National Seminar on the Role of the Himalayas in Achieving Viksit Bharat 2047 Begins at Assam Universityবিকশিত ভারত ২০৪৭-এর লক্ষ্যপূরণে হিমালয়ের ভূমিকা নিয়ে জাতীয় সেমিনার শুরু আসাম বিশ্ববিদ্যালয়ে

ওয়ে টু বরাক, ২৪ জুলাই : বিকশিত ভারত ২০৪৭’-এর জাতীয় লক্ষ্য বাস্তবায়নে হিমালয়ের ভূমিকা নিয়ে আসাম বিশ্ববিদ্যালয়ে শুক্রবার থেকে দুদিনের জাতীয় সেমিনার শুরু হয়েছে। বিশ্ববিদ্যালয়ের ডিজাস্টার রিস্ক রিডাকশন ক্লাব ও কানেক্টিং হিমালয়-এর যৌথ উদ্যোগে বিপিনচন্দ্র পাল সেমিনার হলে আয়োজিত এই সেমিনারে দেশের বিভিন্ন প্রান্তের শিক্ষাবিদ, গবেষক, পরিবেশবিদ, নীতিনির্ধারক, সমাজকর্মী ও শিক্ষার্থীরা অংশগ্রহণ করেন। এদিন সকালে বিপিনচন্দ্র পাল মিলনায়তনে প্রদীপ প্রজ্বালনের মাধ্যমে সেমিনারের উদ্বোধন করা হয়। অতিথিদের সংবর্ধনার পর সেমিনারের আহ্বায়ক অধ্যাপক অরুণ জ্যোতি নাথ স্বাগত ভাষণ দেন এবং জাতীয় সেমিনারের সারসংক্ষেপ গ্রন্থের উন্মোচন করা হয়। আয়োজক কমিটির চেয়ারম্যান অধ্যাপক সুদীপ্ত রায় সেমিনারের উদ্দেশ্য ও প্রাসঙ্গিকতা তুলে ধরেন।
উদ্বোধনী অনুষ্ঠানে বিশিষ্ট অতিথি হিসেবে বক্তব্য রাখেন গুরুচরণ বিশ্ববিদ্যালয়ের উপাচার্য অধ্যাপক নিরঞ্জন রায় এবং আসাম বিশ্ববিদ্যালয়ের প্রাক্তন উপাচার্য অধ্যাপক দিলীপ চন্দ্র নাথ। প্রধান অতিথি হেমবতী নন্দন বহুগুণা গড়ওয়াল বিশ্ববিদ্যালয়ের প্রাক্তন উপাচার্য অধ্যাপক অন্নপূর্ণা নৌটিয়াল ‘বিকশিত ভারত ২০৪৭’-এর স্বপ্ন বাস্তবায়নে হিমালয়ের পরিবেশগত, কৌশলগত ও উন্নয়নমূলক গুরুত্বের কথা তুলে ধরেন। অধ্যাপক নৌটিয়াল উদ্বেগ প্রকাশ করে বলেন, ব্রহ্মপুত্র নদের ওপর প্রায় ৬০ হাজার মেগাওয়াট বিদ্যুৎ উৎপাদনক্ষম একটি বৃহৎ বাঁধ নির্মাণ করছে চিন। তাঁর আশঙ্কা, এই প্রকল্প ভবিষ্যতে ভারতের জন্য ‘জল বোমা’-য় পরিণত হতে পারে। তিনি উল্লেখ করেন, এর বিপরীতে ভারতে নির্মীয়মাণ সংশ্লিষ্ট জলবিদ্যুৎ প্রকল্পগুলোর মোট উৎপাদনক্ষমতা প্রায় ১১ হাজার মেগাওয়াট, যা তুলনামূলকভাবে অনেক কম।
সভাপতির ভাষণে উপাচার্য অধ্যাপক রাজীব মোহন পন্থ বলেন, হিমালয়ের পরিবেশ, প্রাকৃতিক সম্পদ ও সাংস্কৃতিক ঐতিহ্য সংরক্ষণকে জাতীয় উন্নয়নের অগ্রাধিকারের অন্তর্ভুক্ত করতে পারলেই ‘বিকশিত ভারত ২০৪৭’-এর লক্ষ্য প্রকৃত অর্থে সফল হবে। তিনি বলেন, হিমালয় শুধু একটি পর্বতমালা নয়; এটি ভারতের জলনিরাপত্তা, জীববৈচিত্র্য, জলবায়ুর ভারসাম্য এবং কোটি কোটি মানুষের জীবিকার অন্যতম ভিত্তি। তিনি বিশ্ববিদ্যালয়, গবেষণা প্রতিষ্ঠান, নীতিনির্ধারক এবং স্থানীয় জনগোষ্ঠীর সমন্বিত উদ্যোগের ওপর গুরুত্ব আরোপ করে বলেন, বৈজ্ঞানিক গবেষণা, উদ্ভাবন এবং জনসম্পৃক্ততার মাধ্যমেই হিমালয়ের সামনে বিদ্যমান চ্যালেঞ্জগুলোর কার্যকর মোকাবিলা সম্ভব। শেষে ধন্যবাদ সূচক বক্তব্য পেশ করেন ড. অদিতি নাথ।
প্রথম দিন আয়োজিত দুটি কারিগরি অধিবেশনে ‘স্প্রিংশেড ব্যবস্থাপনা ও জলনিরাপত্তা’ এবং ‘কৌশলগত গুরুত্ব ও জাতীয় নিরাপত্তা’ বিষয়ে বিশেষজ্ঞরা গবেষণাপত্র উপস্থাপন করেন। তাঁরা হিমালয় সংরক্ষণ, জলবায়ু পরিবর্তন, পরিবেশগত চ্যালেঞ্জ, দুর্যোগ ব্যবস্থাপনা এবং ‘বিকশিত ভারত ২০৪৭’-এর লক্ষ্য অর্জনে হিমালয়ের ভূমিকা নিয়ে বিস্তারিত আলোচনা করেন। আয়োজকরা আশা প্রকাশ করেন, এই সেমিনারে অনুষ্ঠিত মতবিনিময় হিমালয় সংরক্ষণ এবং ‘বিকশিত ভারত ২০৪৭’-এর জাতীয় অঙ্গীকার বাস্তবায়নে নতুন দিশা ও গতি প্রদান করবে। সেমিনার চলবে শনিবারও।
