Meeting of all BDOs with DC Cachar held on village level home quarantine management

No employee to be given permission to leave the headquarter

May 17: A meeting on village level home quarantine management with all the Block Development Officers (BDOs) of Cachar District was organised by Keerthi Jalli, Deputy Commissioner, Cachar. Referring to the new Standard Operating Procedures (SOP) Keerthi Jalli said that whenever a person is put under home quarantine, than his/her residence will be earmarked as a containment zone for all the members of that particular house. The individuals will be first segregated at the local community centre and then decision regarding sending for home quarantine will be taken.

Jalli further informed that as per notified government norms, food items for those quarantined shall be delivered by district administration and BDOs or through a committee formed for that purpose. Apart from food supplies, hygiene, security, medical facilities etc will also be taken care of both for those who are kept under home quarantine or in community centre. It was also informed in the meeting that Ward Level Home Quarantine Management Committee in urban areas will be notified by the Deputy Commissioner with following members:

  1. Circle Officer/ Asstt. Commissioner: Chairperson
  2. Officer In Charge of Local Police Station: Member
  3. Ward Member/ Councillor: Member-Secretary
  4. Concerned ASHA/ MPW/ ANM: Member
  5. Two leading citizens of the ward nominated by Minister in charge of district: Member
  6. Concerned Lot Mandal: Member

The indicative Terms of Reference of the Committee are as follows: 

  • Deciding in case of each person recommended for Home Quarantine whether the person will be quarantined in his/ her residence or the local community centre, keeping in mind that in case the person stays at his residence, the same will become a containment zone for all residents of that house.
  • Providing food supplies, hygiene, security, medical arrangements etc. in home / community centre where the quarantined person is residing.
  • Food items (as per notified Government norms) for the quarantine period will be provided by district administration/ Circle Officer/ Asstt. Commissioner directly to the quarantine families or through the committee.

Deputy Commissioner asked all the BDOs to expedite the works under MGNREGA and all the repairing works of embankments are to be completed before the start of rainy season. She also highlighted that the local job card holders should be given employment on daily wage basis. Jalli also asked to ensure that in case of entry and exit of persons in the GP area, the GP Secretary should inform it to the concerned BDOs and Circle Officer.

Deputy Commissioner Keerthi Jalli also informed that keeping in view of pandemic situation no employee to be given permission to leave the headquarter. Moreover, their mobile phones always should be kept in service mode. She also expressed the hope that all the government departments would coordinate and cooperate with the health department and district administration in its fight against coronavirus.

Also present in the meeting were Chief Executive Officer of Cachar Zila Parishad, Deepshikha Dey, Special Executive Officer DRDA, Rasaraj Das and all the Block Development Officers of Cachar district among others.
