Around lakh persons at Cachar still not filed claims for inclusion in NRC

১৭ ডিসেম্বরঃ শুরুতেই যারা এনআরসি-তে নাম তোলার আবেদন করেননি, তাঁদের কথা বাদ-ই। আবেদনের পর যাদের নাম খসড়ায় আসেনি, তাদের পুনরাবেদনের সুযোগ দেওয়া হলেও লক্ষাধিক নাম বাদ পড়তে চলেছে কাছাড়ে। এই জেলায় মোট ২ লক্ষ ২৮ হাজার বাসিন্দার নাম আবেদনের পরেও এনআরসি-তে আসেনি। তাঁদের মধ্যে এ পর্যন্ত মাত্র ১ লক্ষ ২৫ হাজার পুনরাবেদন করেছেন। এই তথ্য দিয়েছেন জেলাশাসক ডা. এস লক্ষ্মণন। তবে কাছাড়ে কত আপত্তি জমা পড়েছে, সে পরিসংখ্যান দিতে পারেননি তিনি।

 

এতদিন স্টেট কো-অর্ডিনেটর প্রতীক হাজেলা সহ পুরো এনআরসি মেশিনারিকে মুখ বন্ধ রাখতে বলেছিল সুপ্রিম কোর্ট। অন্যথা হলে জেলে পুরে দেওয়ারও হুমকি দেওয়া হয়েছিল। সে থেকে সাধারণ জনতা অনেক ব্যাপারেই অন্ধকারে ছিল। শুধু একেকবার সর্বোচ্চ আদালতের রায় বেরোলে পত্রিকার পাতায় যেটুকু বোঝা গিয়েছে, তাতেই সন্তুষ্ট থাকতে হয়েছে। গত সপ্তাহের শুনানিতে তারিখ বাড়াতে গিয়ে সুপ্রিম কোর্ট অসমের জেলা প্রশাসনের মাধ্যমে দাবি-আপত্তির ব্যাপারে জনগণকে অবগত করার নির্দেশ দেওয়ায় সোমবার তথ্য-পরিসংখ্যান সহ সাংবাদিকদের সঙ্গে কথা বলেন জেলাশাসক লক্ষ্মণন। তিনি সোজাসাপ্টা বলে দেন, যত পুনরাবেদন করা যায়, করানো যায়, সবই হতে হবে ৩১ ডিসেম্বরের মধ্যে। ১ জানুয়ারি বা তার পরে কোনও ধরনের আবেদন-নিবেদন বা আন্দোলনে কোনও কাজ হবে না।

পুনরাবেদনের শ্লথগতি অবশ্য চিন্তারই কারণ। বিভিন্ন সংগঠনের পক্ষ থেকে আবেদনপত্র পূরণ করে দেওয়ার জন্য সহায়তা কেন্দ্র খোলা হয়েছে। অতিরিক্ত নথি থাক বা না থাক, শেষ পাতায় যুক্তি উল্লেখ করে পুনরাবেদন করা জরুরি। সংস্থাগুলোকেও এ ব্যাপারে আরও ততপর হতে হবে। গ্রামেগঞ্জে সহায়তা কেন্দ্র খোলার ব্যাপারে উদ্যোগী হলে বহু অশিক্ষিত সাধারণ মানুষের উপকার হবে।

December 17: The final draft of the National Register of Citizens (NRC) in Assam was released on 30 July 2018, with names of 40, 07,707 persons excluded from the list. There were 3.29 crore applicants but the final draft included over 28 million individuals. Opportunity was then given to those excluded from the list to file claims within 15 December 2018. However, after Assam Government filed an affidavit seeking extension of the closing date, the Supreme Court extended the deadline for filing claims and objections to 31 December, 2018.

But the most surprising fact is that very few persons till now has applied for inclusion in the NRC who were left out due to various reasons from the final draft. At Cachar alone, the names of 2,28,000 people were excluded from the final draft of NRC published on 30 July. Out of them, only 1,25,000 persons have submitted their claims for inclusion in the NRC. This data was provided by Dr. S. Lakshmanan, Deputy Commissioner, Cachar.

Till date, the NRC State Coordinator and the entire machinery associated with NRC were asked to keep their mouth shut by the Supreme Court, lest they would be put behind the bars. Since then, common people were in the dark regarding all issues relating to NRC. It was only when the verdicts of the Supreme Courts from time to time regarding NRC were published in the newspapers that people came to know tits and bits of this massive exercise. However, on last week when the apex court asked the District administration to circulate information to the people about claims and objections, Dr. S. Lakhsmanan-Deputy Commissioner Cachar met the press on Monday and placed data related to NRC. He clearly stated that all claims have to be positively made by 31 December, 2018. He also added that from 1 January, 2019 no further request or agitation for accepting of claims will be entertained.

The slow rate of filing claims is of course a matter of great concern. Many organisations have opened help booths to guide people in filling up the claims form. Whether anyone possesses new documents or not, those excluded from the final draft ought to fill up the claims form and mention in the last page the reasons for inclusion. The organisations who have opened help desks need to be more active. If such type of help desks are opened in the villages then it will be of immense help to many uniformed and illiterate masses.
