak, MAY 19: In a decisive move to strengthen flood preparedness and prevent waterlogging during the approaching monsoon season, the District Administration Cachar has issued strict directives for immediate identification and removal of unauthorized structures and encroachments obstructing natural drainage systems across the district.
Considering the recurring vulnerability of several areas in Cachar to flooding and water stagnation caused by heavy rainfall, blocked drains and obstruction of natural water channels, the administration has initiated preventive measures aimed at ensuring smooth flow of water and minimizing the possibility of disaster-like situations. The administration observed that unauthorized constructions and encroachments over drains, canals, natural channels and other water passage systems pose a serious threat to public safety and may lead to inundation, damage to public and private property, and risk to human lives during the monsoon season.
In this regard, District Commissioner and Chairperson of the District Disaster Management Authority, Cachar, Aayush Garg, has issued an order under the relevant provisions of the Disaster Management Act, 2005, particularly Sections 30 and 34, authorising all Circle Officers, Block Development Officers and Executive Officers of Municipal Boards within Cachar district to take immediate action within their respective jurisdictions.
The order directs the concerned officials to identify all unauthorized structures, encroachments and obstructions hampering the free flow of water in drains, canals and natural channels, and to initiate necessary legal action for their removal or demolition in coordination with concerned departments and agencies. The officials have also been instructed to ensure prompt execution of such measures to avert flood-related emergencies and safeguard public life and property.
The administration has further directed all concerned authorities to maintain proper documentation of the actions taken, including photographs and detailed reports, and submit compliance reports to the District Administration from time to time. Provision has also been made for seeking assistance from police, municipal authorities and other line departments to ensure smooth implementation of the order.
Emphasising the urgency of the matter, the District Administration also stated that all officials must treat the issue with utmost seriousness in the larger interest of public safety and disaster preparedness during the flood season. The order further warned that any negligence or non-compliance on the part of officials concerned would be viewed seriously by the administration.
