শিলচর-করিমগঞ্জে আধার পঞ্জিয়ন শুরু

৬ অক্টোবর : যখন দেশের প্রায় সব রাজ্যেই আধার কার্ড ইস্যু করার প্রক্রিয়া শেষ, তখন অসম এ থেকে অনেকটাই দূরে রয়েছে। এ রাজ্যে সক্রিয় কিছু আঞ্চলিক শক্তি নানা ইস্যু তুলে দীর্ঘদিন ধরে এতে বাগড়া দিচ্ছে। শিলচরে আধার পঞ্জীয়ন কেন্দ্র উদ্বোধনে গিয়ে এ মন্তব্য করেন বিধায়ক দিলীপ কুমার পাল।

রাজ্যের অন্য স্থানের সঙ্গে শনিবার কাছাড়েও শিলচর জেলা পরিষদ কার্যালয়ে আধার সেবা কেন্দ্র আনুষ্ঠানিকভাবে যাত্রা শুরু করে। এ দিন বক্তব্য রাখতে গিয়ে বিধায়ক দিলীপ কুমার পাল আরও বলেছেন, কিছু সঙ্গত কারণেই রাজ্যে আধার প্রক্রিয়ার বাস্তবায়ন দেরিতে হচ্ছে। অবৈধ অনুপ্রবেশকারীরা যাতে এর ফায়দা নিতে না পারে, সেজন্যই এই দেরি। তিনি বলেন, ‘দেরিতে হলেও ভালো কিছু অবশ্যই হচ্ছে এবং অবশেষে আমরাও এই পরিষেবার সুবিধা উপভোগ করতে পারব।’

জেলাশাসক ডাঃ এস লক্ষণন আধার প্রক্রিয়ার সুবিধা নিতে জনগণের কাছে আহ্বান জানান। তিনি আরও জানান, কাছাড় জেলার সবগুলো রাজস্ব সার্কলে আধার সেবা কেন্দ্র চালু হয়েছে। আধার সেবাকেন্দ্রের এই উদ্বোধনী অনুষ্ঠানে অন্যদের মধ্যে উপস্থিত ছিলেন শিলচরের পুরপতি নীহারেন্দু নারায়ণ ঠাকুর, ডিডিসি মধুমিতা চৌধুরী ও অতিরিক্ত জেলাশাসক রনধীর দাম প্রমুখ।

এই প্রক্রিয়া লাগু করতে রাজ্যের ছয়টি সংস্থার সঙ্গে চুক্তি এবং নিয়মনীতি চূড়ান্ত করা হয়েছে। এই সংস্থাগুলো কোন এলাকায় কাজ করবে তাও ভাগ করে দেওয়া হয়েছে। জিএডি অনুসারে পুরো রাজ্যকে ১০টি জোনে ভাগ করা হয়েছে। এর মধ্যে রয়েছে ১২৪১টি এনরোলমেন্ট সেন্টার। আশা করা হচ্ছে, এই সংস্থাগুলো আগামী এক বছরের মধ্যে আধার কার্ড না থাকা রাজ্যের ৩ কোটি ১৬ লক্ষ মানুষের নাম আধারের সঙ্গে জুড়ে দিতে পারবে। প্রসঙ্গত, রাজ্যের ৩ কোটি ৪০ লক্ষ মানুষের মধ্যে শুধুমাত্র ২৪ লক্ষ ৩৪ হাজার নামই এ পর্যন্ত আধার নম্বরের সঙ্গে জুড়ে দেওয়া সম্ভব হয়েছে।

এ দিকে, শনিবার থেকে অসমের ৩৩টি জেলায় ১২৪১টি আধার পঞ্জিয়ন কেন্দ্রের মাধ্যমে আধার আবেদন কেন্দ্র খোলা হয়েছে। করিমগঞ্জ জেলায় পুরসভা কার্যালয়ে জেলাশাসক প্রদীপ কুমার তালুকদারের পৌরোহিত্যে আধার কার্ড পঞ্জিয়ন কেন্দ্র উন্মোচন করা হয়। এতে উপস্থিত ছিলেন পুলিশ সুপার গৌরব উপাধ্যায়, এডিসি ধ্রুবজ্যোতি দেব এবং পুর কমিশনার ও শহরের বরিষ্ঠ নাগরিকরা। করিমগঞ্জ সার্কলে মোট সাতটি কেন্দ্র খোলা হয়েছে।

October 6: When Aadhar cards have been issued in almost all the states of India, our own state of Assam was lagging far behind. Certain regional forces unnecessarily delayed the implementation of Aadhar Project in Assam. These were the words uttered by MLA Dilip Kumar Paul while inaugurating the Aadhar centre at Silchar.

On Saturday, along with the rest of the state, Aadhar Sewa Kendra was formally inaugurated in the premises of Zila Parishad, Cachar (Silchar). In his speech, MLA Paul said that the process of implementation of Aadhar project was intentionally delayed on the pretext that illegal immigrants who are there in Assam will take advantage of this service. He also said that, good sense prevailed at last and finally we too can now proudly avail this service.

Dr. S. Laksmanan, Deputy Commissioner, Cachar also appealed to all to avail the Aadhar services. He informed that Aadhar Sewa Kendras will also be functioning in all the revenue circles of Cachar. Also present during this inauguration ceremony were Municipal Chairperson Niharendra Narayan Thakur, DDC Madhumita Choudhury, ADC (Education) Ranodhir Dam among others.

Meanwhile, the terms and agreements have been finalized with the six shortlisted firms and their operational areas have also been distributed. As per GAD, the entire State has been divided into 10 zones with 1241 enrollment centres. It is expected that the firms would have a year’s time to complete the task assigned to them for enrolling over 3.16 crore residents of the State who are yet to receive their Aadhar cards. Out of the over 3.4 crore estimated population of Assam, only 24.34 lakh have had their Aadhar numbers generated so far.
