Privatisation of Paper Mill! Family Members Forum has no objection

২৭ জানুয়ারিঃ পাঁচগ্রাম কাগজকল চালু হওয়াটাই বড় কথা। হোক না ব্যক্তিগত মালিকানায়। কর্মীরা যদি নিয়মমতো তাঁদের সুযোগ-সুবিধে পেয়ে যান, তাহলে প্রাইভেটাইজেশনে আপত্তি কীসের!  রবিবার শিলচর অম্বিকাপট্টিতে এক সাংবাদিক বৈঠক ডেকে এ কথাই শোনালেন ‘এইচপিসি ফ্যামিলি মেম্বার্স এন্ড সিটিজেন্স ফোরাম’ এর  সম্পাদক সন্তোষ ভট্টাচার্য সহ অন্যরা। উপস্থিত ছিলেন উৎপল দত্তচৌধুরী, সুজাতা নাথ, সর্বজয়া বিশ্বাস প্রমুখ।

কাগজ কলের প্রাইভেটাইজেশন নিয়ে সন্তোষ ভট্টাচার্যের কথায়, ব্যক্তিগত মালিকানা নিয়ে বিরোধ দেখাচ্ছে বহু সংগঠন। তবে শ্রমিকদের বৃহত্তর স্বার্থে এ ব্যাপারে সমর্থন রয়েছে ফোরামের। ইনসলভানসি বোর্ডের অনুমোদনে ২৮ জানুয়ারি সোমবার কাগজকলের মালিকানা নেওয়ার উদ্দেশ্যে এক ব্যক্তি আসছেন পাঁচগ্রামে। আর তাঁকে স্বাগত জানায় ফোরাম। যদিও ওই নির্দিষ্ট  ব্যক্তির নাম বলতে অনিচ্ছুক সন্তোষবাবুরা।

তাছাড়া, সিপিএফের টাকা নিয়েও কথা বলেন ফোরামের উৎপল দত্তচৌধুরীরা। জানান, ২৫ মাস ধরে বেতন নেই। ২০১৬-র ডিসেম্বর পর্যন্ত বেতন হয়েছে ঠিকই, তবে ২০১৪-র এপ্রিল থেকে ২০১৬-র ডিসেম্বর অবধি সিপিএফের টাকা ট্রাস্টে জমা পড়েনি।অথচ প্রতি মাসে মূল মাইনে থেকে ঠিকই কাটা পড়েছিল টাকা। এবারে এই জমা পুঁজির হদিশ নেই। ইউনিয়ন থেকে ট্রাস্টের প্রতিনিধি হিসেবে মানবেন্দ্র চক্রবর্তী থাকলেও , তার কাছে এর কোনও সদুত্তর  নেই। বলতে গেলে, রহস্যের আবর্তে রয়েছে কর্মচারীর সিপিএফের কোটির বেশি টাকা।

সন্তোষবাবুদের আরও বক্তব্য, মাসিক মাইনের বকেয়া বাবদ ৯০ কোটি টাকা বরাদ্দ হয়েছিল। ২০১৮-র আগস্টে রাষ্ট্রপতির অনুমোদনও হয়ে গেছিলো। তারপরও হাতে আসেনি টাকা। এই ইস্যুতে ফোরামের এক প্রতিনিধি দল দিল্লিতে গিয়ে বিভাগীয় বিভিন্ন সরকারি আধিকারিক ও মন্ত্রীর সঙ্গে দেখা করেন। ইতিবাচক আশ্বাস মেলে। একবারে না হলেও খুব শীঘ্র কিস্তি করে ৯০ কোটি পাবেন কর্মচারীরা, এই প্রতিশ্রুতি দেন ডোনার মন্ত্রী জিতেন্দ্র সিং ।

January 27: The main issue is revival of Panchgram Paper Mill. The Mill needs to be revived at any cost, even if it is privatised. If the employees get their salaries and other benefits regularly, then we don’t see any objection in privatisation of the Mill. This was stated in a Press Meet organised by the members of ‘HPC Family Members and Citizens Forum’ at Ambicapatty, Silchar on Sunday. Present in the press meet were Secretary of the Forum Santosh Bhattacharjee, Utpal Dutta Choudhury, Sujata Nath, Sarbajaya Biswas and others.

Santosh Bhattacharjee expressed the view that many organisations were opposing the issue of privatisation of the Paper Mill. But for the larger interest of the employees, the Forum has got no objection to privatisation. He informed that a person with due permission from the Insolvency Board will be visiting the Mill to explore possibilities for private ownership on 28 January. Though they refused the divulge the name of that person who will be visiting on 28 January, yet they assured that they would be welcoming him.

Regarding the money deposited towards Contributory Provident Fund (CPF), fingers were also raised towards Union leader Manabendra Chakraborty. They informed that they were without salary since the last 25 months. Though they got their salary till December 2016, but their share of CPF was not deposited to the Trust from April 2014 to December 2016. However, the amount of CPF share was deducted from the employees share regularly. There was no trace of that money. The Forum alleged that though Manabendra Chakraborty represented the Union to the Trust but he too did not have any clear reply to this mysterious issue. They alleged that money amounting to more than a crore was untraceable.
