Assam’s Ranjan Gogoi likely to be the next Chief Justice

সুপ্রিম কোর্টের পরবর্তী মুখ্য বিচারপতি হচ্ছেন রঞ্জন গগৈ। আগামী ৩ অক্টোবর তাঁর শপথ নেওয়ার কথা রয়েছে। বর্তমান মুখ্য বিচারপতি দীপক মিশ্রের কার্যকাল ২ অক্টোবর শেষ হচ্ছে। এ দিনই তিনি অবসর নেবেন। ফলে গগৈ তাঁর স্থলাভিষিক্ত হবেন। জানা গেছে, বিচারপতি দীপক মিশ্র তাঁর উত্তরাধিকারীদের মধ্যে থেকে বিচারপতি রঞ্জন গগৈর নাম সরকারকে সুপারিশ করেছেন। এর আগে কেন্দ্র সরকার এক চিঠিতে মুখ্য বিচারপতির কাছে পরবর্তী বিচারপতির নাম চেয়েছে। নিয়ম অনুযায়ী, সুপ্রিম কোর্টের সবচেয়ে সিনিয়র বিচারপতিই মুখ্য বিচারপতি হিসেবে নির্বাচিত হন। সেদিক দিয়ে তালিকার প্রথম নামটিই রঞ্জন গগৈয়ের। তিনি ২০১৯-এর ১৭ নভেম্বর অবসর নেবেন।

১৯৫৪ সালে জন্ম নেওয়া বিচারপতি রঞ্জন গগৈ বারে যোগ দেন ১৯৭৮ সালে। ২০০১ সালের ২৮ ফেব্রুয়ারি তিনি গৌহাটি হাইকোর্টে স্থায়ী বিচারপতি হিসেবে নির্বাচিত হন। ২০১০ সালের সেপ্টেম্বরে তাকে পাঞ্জাব ও হরিয়ানা হাইকোর্টে বদলি করা হয়। পাঞ্জাব ও হরিয়ানা হাইকোর্টে মুখ্য বিচারপতি হিসেবে তিনি ২০১১ সালের ফেব্রুয়ারি পর্যন্ত দায়িত্ব সামলান। এরপর ২০১২ সালের এপ্রিলে তিনি সুপ্রিম কোর্টের বিচারপতি হিসেবে যোগ দেন।

বিচারপতি রঞ্জন গগৈ আসামের বাসিন্দা এবং তিনি বিদেশি বিতাড়ণ করে বৈধ ভারতীয় নাগরিকদের নিয়ে জাতীয় নাগরিক পঞ্জি উন্নীতকরণ প্রক্রিয়ার বিশেষ বেঞ্চের নেতৃত্ব দিচ্ছেন। প্রসঙ্গত, রঞ্জন গগৈ সুপ্রিম কোর্টের চারজন বিচারপতির মধ্যে একজন, যারা সুপ্রিম কোর্টের কার্যপ্রণালী নিয়ে মুখ্য বিচারপতি দীপক মিশ্রের বিরুদ্ধে সাংবাদিক বৈঠক করে প্রশ্ন উত্থাপন করেছিলেন। তারা বলেছিলেন, বিচারপতিদের স্বাধীনতা প্রশ্নের মুখে এবং মুখ্য বিচারপতি নিজের পদের ফায়দা তুলে রোস্টার মামলায় যেমন খুশি আচরণ করছেন।

Justice Ranjan Gogoi, in all probability is going to be the next Chief Justice of the Supreme Court of India. He will be succeeding Chief Justice Dipak Mishra on October 3. His name has been recommended for the post by Chief Justice of India Dipak Misra to the government. According to the convention, the senior most judge of the Supreme Court is appointed the CJI, and Justice Gogoi by virtue of his seniority, is next in line. If the recommendation is approved, Justice Gogoi is expected to take oath on October 2. He is slated to retire on November 17, 2019.

Born in 1954, Justice Gogoi joined the Bar in 1978. He was subsequently appointed as Permanent Judge of Gauhati High Court on February 28, 2001. Later transferred to the Punjab and Haryana High Court in September 2010, he went on to become the Chief Justice of Punjab and Haryana High Court in February 2011. He was elevated as a judge of the Supreme Court in April 2012.

Justice Gogoi is from Assam, and he headed the special bench that is monitoring the updation of National Register of Citizens to identify citizens and weed out illegally settled foreigners. He was one of the four Supreme Court judges who held the unprecedented press conference in January this year, raising concerns about the administration of the apex court and the independence of judiciary. Justice Gogoi is known to be a soft-spoken but tough judge.
