Preparations for the event were reviewed at a meeting of the District Level Committee held at the New Conference Hall of the District Commissioner’s Office here on Friday.
Organised by the Office of the District Sports Officer, Cachar, the meeting brought together representatives of various government departments, sports organisations and other stakeholders to discuss the arrangements required for the smooth conduct of the competitions across the district.
Dipayan Chakraborty, former MLA of Silchar, attended the meeting as the representative of the Guardian Minister for Cachar.
Arunabh Choudhury, ACS, Assistant Commissioner, Cachar, District Sports Officer Sarthe Terang and representatives of the Silchar Municipal Corporation, development blocks, Public Health Engineering Department, Health Department, District Sports Association, District Office of Information and Public Relations, Krida Bharati and Cachar District Chess Association, among others, were also present.
At the outset, Assistant Commissioner Arunabh Choudhury welcomed the participants and outlined the objectives of the meeting, stressing the need for coordinated efforts among the departments and organisations concerned. District Sports Officer Sarthe Terang subsequently explained the guidelines and key features of Khel Maharan 3.0 and reviewed the arrangements required for conducting the competitions at different levels. He also urged the concerned officials to complete the formation of block-level committees by October 23 to ensure that the preparatory work proceeds according to schedule ahead of the November 7 launch.
Addressing the gathering, Dipayan Chakraborty highlighted the vision behind Khel Maharan and Sanskritik Mahasangram, describing them as initiatives that seek to bring grassroots talent into the mainstream by providing young people with opportunities to demonstrate their abilities on a wider platform. He stated that many promising sportspersons come from economically disadvantaged families including those of rickshaw pullers, cart pullers and fishmongers and often lack access to the facilities and opportunities needed to develop their potential.
He said the initiative seeks to bridge this gap by identifying talented players at the Gram Panchayat level and creating a pathway for them to progress through successive stages of competition. Referring to the vision of the Chief Minister of Assam, Dipayan Chakraborty said the objective was to bring talented players from Gram Panchayats across the state to the forefront and help them emerge as accomplished sportspersons.
He appreciated the efforts of officials involved in organising the programme over its three editions since 2021 and stressed that the quality of the competitions would depend on proper planning and professional execution. He called for the selection and deployment of technically qualified and experienced personnel with specialised knowledge of sports and event management to oversee the competitions.
He said such initiative was essential to ensure that sporting events were conducted professionally and that deserving participants received a fair opportunity to demonstrate their abilities.
It’s worth mentioning that the competitions under Khel Maharan 3.0 will be conducted through four levels Gram Panchayat level, zonal level, district level and state level. Both boys and girls will participate in various sporting disciplines including athletics, yoga, football, volleyball, walkathon and swimming.
The multi level format is intended to provide young participants with opportunities to progress from local competitions to higher levels based on their performance.
An important feature of the initiative is the proposed financial support for outstanding performers. The first 300 winning players will receive financial assistance of Rs 24,000 per annum for two years providing support to talented sportspersons as they pursue their sporting aspirations.
The meeting also discussed the formation and functioning of committees at the Gram Panchayat and Urban Local Body levels, timely disbursement of funds, identification of suitable playgrounds, arrangements for vehicles and petroleum, oil and lubricants (POL) and procurement of sports equipment through the prescribed quotation process. Participants deliberated on conducting selection trials for football and volleyball teams, nominating members to the Legislative Assembly Constituency-level committees and improving coordination among the departments and organisations involved.
Expediting registration and ensuring wider participation from across Cachar also discussed in the discussions. The Officials and stakeholders were urged to ensure that the competitions are conducted in accordance with the prescribed guidelines and that participants receive adequate support at every stage.
The meeting concluded with a vote of thanks with the participating departments and organisations urged to work in close coordination for the successful conduct of Khel Maharan 3.0 Sishu Krida Samaroh 2026-27 in Cachar. The gathering also exchanged warm wishes on the occasion of the ensuing Durga Puja festival.
