বার কোড নেই, স্পিড পোস্ট হচ্ছে না কাছাড়ে

১৯ ডিসেম্বরঃ বেশ কিছুদিন ধরে কাছাড় জেলার কোনও ডাকঘরে স্পিড পোস্ট হচ্ছে না। কেন হচ্ছে না, ঝেড়ে কাশছেন না কেউ। একেকজন একেকরকম কথা বলেন। শিলচরে প্রধান ডাকঘরের স্পিড পোস্ট কাউন্টারে গিয়ে দাঁড়ালেই শোনা যায়, সার্ভার ডাউন। অন্য সব কম্প্যুটারে লেনদেন পর্যন্ত চলছে, এখানে সার্ভার ডাউন! সিনিয়র সুপারিন্টেন্ডেন্ট-এর অফিসে গিয়ে শোনা গেল, ‘প্রিন্টেড বারকোড কম্প্যুটার স্টিকার’ ছিল না। এসে গিয়েছে। এখন সব স্বাভাবিক হয়ে যাচ্ছে। আবার প্রধান ডাকঘরে ফিরে জানা গেল, কোথায় কী এসেছে, বার কোড তো নেই-ই। ছোট ডাকঘরগুলিতে যা কিছু ছিল, সেগুলি আমরা সংগ্রহ করে নিয়ে এসে কিছুক্ষণ চালিয়েছি। এখন ফুরিয়ে গিয়েছে। কেন নেই বার কোড? সিনিয়র পোস্ট মাস্টারের অফিস সূত্রে জানা গিয়েছে, বেশ কিছুদিন ধরেই এই সমস্যা । গুয়াহাটি থেকে এখানে সবকিছু সরবরাহ করা হয়। শিলচর থেকে বারবার চাওয়া হচ্ছে। কিন্তু বারকোড পাঠানো হচ্ছে না।

সাধারণ মানুষ পড়েছেন প্রচণ্ড সমস্যায়। প্রতিদিন প্রচুর মানুষ ডাকঘরে গিয়ে ব্যর্থ হয়ে ফিরছেন। বিশেষ করে, সরকারি কিছু বিভাগে নির্দেশ রয়েছে, ডাকঘর ছাড়া অন্যত্র স্পিড পোস্ট করা যাবে না। তারা আরও বেশি বেকায়দায়। কিছুদিনের মধ্যে মাধ্যমিক, উচ্চ মাধ্যমিক পরীক্ষা শুরু হচ্ছে। পরীক্ষা সংক্রান্ত নানা বিষয়ে তারা ডাকঘরেই আসে স্পিড পোস্টের জন্য। তখনও যদি এই বার কোডের সমস্যা না মেটে, দুশ্চিন্তায় সংশ্লিষ্ট কর্তাব্যক্তিরা!

ক্ষুব্ধ গ্রাহকদের অভিযোগ, এ আসলে চক্রান্ত! উচুতলার ষড়যন্ত্র। মানুষ যেন সরকারি ব্যবস্থা থেকে মুখ ফিরিয়ে বেসরকারি ক্যুরিয়ার সার্ভিসেই যান। এ ভাবেই সরকারি বহু সেবা লাটে উঠেছে। আর রমরমিয়ে চলছে বেসরকারি ব্যবসা।

December 18: Since the past few days, Speed Post facility is not available in any of the post offices of Cachar. But none seem to give any clear cut reply as to why this facility is unavailable. Employees of the different post offices are giving different explanation to the consumers. As for instance, if one visits the Head Post office at Silchar, the employees say that speed post facility is unavailable because their server is down. However, surprisingly, when all other computers are functioning properly, the explanation ‘server down’ seems to be weird.

On visiting the office of the Senior Superintendent, one could hear that ‘Printed Barcode Computer Sticker’ was out of stock. But now these have come and so speed post facility will be available now. On revisiting the Head Post office, it comes to surface that there are no bar code sticker and so in the absence of this stickers speed post cannot be done. The counter staff said that whatever bar codes were available with small branches of post offices were brought to the Head Post office; but now these were also exhausted. Why these bar codes were unavailable? A source of the office of the Senior Post Master revealed that this scarcity has been prevailing since a long period of time. All such materials are sent from Guwahati. But inspite of repeated reminders, ‘Printed Barcode Computer Stickers’ are not sent to Silchar Post office.

This has been a major cause of concern for the common people. They regularly go to the post office but have to return back disheartened. Some government offices are bound to sent documents through post as per rules. Now, such establishments are really in deep water. Moreover, very soon, TDC and HS examinations are going to start. If by then, the speed post facility is not regularised, then the institutions will have to face great dificulty in sending the answer scripts to different evaluation zones. This has become a major issue of concern for the heads of different educational institutions.

Frustrated customers have alleged that this is nothing but an artificial crisis created to compel people to opt for private courier services. This is how many government services were destined for premature death. Once the public service sector is strangulated, only then the private players starts flourishing.
