Assam University Rejects Allegations of Inaction on Admission Irregularities
ছাত্রভর্তিতে অনিয়মের অভিযোগে ‘নিষ্ক্রিয়তা’! এক মাস আগেই এফআইআর করা হয়েছে, জানাল আসাম বিশ্ববিদ্যালয়

ওয়ে টু বরাক, ১০ আগস্ট : আসাম বিশ্ববিদ্যালয়ে ছাত্রভর্তি প্রক্রিয়ায় অনিয়মের অভিযোগকে কেন্দ্র করে কর্তৃপক্ষের বিরুদ্ধে যে নিষ্ক্রিয়তার কথা বলা হয়েছে তার কোনও বাস্তব ভিত্তি নেই। সামাজিক মাধ্যমের পাশাপাশি লিখিতভাবে দাখিল করা ছাত্রভর্তি সংক্রান্ত অভিযোগের ভিত্তিতে বিশ্ববিদ্যালয় কর্তৃপক্ষ প্রায় এক মাস আগেই তদন্ত কমিটি গঠন করে এবং সেই তদন্ত কমিটির সুপারিশ অনুযায়ী পুলিশের কাছে এফআইআর দায়ের করে। এরপরও সোমবার আচমকা বিশ্ববিদ্যালয়ের প্রবেশদ্বারের সামনে কিছু ছাত্র বিক্ষোভ দেখান। কর্তৃপক্ষ সঙ্গে সঙ্গেই উত্থাপিত অভিযোগের বিষয়ে বিশ্ববিদ্যালয়ের অবস্থান স্পষ্ট করে প্রবেশপথ অবরোধ তুলে নেওয়ার আবেদন জানান। কিন্তু বিক্ষোভকারীরা তাদের অবস্থানে অনড় থাকায় পরে উপাচার্য অধ্যাপক রাজীব মোহন পন্থের উপস্থিতিতে আন্দোলনরত ছাত্রদের সঙ্গে এক বৈঠক অনুষ্ঠিত হয়।

বৈঠকে নিবন্ধক ড. প্রদোষ কিরণ নাথ জানান, অভিযোগ পাওয়ার পরই গত ৮ জুলাই ডিন, একাডেমিক্সের নেতৃত্বে একটি তদন্ত কমিটি গঠন করা হয়। কমিটি সংশ্লিষ্ট ছাত্রদের জিজ্ঞাসাবাদ করে এবং বিভিন্ন নথি ও প্রমাণ পর্যালোচনা করে। অডিও ক্লিপিংস ফরেনসিক তদন্তের প্রয়োজনীয়তার কথা উল্লেখ করে এফআইআর দাখিলেরও সুপারিশ করে তদন্ত কমিটি। বিশ্ববিদ্যালয় কর্তৃপক্ষের পক্ষ থেকে তদন্তে উঠে আসা বিষয় এবং প্রাপ্ত নথিপত্রের ভিত্তিতে গত ১৩ জুলাই ধোয়ারবন্দ থানায় এফআইআর দায়ের করা হয়। সেইসঙ্গে পুলিশের হাতে অডিও সহ প্রাসঙ্গিক নথি এবং তদন্ত কমিটির প্রতিবেদনও তুলে দেওয়া হয়েছে। নিরপেক্ষ তদন্তে পুলিশকে সব ধরনের সহযোগিতার আশ্বাস দেওয়া হয়েছে।

বৈঠকে আন্দোলনকারীদের সামনে সব তথ্য তুলে ধরার পরও তারা তাদের অবস্থানে অনড় থাকেন এবং অভিযুক্ত ছাত্র ইউনিয়নের সভাপতি রাজকিংকর চক্রবর্তীকে অবিলম্বে সাসপেন্ড করার দাবি জানান। উপাচার্য অধ্যাপক পন্থ জানান, বিষয়টি বর্তমানে পুলিশের তদন্তাধীন। অভিযুক্তের বিরুদ্ধে এখনও কোনও চূড়ান্ত প্রমাণ বা তদন্ত-রিপোর্ট বিশ্ববিদ্যালয়ের হাতে আসেনি। এ অবস্থায় বিশ্ববিদ্যালয়ের বিধি মেনে তাঁকে বহিষ্কার বা শাস্তিমূলক ব্যবস্থা নেওয়া সম্ভব নয়।

