Cachar district review meeting takes key decisions on road repairs, development projects

way2barak, July 2: — Delivering the benefits of development to every household was the central message that emerged from a high-level review of Cachar’s development agenda on Thursday.
Guardian Minister of Cachar and Minister for Public Health Engineering, Barak Valley Development and Hill Areas Development, Krishnendu Paul and Minister for Food, Public Distribution and Consumer Affairs, Housing and Urban Affairs and Cooperation, Kaushik Rai, called upon officials to ensure that government programmes are completed on schedule and translated into visible improvements in people’s daily lives.
The review meeting held at the new conference hall of the District Commissioner’s office in Silchar obrought together senior officials from the district administration. The ministers also reviewed the progress of infrastructure projects, drinking water supply, sanitation, flood control measures, transport management, road connectivity and the implementation of key welfare schemes. Departmental heads presented status reports, explained constraints affecting ongoing works and outlined timelines for completing pending projects.
Speaking on the occasion, Guardian Minister Krishnendu Paul said the government’s responsibility extended far beyond approving projects. “Development has meaning only when people experience its benefits in their everyday lives. Every department must deliver quality work within the stipulated time, and accountability must remain central to governance,” he said.
Minister Krishnendu Paul asked officials to work as a coordinated administrative team rather than as independent departments. He stated that delays often arise because of gaps in communication and directed departments to maintain regular coordination, resolve issues quickly and ensure that procedural hurdles do not slow down public works.
While Minister Kaushik Rai said an integrated administrative approach was essential for sustaining the pace of development across Cachar. He stressed that every public welfare programme should be implemented with efficiency, transparency and responsibility. “People judge governance by the services they receive. Every department has a shared responsibility to ensure that projects are completed on time and public services reach those for whom they are intended,” he said.
One of the most important decisions taken during the meeting was the formation of a district-level task force to check overloaded commercial vehicles entering Cachar. Officials informed the meeting that excessive loading by heavy trucks has caused considerable damage to roads across the district over the years, resulting in higher maintenance costs and inconvenience for commuters. The newly constituted task force, comprising officials from the District Transport Office, Police, Additional District Commissioners, Assistant Commissioners and other concerned departments will conduct regular inspections at all major entry points and initiate legal action against violators.
The damaged stretch of the National Highway between Capital Point and Rangirkhari would begin repair work from Friday as informed by the NHIDCL officials in the meeting.
Reviewing the preparedness of the Water Resources Department, the ministers directed officials to undertake immediate repair of vulnerable embankments, keep all pumping stations operational, ensure that double-shutter sluice gates remain fully functional and maintain uninterrupted drainage systems across flood-prone areas.
Minister Krishnendu Paul said even minor lapses during the monsoon could lead to serious consequences and asked departments to remain vigilant through continuous monitoring and coordinated field-level supervision. Minister Kaushik Rai also stressed the importance of advance preparedness directing officials to keep rescue and relief arrangements ready and to ensure that vulnerable areas receive timely attention whenever required.
The ministers further instructed departments to expedite the repair of damaged highways and important district roads so that transportation remains unaffected during the rainy season. Particular emphasis was placed on ensuring smooth movement for students, patients, farmers, traders and daily commuters, while ongoing road projects were directed to be completed within their scheduled timelines.
The review also covered drinking water supply, sanitation, rural and urban infrastructure, environmental improvement, administrative coordination and the progress of several Central and State Government development programmes. Senior officials briefed the ministers on the present status of these initiatives and the measures being taken to accelerate implementation wherever necessary.
In his concluding remarks, Guardian Minister Krishnendu Paul said the real measure of a government’s performance lay in the confidence and satisfaction of the people. He urged officials to remain responsive, work with greater efficiency and ensure that every development initiative delivers tangible benefits on the ground.
Minister Kaushik Rai reaffirmed the government’s resolve to maintain the momentum of development across Cachar through timely execution, transparency and coordinated planning. He said improving public services and strengthening essential infrastructure would continue to remain priorities for the administration.
