Several key decisions taken in Assam Cabinet related to reforming examination norms

Pass-fail system to return back in school education in Assam

way2barak, Oct.7: In the weekly Assam Cabinet on October 7, several key decisions related to reforming examination norms, providing relief to power consumers, boosting power generation, honouring Pratima Barua Pandey’s legacy, ensuring ease in functioning of schools, relief to ASEB pensioners, etc., among others were taken. The Cabinet Meeting was chaired by Chief Minister Dr Himanta Biswa Sarma. 

KEY DECISIONS: 

Reforming Examination Norms:

Approval to issue of notification in the matter of holding regular examinations for students of Classes V & VII at the end of every academic year as well as in the manner and condition of holding back a child under the Right of Children to Free and Compulsory Education (Amendment) Act, 2019.

Conditions for holding back a child:

• There shall be an annual examination in Class V of LP and Class VII of UP School
• If any child fails in the examination, he/she will be given additional instructions till special re-examination is held and the child shall not be expelled in any case

• Re-examination shall be held within 2 months from date of declaration of annual examination results
• If a child qualifies the re-examination, there shall be provision for his/her admission in the next upper class. In case the school doesn’t have any upper class, it may make it mandatory for other schools where such a child shall be admitted.

Relief to Power Consumers:

Power Purchase Subsidy of Rs.190 cr to APDCL to avoid hike in retail tariff for FY 2022-23 and provide relief to household consumers.

Boost to Power Generation:

24 MW Karbi Langpi Middle II Hydro Power project at a cost of T300.7 cr along with re-appropriation proposal required for its implementation.

Highlights:

• The project is estimated to be completed within 36 months from date of commencement.
• It will give a significant boost to power generation of Assam Power Generation Corporation Ltd (APGCL) and enable it to meet the growing demand for power in the State.

Relief For ASEB Pensioners: 

• Non-AA Financial Sanction in respect of contribution towards ASEB Pension Fund amounting to Rs. 285 cr to provide relief to ASEB pensioners

• The proposed scheme will benefit nearly 20,000 pensioners of ASEB/ successor companies.

Unified Building Bye-laws:

Approval to the Assam Unified Building Byelaws, 2022 for the Master Plan areas of Assam to upgrade existing building permit systems.

Honouring Pratima Barua Pandey’s Legacy:

• To honour the life & legacy of celebrated Goalparia folk singer and composer Padma Shri Pratima Barua Pandey, 12 bigha, 3 katha & 18 lessa land at Matiabag to be acquired for developing a living museum out of Hawakhana for Rs.15 crore
• The project will help preserve the rich cultural heritage of Hawakhana, a game resort belonging to the erstwhile Gauripur Zamindari Estate, and boost tourism.

Modifications in Guwahati Master Plan:

• Modifications in Guwahati Master Plan 2025 for Guwahati Metropolitan Area to accommodate provisions for implementation of Transit-oriented Development (TOD), identification of Transit Corridors, Transit Nodes and their respective influence areas.

Ensuring Ease in functioning of Schools:

• Readjustment of financial & administrative functions of overlapping schools between educational blocks/DIS in Barpeta, Baksa, Bajali, Nalbari, Kamrup (Metro), Kamrup, Nagaon, Morigaon, Sonitpur, Biswanath, Lakhimpur & Dhemaji districts

• This will minimise administrative discrepancies in schools that are situated under the geographical area of a particular Education Block/ DIS administered by another Block/ DIS.
