Land allotment certificates given away to 2,418 persons in Cachar

২৪ জানুয়ারি: শনিবার শিলচরের গান্ধীভবনে আয়োজিত এক অনুষ্ঠানে কাছাড় জেলার ভূমিহীন অধিবাসীদের মধ্যে আনুষ্ঠানিকভাবে জমির পাট্টা বিতরণ করা হয়। জেলার মোট ২৪১৮ জন ভূমিহীন ব্যক্তিকে পাট্টা প্রদান করা হচ্ছে৷  তাঁদের মধ্যে ১০৬ জনকে এদিন মঞ্চে ডেকে পাট্টা দেওয়া হয়৷

পরিবেশ, বন, আবগারি ও মৎস্যমন্ত্রী পরিমল শুক্লবৈদ্য, বিধায়ক দিলীপকুমার পাল, মিহিরকান্তি সোম, কিশোর নাথ, মুখ্যমন্ত্রীর ওএসডি শেখর দে ও কাছাড়ের জেলাশাসক কীর্তি জল্লি একে একে তাঁদের হাতে পাট্টা তুলে দেন ।

শুরুতে অতিরিক্ত জেলাশাসক ললিতা রংপিপি এই প্রকল্পের উদ্দেশ্য এবং তাৎপর্য ব্যাখ্যা করেন। সমাবেশে বক্তব্য রাখতে গিয়ে মন্ত্রী শুক্লবৈদ্য ভারতের বীর মুক্তিযোদ্ধা সুভাষচন্দ্র বসুকে শ্রদ্ধা জানিয়ে বলেন, প্রধানমন্ত্রী নরেন্দ্র মোদি এবং মুখ্যমন্ত্রী সর্বানন্দ সনোয়ালের গতিশীল নেতৃত্বে রাজ্যটি উন্নয়নের ক্ষেত্রে দীর্ঘ পথ পেরিয়েছে৷ নানা উদ্যোগ গ্রহণের মধ্য দিয়ে দরিদ্রশ্রেণীর মৌলিক চাহিদা পূরণ করেছে বর্তমান সরকার। মন্ত্রী বলেন, বৃদ্ধভাতা , অরুণোদয় প্রকল্প, কিশান বিকাশ নিধি, বিধবা ভাতা, যুবকদের জন্য পুনরায় স্বয়ং প্রকল্প ইত্যাদির মাধ্যমে মানুষ এখন উপকৃত হচ্ছেন।

শুক্লবৈদ্য বলেন, ভূমিহীন পরিবারগুলি অনেক সমস্যায় ছিলেন এবং এখন জমি বরাদ্দের শংসাপত্র পাওয়ার পরে তারা প্রচুর উপকৃত হবেন। হিতাধিকারীদের অভিনন্দন জানিয়ে শুক্লবৈদ্য বর্তমান সরকারের প্রতি সবার আস্থা রাখার জন্য আহ্বান জানান।

বিধায়ক দিলীপকুমার পাল বলেন, পূর্ববর্তী সরকার সমাজের দরিদ্র জনগোষ্ঠীর মৌলিক চাহিদার প্রতি কোনও মনযোগ দেয়নি এবং বর্তমান সরকার ক্ষমতায় আসার পর প্রতিটি ক্ষেত্রেই বিকাশ পরিলক্ষিত হচ্ছে৷ তিনি উল্লেখ করেন, প্রথম পর্বে রাজ্যে ২ লক্ষ ২৮ হাজার ভূমিহীন পরিবারকে ভূমির পাট্টা প্রদান করা হয়েছে এবং দ্বিতীয় পর্যায়ে আরও ১ লক্ষ ৬০ হাজার ভূমিহীন মানুষ এর ফলে উপকৃত হবেন। তিনি বলেন, ভূমিহীন ব্যক্তিরা বিদ্যুৎ সংযোগ না পাওয়া, এলপিজি গ্যাস সংযোগ না পাওয়়া ইত্যাদি নানা  কারণে এর আগে প্রচুর কষ্ট সহ্য করেছিলেন৷ বর্তমান সরকার তাদের ভূমির অধিকার দিয়ে বহু সমস্যা হ্রাস করেছে। প্রধানমন্ত্রী নরেন্দ্র মোদির “সবকা সাথ, সবকা বিকাশ,” শ্লোগানের উদ্বৃতি দিয়ে তিনি বলেন, বর্তমানে দেশ দক্ষিণ-পূর্ব এশিয়ায় সুপার পাওয়ার হিসাবে আবির্ভূত হয়েছে। বর্তমান সরকার গৃহীত বিভিন্ন প্রকল্পের বিবরণ দেওয়ার সময় পাল উল্লেখ করেন যে, দারিদ্র্যসীমার নিচে শিক্ষার্থীদের পরীক্ষার ফি থেকে অব্যাহতি দেওয়া হয়েছে এবং এই প্রকল্পটির সুবিধা গ্রহণ করে বর্তমানে ৮ থেকে ১০ লাখ শিক্ষার্থী উপকৃত হয়েছেন। স্বাস্থ্য খাতে অটল অমৃত যোজনারও তিনি উল্লেখ করেন। বিধায়ক পাল অতিমারী পরিস্থিতি চলাকালীন সরকারি কর্মকর্তাদের নিরলস সেবার জন্য প্রশংসা করেন।

