Census  operations in Cachar : Departments directed not to sanction leave

way2barak, July 29: –The Cachar District Administration has issued a strict directive to all departments under its administrative control, cautioning officers and officials engaged in the ongoing Census 2027 activities to discharge their assigned responsibilities with diligence and in accordance with the provisions of the Census Act, 1948.

The order states that every Census Officer or official who has been lawfully assigned census related duties is required to extend full cooperation during the census process. It warns that any official who refuses to perform assigned duties, neglects to carry them out with reasonable diligence, or fails to comply with lawful directions issued under the Census Act, 1948 and the rules framed thereunder, shall be liable for legal action.

As per Section 11(1)(a) of the Census Act, 1948, such violations are punishable with a fine of up to Rs. 1,000. In the event of conviction, the individual may also face imprisonment for a term extending up to three years, in addition to the prescribed fine.

The District Administration has also issued specific instructions to all Heads of Departments functioning under Cachar District regarding officials engaged in the House Listing and Housing Census (HLO) Phase-I of Census 2027. The directive covers Master Trainers, Field Trainers, Enumerators, Supervisors and reserve personnel deployed for census work.

Heads of Departments have been instructed not to grant any form of leave including Casual Leave (CL), Earned Leave (EL), Child Care Leave (CCL) or any other category of leave to officials engaged in census duties without obtaining prior permission or approval from the competent authority.

It’s worth mentioning that the measure is intended to ensure uninterrupted availability of trained manpower during the ongoing House Listing and Housing Census phase, which forms the foundation for the subsequent stages of the nationwide Census exercise. The administration has urged all concerned departments and officials to strictly adhere to the directive so that Census 2027 activities in Cachar are completed in a timely and efficient manner.
