Quotations invited for deployment of aspirational block fellow at Lakhipur block
way2barak, June 18: —The Office of the District Commissioner, Cachar, has invited sealed quotations from registered firms and placement agencies for the deployment of one Aspirational Block Fellow (ABF) under the Aspirational Block Programme (ABP) at Lakhipur Development Block in Cachar district.
Interested firms and placement agencies are required to submit sealed quotations affixing a Court Fee Stamp of Rs. 8.25 (Rupees Eight and Paise Twenty-Five) only. The engagement shall be purely temporary for a period of four months and may be extended further based on performance and administrative requirements.
The selected agency will be required to deploy one qualified Aspirational Block Fellow who will work under the overall supervision of the District Commissioner, Cachar, and the Block Development Officer, Lakhipur Development Block. The fellow will be entrusted with responsibilities relating to the implementation of the Aspirational Block Programme in accordance with the guidelines issued by NITI Aayog and the State Government.
The Aspirational Block Fellow will be responsible for designing and executing development strategies aligned with the thematic focus areas of the programme, conducting field visits and data analysis, preparing evidence-based recommendations, organizing workshops and awareness campaigns, coordinating with district and block-level officials, maintaining programme-related data on designated portals, documenting best practices, and participating in training programmes conducted by NITI Aayog, the State Government, and the District Administration.
As approved by the Aspirational District Programme (ADP) and Aspirational Block Programme (ABP) Division of NITI Aayog, Government of India, the remuneration for the Aspirational Block Fellow has been fixed at Rs. 55,000 (Rupees Fifty-Five Thousand) per month. Applicable statutory deductions shall be made as per prevailing rules. Since the remuneration has already been fixed by NITI Aayog, competition among participating agencies shall be restricted only to the service charge component.
To be eligible for participation, agencies must be registered firms or service providers possessing a valid trade licence. Experience in supplying manpower for development or government projects will be considered desirable. Agencies must also possess valid GST registration, PAN, EPF and ESIC registration, along with other statutory compliance documents.
The candidate proposed by the selected service provider must possess a postgraduate degree in any discipline from a reputed institution. Preference will be given to candidates having skills in data analysis, project management, social media engagement and community outreach. Experience in development sector projects or internships will be considered desirable. The age of the candidate should be between 21 and 30 years, and proficiency in official as well as local languages is essential.
The selected service provider will be required to sign a formal Memorandum of Understanding (MoU) with the District Commissioner, Cachar. The contract will initially remain valid for four months and will be subject to performance review. Any violation of the prescribed terms and conditions may result in termination of the contract with a 15-day notice period.
Sealed quotations superscribed “Quotation for Outsourcing of Manpower for Aspirational Block Fellow, Lakhipur Development Block” should reach the Office of the District Commissioner, Cachar (Transformation & Development Branch) on or before 25 June 2026 up to 2:00 PM.
