Cachar unveils ‘Tribal Parliament Model’ for grassroots grievance redressal

way2barak, November 15: “True governance begins when the last person in the village finds a seat at the decision-making table,” stated by Minister for Food, Public Distribution, Consumer Affairs, Mines and Mineral & Barak Valley Development, Kaushik Rai as the Cachar District Administration formally launched the Tribal Parliament Model, an innovative grievance-redressal platform inspired by age-old tribal community councils.
The new initiative, rolled out by the District Commissioner, Cachar, introduces a village parliament-style Jan Sunwaai, a setting inspired by traditional tribal systems such as the Chaupal, Morung, and Village Council. Held under a tree or in open spaces, the circle-style seating places tribal elders, women, youth, and government officials at equal footing, ensuring transparency, accessibility, and dignity for every participant.
In these sessions, each grievance is deliberated collectively, with solutions drafted publicly mirroring the spirit of consensus and community ownership. Minister Rai praised the district administration for “reviving the wisdom of tribal traditions” and transforming them into a modern tool for administrative accountability.
It is worthy to mention that a key pillar of the model is the involvement of Adi Sathis, who travel to remote locations to facilitate these Jan Sunwaais. They record the proceedings in both audio and video formats, capturing grievances, community stories, and suggestions. This documentation acts as a moving bridge between citizens and administration, ensuring that every concern,however remote is formally placed before the authorities.
Citizens may also register grievances through the dedicated Call & WhatsApp helpline: 6900462215, expanding access to those unable to attend in person.
All grievances collected during the Jan Sunwaai are forwarded to the concerned departments for timely resolution. Once decisions or solutions are finalised, they are prominently displayed at the respective Block Development Offices, reinforcing transparency and public trust.
With this initiative, the Cachar District Administration reiterates its commitment to inclusive, people-centric governance, ensuring that tribal communities not only raise their voices but also witness the outcomes of their participation.
