শিশু সুরক্ষায় মুন্না মুন্নি বোর্ড চালু কাছাড়েMeeting on ‘Beti Bachao Beti Padao’ held, giving equal rights to girl child emphasised
২০ নভেম্বর: বিশ্ব শিশু দিবস উপলক্ষে ২০ নভেম্বর জেলা গ্রন্থাগার মিলনায়তনে কাছাড় জেলা প্রশাসনের উদ্যোগে ও সমাজকল্যাণ বিভাগের সহযোগিতায় পিআরআই সদস্য এবং জিপি সভাপতিদের নিয়ে “বেটি বাঁচাও বেটি পড়াও” বিষয়ক এক সভার আয়োজন করা হয়। জেলাশাসক ছাড়াও এই সভায় অংশ নেন প্রাক্তন কেন্দ্রীয় মন্ত্রী কবীন্দ্র পুরকায়স্থ, অতিরিক্ত পুলিশ সুপার জগদীশ দাস প্রমুখ। সভায় প্রকল্পের অধীনে মুন্নি মুন্না বোর্ড চালু করা হয়েছে। এর উদ্বোধন করেন প্রাক্তন মন্ত্রী কবীন্দ্র পুরকায়স্থ।
সভায় অংশ নিয়ে কাছাড়ের জেলাশাসক লায়া মাদ্দুরি বেটি বাঁচাও বেটি পড়াও বাস্তবায়নে পিআরআই সদস্যদের ভূমিকার কথা উল্লেখ করেন। তিনি বলেন, এই প্রকল্পের আওতায় গ্রামীণ এলাকায় প্রতি মাসে জন্ম নেওয়া মেয়ে এবং ছেলেদের বোর্ডে উল্লেখ করে প্রতিটি জিপি অফিসে শিশুদের লিঙ্গ অনুপাত প্রদর্শিত হবে। অনুপাত হ্রাসের প্রবণতা দূর করতে প্রকল্পটির বিশেষ প্রয়োজনীয়তা রয়েছে বলে তিনি উল্লেখ করেন।
প্রসঙ্গত, প্রাক-জন্ম বৈষম্য, লিঙ্গ নির্বাচন ও নির্মূলকরণ, জন্ম পরবর্তী বৈষম্য, অপরাধ ইত্যাদি কারণে মেয়েশিশুর লিঙ্গ অনুপাত হ্রাস হয়েছিল। এই সমস্যা সমাধানের জন্য ২০১৫ সালের ২২ জানুয়ারি কেন্দ্র সরকার বেটি বাঁচাও বেটি পড়াও প্রকল্প চালু করে। কাছাড় জেলায় কন্যাশিশুর সংখ্যা হ্রাসের বিষয়টি নজরে আসার পর ২০১৮ সালের ২৮ সেপ্টেম্বর এটি চালু করা হয়েছিল। তাছাড়া সারা দেশে বিশেষ করে কম সিএসআর সহ ১০০টি নির্বাচিত জেলায় মূল লক্ষ্যকে সামনে রেখে একটি জাতীয় স্তরে প্রচার শুরু হয়েছে। এর অঙ্গ হিসেবে আসামে ধেমাজি এবং কাছাড় জেলাকে বেটি বাঁচাও বেটি পড়াও প্রকল্পের জন্য বেছে নেওয়া হয়েছে।
জেলাশাসক বলেন, এই অভিযানের মূল লক্ষ্য হল পুরো দেশে শিশুকে বাঁচানো এবং মেয়েশিশুকে শিক্ষিত করা। অন্য লক্ষ্যগুলি হচ্ছে, লিঙ্গ পক্ষপাতদুষ্ট কাজগুলোকে বাছাই করা, গর্ভপাতের মতো বিষয় নির্মূল করা এবং বালিকা সুরক্ষা নিশ্চিত করা। এটি শিশুদের উপযুক্ত শিক্ষা এবং একটি নিরাপদ জীবন পাওয়ার জন্য করা হয়েছে বলে তিনি উল্লেখ করেন।
জেলাশাসক বলেন, কাছাড় জেলার অ্যাকশন পরিকল্পনার ওপর ভিত্তি করে ভবিষ্যত কর্মসূচির জন্য ইউনিসেফের সঙ্গে কাজ করতে মাস্টার প্রশিক্ষক তৈরি করার জন্য প্রশিক্ষণের আয়োজন করা হবে। এর ফলে বিএলসিপিসি এবং ভিএলসিপিসির ভূমিকা আরও জোরদার হবে। মেয়েশিশুকে সমান অধিকার দেওয়ার ওপর জোর দিয়ে তিনি বলেন, স্কুল ড্রপ আউট হ্রাস করা উচিত।
In this connection, Munni Munna board under this scheme was also launched on Wednesday. A board showing number of girls and boys born in each month in a GP area is to be displayed in every GP office to indicate the child sex ratio. This scheme was launched to eliminate the trend of ever declining child sex ratio in the country for few decades.
The reduction in girl child sex ratio was because of the pre-birth discrimination,,sex selection and elimination, post birth discrimination, crimes etc .Beti Bachao Beti Padhao scheme was launched by the Indian government on 22 January, 2015 to address the issue of decreasing girl child number in the country. In Cachar District, it was launched on 28 September, 2019. It is a national campaign launched to focus on main target all over the country especially in 100 selected Districts with low CSR. This time in Assam, Dhemaji and Cachar District have been chosen for the BBPP project. The main goal of this campaign is to save the girl child and educate the girl child all over India.
As upcoming activities based on the action plan of Cachar District, training will be organized with UNICEF to create master trainers to work in the field level thereby strengthening the role of BLCPCs and VLCPCs.
While speaking, DC Cachar emphasised on giving equal rights to girl child and said that school drop out among the girls should be minimised.
Talking about pre- Conception and pre- Natal diagnostic techniques act,1994,she said that PC-PNDT Act was enacted on 20 September 1994 with the intent to prohibit prenatal diagnostic techniques for determination of the sex of the fetus leading to female foeticide. She mentioned that the inspection teams are formed under this act for strict implementation of the Act.
DLSA Secretary, Dr. Partha Sarathi Bhattacharjee spoke about various acts protecting children from abuse and violation of their rights. Speaking on the occasion, ex-central minister Kabindra Purakayastha spoke about Indian culture of respecting women, worshiping Goddess Durga and need to respect women and protecting girl children.
Additional police superintendent Jagadish Das, ZPC Chairman, Amitabh Rai also spoke on the occasion.