Way2barak, July 24 : A two-day national seminar on the “Role of the Himalayas in Achieving the Vision of Viksit Bharat 2047” commenced at Assam University on Friday. Jointly organised by the University’s Disaster Risk Reduction Club and Connecting Himalaya at the Bipin Chandra Pal Seminar Hall, the seminar has brought together academicians, researchers, environmentalists, policymakers, social activists, and students from across the country.
The seminar was inaugurated with the ceremonial lighting of the lamp at the Bipin Chandra Pal Auditorium. Following the felicitation of the guests, the Convener of the seminar, Prof. Arun Jyoti Nath, delivered the welcome address. A book containing the seminar abstracts was also released on the occasion. Prof. Sudipta Roy, Chairman of the Organising Committee, highlighted the objectives and significance of the seminar.
Addressing the inaugural session as distinguished guests, Prof. Niranjan Roy, Vice-Chancellor of Gurucharan University, and Prof. Dilip Chandra Nath, former Vice-Chancellor of Assam University, shared their views on the importance of the Himalayas in India’s sustainable development. The Chief Guest, Prof. Annapurna Nautiyal, former Vice-Chancellor of Hemvati Nandan Bahuguna Garhwal University, emphasised the ecological, strategic, and developmental significance of the Himalayas in realising the vision of Viksit Bharat 2047. Expressing concern, she stated that China is constructing a massive dam on the Brahmaputra River with an estimated power generation capacity of around 60,000 MW. She cautioned that the project could eventually become a “water bomb” for India. In contrast, she noted, the combined power generation capacity of the corresponding hydropower projects currently under construction in India is approximately 11,000 MW, which is significantly lower.
In his presidential address, Assam University Vice-Chancellor Prof. Rajive Mohan Pant said that the vision of Viksit Bharat 2047 can be truly realised only by making the conservation of the Himalayan ecosystem, natural resources, and cultural heritage a national development priority. He observed that the Himalayas are not merely a mountain range but the foundation of India’s water security, biodiversity, climate balance, and the livelihood of millions of people. Stressing the need for collaborative efforts among universities, research institutions, policymakers, and local communities, he said that scientific research, innovation, and public participation are essential for effectively addressing the challenges facing the Himalayan region.
The first day of the seminar featured two technical sessions on “Springshed Management and Water Security” and “Strategic Importance and National Security.” Experts presented research papers and deliberated on Himalayan conservation, climate change, environmental challenges, disaster management, and the region’s role in achieving the goals of Viksit Bharat 2047. The inaugural session concluded with a vote of thanks proposed by Dr. Aditi Nath. The seminar will continue on Saturday.