বিধায়ক মিহিরকান্তি সোম বলেন, ভূমিহীন অধিবাসীদের দীর্ঘলালিত স্বপ্ন এদিন পূরণ হয়েছে। বিধায়ক কিশোর নাথ বলেন, বর্তমান সরকার জাতির উন্নয়নে নিরলসভাবে কাজ করে যাচ্ছে৷ আগে ভূমিহীন ও দরিদ্র পরিবারের দুর্দশার বিষয়ে কেউ চিন্তা-ভাবনা করেননি। বর্তমান সরকারের গৃহীত এই সব উদ্যোগ বিভিন্ন প্রান্তে পরিবর্তন এনেছে। সভায় শিলচরের সাংসদ প্রতিনিধি শশাঙ্ক শেখর ধর প্রাসঙ্গিক বক্তব্য রাখেন। অনুষ্ঠানে জেলাশাসক কীর্তি জল্লি , মুখ্যমন্ত্রীর ওএস ডি শেখর দেও উপস্থিত ছিলেন৷

Jan. 24: Land allotment certificates were ceremonially distributed to landless indigenous people of Cachar district at a function held at Gandhi Bhawan here on Saturday. Altogether 2,418 landless persons of the district were given land allotment certificates out of which 106 were ceremonially handed over allotment certificates by Minister for Environment and Forest, Excise and Fisheries, Parimal Suklabaidya in presence of MLA, Silchar Dilip Kumar Paul, MLA Udharbond, Mihir Kanti Shome and MLA, Borkhola, Kishor Nath.

At the outset, Additional Deputy Commissioner, Lolita Rongpipi explained the objectives and significance of the scheme. Addressing the gathering, Minister Suklabaidya while paying eloquent tribute to India’s valiant freedom fighter Subhash Chandra Bose on his birth anniversary, said the redesignated SVAYEM would provide land rights to the sons of the soil. He said that under the dynamic leadership of Prime Minister, Narendra Modi and Chief Minister, Sarbananda Sonowal, the state has come a long way in the field of development where the basic needs of downtrodden people were fulfilled through the slew of initiatives taken by the present government.

The Minister said people are now being benefitted by different schemes taken up by the BJP-led Government, including old age pension, Arunodoi scheme, Kishan Vikash Nidhi widow allowance, Re-SVAYEM for youths etc.
Suklabaidya said the landless families have gone through many hardships and now after getting the land allotment certificates, they will be immensely benefitted. Congratulating the beneficiaries, Suklabaidya urged everyone to repose faith on the present government.

Speaking on the occasion, MLA Silchar Dilip Kumar Paul said that the previous government did not pay any heed to the basic needs of downtrodden people of the society and after the present government came to power, there is a surge in development in every field never witnessed before. He stated in the first phase 2.28 lakh landless families received land allotment certificates and in the second phase another 1.6 lakh landless people will be benefitted. He said the landless persons earlier endured lot of hardships due to non-availability of electricity, LPG gas connections, as they did not have land document against their names but their problems have been mitigated by the present government by giving them the land rights. He said with visionary leader of the stature of Prime Minister Narendra Modi with the mantra “sabka saath, sabka vikas, sabka vishwas”, the country has emerged as super power in South East Asia.

While narrating about different schemes taken by the present government, Paul mentioned that below poverty line students are exempted from examination fees and 8 to 10 lakh students have benefitted by availing the scheme. He also dwelt at length on the ambitious Atal Amrit Yojana in the health sector. MLA Paul lauded government officials for their relentless services during the pandemic situation.

In his speech, MLA Udharbond, Mihir Kanti Shome said that the long cherished dreams of landless indigenous people have been fulfilled by getting land allotment certificates. MLA, Borhola, Kishor Nath said that the present government is working relentlessly towards the development of the nation and that the erstwhile governments that ruled for 50 to 60 years did not ponder over the plight of the landless and poor families. “The initiatives taken by the present government has brought about a sea change in development on various fronts,” he added.
Representative of MP Silchar, Shashanka Shekhar Dhar also spoke on the occasion. Deputy Commissioner, Cachar, Keerthi Jalli, OSD to CM, Shekhar Dey and representative of Deputy Speaker cum MLA Sonai were also present in the function.