বৈঠকে ডিন, স্টুডেন্টস ওয়েলফেয়ার অধ্যাপক বরুণজ্যোতি চৌধুরী জানান, নির্বাচিত ছাত্র ইউনিয়নের সভাপতিকে অপসারণের ক্ষেত্রে ছাত্র ইউনিয়নের সংবিধানে নির্দিষ্ট ইমপিচমেন্ট প্রক্রিয়া রয়েছে। উপাচার্য সংশ্লিষ্ট বিধি খতিয়ে দেখে নির্বাচিত প্রতিনিধির বিরুদ্ধে কী ধরনের ব্যবস্থা নেওয়া যেতে পারে, তা পর্যালোচনার জন্য একটি কমিটি গঠনের প্রস্তাব দেন। তবে আন্দোলনরত ছাত্ররা সেই প্রস্তাবে সম্মত হননি। এরপরও আন্দোলন চালিয়ে যাওয়ার সিদ্ধান্ত নেন তাঁরা। যদিও শেষ পাওয়া খবরে, আন্দোলন প্রত্যাহার করে নেওয়া হয়েছে বলে জানা গেছে।

নিবন্ধক ড. নাথ জানিয়েছেন, ভর্তি প্রক্রিয়া অধ্যাপকদের নিয়ে গঠিত অ্যাডমিশন কমিটির মাধ্যমে নির্ধারিত নিয়ম মেনেই সম্পন্ন হয়। বৈধ ভর্তি প্রক্রিয়ার বাইরে কোনও ছাত্র বা বহিরাগত ব্যক্তি অর্থ আদায়ের চেষ্টা করে থাকলে, তার বিরুদ্ধে অবশ্যই আইনানুগ ব্যবস্থা নেওয়া হবে। তবে অভিযোগের প্রকৃত সত্যতা পুলিশি তদন্ত এবং সংশ্লিষ্ট অডিওর ফরেনসিক যাচাই সম্পন্ন হওয়ার পরই তা করা হবে।

Way2barak, August 10 : Allegations that the Assam University authorities remained inactive over complaints of irregularities in the student admission process have no factual basis, the university said on Monday. Following complaints submitted both through social media and in writing regarding the admission process, the university authorities had constituted an inquiry committee nearly a month ago and, based on the committee’s recommendations, lodged an FIR with the police.

Despite this, a group of students staged a sudden protest in front of the main entrance of the university on Monday. The authorities immediately clarified the university’s position on the allegations and appealed to the protesters to withdraw the blockade. However, as the protesters remained firm on their demands, a meeting was subsequently held with the agitating students in the presence of Vice-Chancellor Prof. Rajive Mohan Pant.

During the meeting, Registrar Dr. Pradosh Kiran Nath said that immediately after receiving the complaints, an inquiry committee headed by the Dean, Academics, was constituted on July 8. The committee questioned the students concerned and examined various documents and pieces of evidence. It also recommended lodging an FIR, citing the need for forensic examination of the audio clips submitted in connection with the allegations.

Accordingly, based on the findings of the inquiry and the documents available, the university authorities lodged an FIR at Dwarbond Police Station on July 13. Relevant documents, including the audio recordings and the inquiry committee’s report, were also handed over to the police. The university assured the police of all possible cooperation in conducting an impartial investigation.

Even after all the information was placed before them during the meeting, the protesters remained firm in their position and demanded the immediate suspension of the alleged accused, Students’ Union president Rajkinkar Chakraborty.

Vice-Chancellor Prof. Pant said that the matter is currently under police investigation. No conclusive evidence or investigation report against the accused has yet been received by the university. Under such circumstances, he said, the university cannot expel the elected student representative or initiate punitive action without following the prescribed rules and procedures.

Prof. Barunjyoti Choudhury, Dean, Students’ Welfare, informed the meeting that the Students’ Union Constitution provides for a specific impeachment procedure for the removal of an elected Students’ Union president. The Vice-Chancellor proposed examining the relevant provisions and constituting a committee to review what action, if any, could be taken against an elected representative. The protesting students, however, did not agree to the proposal and decided to continue their agitation. According to the latest reports, the protest has subsequently been withdrawn.

Dr. Nath further stated that the admission process is conducted strictly in accordance with the prescribed rules through an Admission Committee comprising professors. If any student or outsider is found to have attempted to collect money outside the legitimate admission process, legal action will certainly be taken against the person concerned. However, the actual veracity of such allegations can be established only after completion of the police investigation and forensic examination of the relevant audio recordings.
