Civil Society raises demand for providing security in ATMs

রাষ্ট্রায়্ত্ত কি বেসরকারি, বরাক উপত্যকার অধিকাংশ ব্যাঙ্ক এটিএমের নিরাপত্তা রক্ষী তুলে নিয়েছে। তাতে নিরাপত্তাহীনতায় গ্রাহক তথা সাধারণ মানুষ।এর মধ্যে হ্যাকারদের কবলে টাকা খোয়ানোর ঘটনা বেড়ে চলেছে। সমস্যা কি শুধু  এইটুকু! প্রায়ই দেখা যায়, এটিএমগুলি কাজ করছে না। নয়তো টাকা নেই। রাত ৯টার পর তো বন্ধই হয়ে যায়।এর দরুন জরুরি প্রয়োজনে মানুষকে প্রচণ্ড ভুগতে হয়।

এসব নিয়ে আজ স্থানীয় বিভিন্ন সংগঠনের এক প্রতিনিধিদল জেলাপ্রশাসনের দ্বারস্থ হয়। অতিরিক্ত জেলাশাসক এআর মজুমদারের হাতে স্মারকলিপি তুলে দিয়ে তাঁরা বলেন, গচ্ছিত টাকার যেমন নিরাপত্তা নেই, তেমনি টাকা তোলার পরে প্রাণ নিয়েও সংশয়েও ভুগতে হয়। বিশেষ করে মহিলা ও বৃদ্ধরা উদ্বেগে থাকেন। এ ছাড়া রেলস্টেশন, হাসপাতাল, মেডিক্যাল কলেজ, বাসস্টপ, মার্কেট কমপ্লেক্স প্রভৃতি জায়গায় এটিএম বেশি দরকার। কিন্তু ওই সব এলাকার এটিএমেই বেশি সমস্যা। প্রায়ই মানুষকে মুশকিলে পড়তে হয়। এখান থেকে ওখানে ছুটে চলেন এটিএমের সন্ধানে।

প্রতিনিধি দলটি পরে জেলার লিড ব্যাঙ্ক-কর্তার সঙ্গেও দেখা করেন। তিনি জানান, এ মাসের তৃতীয় সপ্তাহে সব ব্যাঙ্কের ম্যানেজারদের নিয়ে সভা রয়েছে। সেখানে বিষয়টি তুলবেন।

আজকের এই প্রতিনিধি দলে ছিলেন প্রো-অ্যাকটিভ সিনিয়র সিটিজেনস ফোরামের সাধারণ সম্পাদক দিলীপকুমার দে ও উপসভাপতি নীহারেন্দু পুরকায়স্থ, অল আসাম হায়ার সেকেন্ডারি টিচার্স অ্যান্ড এমপ্লয়িজ অ্যাসোসিয়েশনের কাছাড় জেলা সম্পাদক কৃষ্ণেন্দু রায়, মর্নিং ক্লাবের সাধারণ সম্পাদক জয়ন্ত দাস এবং নাগরিক স্বার্থরক্ষা সংগ্রাম পরিষদের প্রদীপ কুমার দেব। ছিলেন সোশ্যাল মিডিয়া গ্রুপ অপিনিয়ন মোভার্সের দীপক সেনগুপ্ত, কমল চক্রবর্তীও। তাঁরা রিজার্ভ ব্যাঙ্কের গভর্নরের কাছেও স্মারকপত্রের প্রতিলিপি পাঠান।

Most of the nationalized and private banks have withdrawn security guards from their ATMs in Cachar which has posed a sense of insecurity to customers. Moreover, the involvement of hackers in stealing money from the bank account of customers has also created anxiety and fear in the minds of people. Also, ATMs are often found to be cashless or out of order, which creates a lot of problem. Further, ATMs are shut down after 9 PM, which also poses difficulty to customers during emergency.

It is in this backdrop that conscious section of the civil society presented a memorandum to the Deputy Commissioner of Cachar drawing his attention for arrangement of safety and convenience measures. Later on, a copy of said memorandum was also given to the Manager of Lead Bank, Cachar. The Deputy Commissioner has assured the delegation to discuss the matter at appropriate level. Manager of the Lead Bank also assured them to discuss the issue in the next meeting of all bank managers.

The delegation comprised of Prof. Dilip Kumar Dey, Sri Krishnendu Roy, Sri Dipak SenGupta, Sri Niharendu Purkayastha, Sri Jayanta Das, Pradip Kumar Deb and Kamal Chakraborty. It needs mention here that they all are members of whatsapp group ‘Opinion Movers.
