Panchayat election declared; Polls in Barak Valley on 9 Dec, counting on 12 December

৫ নভেম্বর : রাজ্য নির্বাচন কমিশন পঞ্চায়েত ভোটের দিনক্ষণ ঘোষণা করেছে। আগামী মাসে অর্থাৎ ৫ ও ৯ ডিসেম্বর দুটি পর্যায়ে এই নির্বাচন রাজ্যে ১৪টি মহকুমা সহ ২৬টি জেলায় অনুষ্ঠিত হবে। ভোট গণনা করা হবে ১২ ডিসেম্বর।

রাজ্য নির্বাচন কমিশনার এইচ এন বরা সোমবার পঞ্চায়েত নির্বাচনের বিজ্ঞপ্তি জারির সঙ্গে সঙ্গে গোটা রাজ্যে নির্বাচনী বিধি নিষেধ জারি হয়ে গেল। সারা রাজ্যে মোট ৪২০টি জেলা পরিষদের আওতায় নির্বাচনে ২১৯৯ জন গ্রাম পঞ্চায়েত সভাপতি ও ২১,৯৯০ জন গ্রাম পঞ্চায়েত সদস্য নির্বাচন করা হবে।

রাজ্য নির্বাচন কমিশন আরও জানিয়েছে, ৫ ডিসেম্বর প্রথম পর্যায়ে ১৬টি জেলায় ভোট হবে। দ্বিতীয় পর্যায়ের ভোট হবে ৯ ডিসেম্বর ১০টি জেলায়। প্রথম পর্যায়ে যে ১৬টি জেলায় ভোট হবে, সেগুলো হলো, কামরূপ মেট্রো, কামরূপ গ্রামীণ, তিনসুকিয়া, ডিব্রুগড়, শিবসাগর, চরাইদেও, যোরহাট, মাজুলি, গোলাঘাট, নগাও, ধেমাজি, লখিমপুর, বিশ্বনাথ, শোনিতপুর, মরিগাও ও দরং। দ্বিতীয় পর্যায়ে যে ১০টি জেলায় নির্বাচন হবে, সেগুলো হচ্ছে, নলবাড়ি, বরপেটা, বঙাইগাও, ধুবড়ি, দক্ষিণ শালমারা-মানকাচর, গোয়ালপাড়া, কাছাড়, হাইলাকান্দি, করিমগঞ্জ ও হোজাই।

বরাক উপত্যকার তিন জেলা কাছাড়, করিমগঞ্জ ও হাইলাকান্দিতে ভোট হবে ৯ ডিসেম্বর। দুই দিনে রাজ্যের মোট ২৩ হাজার ৫০৫টি বুথে ভোটগ্রহণ করা হবে। ভোটগ্রহণ করা হবে সকাল ৭টা থেকে বিকেল ৩টা পর্যন্ত। এই বুথগুলোর মধ্যে ৩৬৬৫টি কেন্দ্রকে অতি স্পর্শকাতর ঘোষণা করা হয়েছে। রাজ্যের পঞ্চায়েত ভোটে এ বার ১ কোটি ৫৬ লক্ষ ৪১ হাজার ৪৫৬ জন ভোটার তাদের ভোটাধিকার প্রয়োগ করবেন। এন আই অ্যাক্টের অধীনে সপ্তাহের দ্বিতীয় শনিবার সহ সব কাজের দিনে প্রার্থীদের মনোনয়ন পত্র গ্রহণ করা হবে। তবে সরকারি বন্ধের দিনে তা গ্রহণ করা হবে না। মনোনয়ন পত্র গ্রহণ করা হবে সকাল ১১টা থেকে বিকেল ৩টার মধ্যে। প্রথম পর্যায়ের ভোটের ক্ষেত্রে প্রার্থীদের মনোনয়ন পত্র প্রত্যাহারের শেষ দিন ১৯ নভেম্বর। তবে দ্বিতীয় পর্যায়ের ভোটের ক্ষেত্রে এই তারিখ ২২ নভেম্বর।

December 5: The long rest taken by the green boxes in the store room is finally over in Assam. The Assam Election Commission has announced the schedule for the state panchayat elections which will be held in two phases next month. Panchayat Election in Assam will be held in 2 phases on December 5 and December 9, in a total of 26 districts, including 14 civil sub-divisions. The results of the election will be declared on 12 December 2018.

The Panchayat Election notification was announced by State Election Commissioner H N Bora on Monday thereby bringing into force the model code of conduct from immediate effect. The panchayat elections will be held in 420 zilla parishads to elect 2,199 gaon panchayat presidents and 21,990 gaon panchayat members.

The State Election Commissioner further stated that the first phase of the panchayat polls will be held in 16 districts on December 5 while the second phase will be held in 10 districts on December 9, 2018. The 16 districts where the polling will be held during the first phase are Kamrup Metro, Kamrup Rural, Tinsukia, Dibrugarh, Sivasagar, Charaideo, Jorhat, Majuli, Golaghat, Nagaon, Dhemaji, Lakhimpur, Biswanath, Sonitpur, Morigaon and Darrang. Whereas, the rest 10 districts where Panchayat Elections in the second phase will be held are Nalbari, Barpeta, Bongaigaon, Dhubri, South Salmara-Mankachar, Goalpara, Cachar, Hailakandi, Karimganj and Hojai.

Voting in the three districts of Barak valley, Cachar Karimganj and Hailakandi will take place on 9 December. Polling will be held across 23,505 booths from 7am to 3pm on the two dates announced. Of the total polling booths, 3,665 stations have been identified as “hyper sensitive”. The date of counting of votes has been fixed as December 12, 2018. A total number of 1,56,41,456 will cast their votes in the 2018 Assam Panchayat Elections. The nomination papers will be received on all working days including the 2nd Saturday and excluding the public holidays declared under N.I. Act from 11:00 AM to 3: PM. The last date of withdrawal of nominations by the candidates for the first phase is November 19 and the same for the second phase is November 22, 2018.
