Silchar Corporation makes prior permission mandatory for banners, hoardings and welcome gates;

way2barak, June 30: —The Silchar Municipal Corporation (SMC) has made prior permission compulsory for the installation of welcome gates, banners, hoardings, posters and similar temporary structures anywhere within its jurisdiction, citing growing concerns over public safety, traffic management and damage to public infrastructure.
The notification, issued by Commissioner Devid Kumar Borah, ACS, was issued in response to the reports that several organisations and associations have been erecting banners, festoons, hoardings and welcome gates at different locations across the city without obtaining approval from the competent authority.
According to the Corporation, many of these structures have obstructed traffic movement, caused inconvenience to commuters and pedestrians and in some cases damaged public roads and other civic infrastructure. Officials also expressed concern over the manner in which some temporary installations have been erected without adequate safety measures.
The notification states such structures can become hazardous during strong winds, thunderstorms and other adverse weather conditions, increasing the risk of accidents and endangering public safety. The Corporation has therefore decided to regulate their installation through a mandatory permission process.
Under the provisions of the Assam Municipal Corporation Act, 2022, any individual, organisation or association intending to install a welcome gate, banner, poster, hoarding or similar structure within the Silchar Municipal Corporation area must obtain prior approval from the Corporation before proceeding with the installation.
Applicants will also be required to submit No Objection Certificates (NOCs) from the concerned authorities, depending on the location and nature of the proposed installation. These include the Traffic Branch, Cachar, the Public Works Department (Roads), Cachar, the National Highways and Infrastructure Development Corporation Limited (NHIDCL), Cachar and any other authority, wherever applicable.
The notification has come into force with immediate effect. The Silchar Municipal Corporation has appealed to all organisations, event organisers and associations to follow the prescribed procedure before putting up any banner, hoarding, poster or welcome gate so that public convenience and safety remain protected.
