ওয়ে টু বরাক, ২ জুলাই : গণতান্ত্রিক পরিকাঠামোকে আরও শক্তিশালী করতে এবং তৃণমূল পর্যায়ের  প্রশাসনের কার্যকারিতা নিশ্চিত করতে কাছাড় জেলা পরিষদের মুখ্য কার্যবাহী আধিকারিক প্রণব কুমার বরার স্বাক্ষরিত আঞ্চলিক পঞ্চায়েতগুলির প্রথম সভার সময়সূচি ঘোষণা করা হয়েছে। এটি অসম সরকারের পঞ্চায়েত ও গ্রামীণ উন্নয়ন বিভাগের অতিরিক্ত মুখ্য সচিবের ১৭ মে ২০২৫ তারিখের নির্দেশনা এবং কাছাড়ের জেলা আয়ুক্তের পরামর্শ অনুযায়ী প্রকাশিত হয়েছে।

১৪ জুলাই ২০২৫ থেকে শুরু হয়ে ১৭ জুলাই পর্যন্ত জেলায় মোট ১৫টি আঞ্চলিক পঞ্চায়েতে প্রথম সভা অনুষ্ঠিত হবে। এই সভাগুলিতে নবনির্বাচিত সদস্যদের শপথগ্রহণ সম্পন্ন করা হবে এবং আঞ্চলিক পঞ্চায়েতগুলির সভাপতি ও সহ-সভাপতির নির্বাচন সুষ্ঠুভাবে অনুষ্ঠিত হবে। এই প্রক্রিয়ার মাধ্যমে তৃণমূল প্রশাসনের দায়িত্ব হস্তান্তর ও গণতান্ত্রিক কাঠামোর বাস্তবায়ন নিশ্চিত করা হবে।

বেলা ১১:৩০টায় নির্ধারিত সময় অনুযায়ী প্রতিটি উন্নয়ন ব্লক কার্যালয়ে সভা শুরু হবে। সভাগুলি পরিচালনার দায়িত্বপ্রাপ্ত আধিকারিক হিসেবে নিযুক্ত হয়েছেন ফুলালংগির চোরেই, লক্ষ্যজিত গগৈ, উনহালে আশীষ বিদ্যাধর, বহ্নিখা চেতিয়া, দীপা দাস, জোনালি দেবী, অঞ্জলি কুমারী প্রমুখ। তাঁদের সংশ্লিষ্ট আইন অনুযায়ী সভা সুষ্ঠুভাবে পরিচালনার জন্য প্রয়োজনীয় সমস্ত প্রশাসনিক ক্ষমতা দেওয়া হয়েছে।

সভায় নির্বাচিত সদস্যদের শপথগ্রহণ, কোরামের উপস্থিতি নিশ্চিতকরণ, সভাপতি ও সহসভাপতি নির্বাচন, সভার কার্যবিবরণী লিপিবদ্ধকরণ এবং তিন দিনের মধ্যে নির্বাচনের ফলাফল যথাযথ কর্তৃপক্ষের কাছে জমা দেওয়ার দায়িত্ব রয়েছে এসব কর্মকর্তাদের ওপর। বিশেষ নির্দেশনার মধ্যে রয়েছে, সমস্ত নির্বাচিত সদস্যকে তাদের নির্বাচনী শংসাপত্র এবং বৈধ ফটো পরিচয়পত্র নিয়ে উপস্থিত থাকতে হবে। নির্ধারিত সময়ে সভা শুরু করতে হবে এবং অযথা সভা স্থগিত করার অনুমতি দেওয়া হবে না।

১৪ জুলাই বাশকান্দি, বিন্নাকান্দি, বড়জালেঙ্গা ও বড়খলা; ১৫ জুলাই কালাইন, কাটিগড়া, লক্ষীপুর ও ধলাই-নরসিংপুর; ১৬ জুলাই পালংঘাট, রাজাবাজার, রংপুর ও শিলচর এবং ১৭ জুলাই সোনাই, তাপাং ও উধারবন্দ আঞ্চলিক পঞ্চায়েতের বৈঠক অনুষ্ঠিত হবে।

way2barak, July 2 : In a significant step towards democratic consolidation and effective grassroots governance, the Cachar Zilla Parishad has officially announced the schedule for the first meetings of all Anchalik Panchayats (APs) under Cachar district, beginning from July 14, 2025. This order, issued by Pranab Kumar Bora, ACS, Chief Executive Officer of Cachar Zilla Parishad, comes in pursuance of instructions from the Additional Chief Secretary to the Government of Assam, Panchayat & Rural Development Department, and under the direction of the District Commissioner, Cachar.

The scheduled meetings, to be conducted across 15 Anchalik Panchayats over four days, will serve as the inaugural sessions for the newly elected Panchayat members. These meetings will witness the formal administration of oath of affirmation to the elected representatives, followed by the crucial internal elections for the posts of President and Vice-President of each AP. The entire exercise is designed to uphold the principles of democratic process and ensure seamless transition of administrative responsibilities at the rural level.

Each meeting is scheduled to commence sharply at 11:30 AM at the respective Development Block offices, and will be overseen by designated Assistant Commissioners and senior officers of Cachar administration. Officers such as Phunlalngir Chorei, Bonnykha Chetia, Anjali Kumari, Deepa Das, and Unhale Asish Vidyadhar among others, have been authorised to conduct the meetings and ensure compliance with the provisions laid out under the Assam Panchayat Act, 1994 and relevant rules.

The responsibilities of the authorised officers include administering the oath, ensuring quorum as mandated by law, conducting free and fair elections, documenting detailed minutes of the meetings, and submitting the election results to the competent authority within three days. These officers have been vested with full administrative authority to ensure the smooth and impartial conduct of the proceedings.

Special instructions have been issued to all elected members, mandating them to carry their official election certificates along with valid photo identification. Strict adherence to the scheduled timing has been emphasised, and no adjournments will be allowed without valid and documented reasoning. The Anchalik Panchayat meetings will begin with Banskandi, Binnakandi, Borjalenga, and Borkhola on July 14, followed by Kalain, Katigorah, Lakhipur, and Dholai-Narsingpur on July 15. The process will continue with Palonghat, Rajabazar, Rongpur, and Silchar on July 16, and conclude with Sonai, Tapang, and Udharbond on July 17, 2025.
