Election Officer reviews to streamline SR processes across seven LACs

way2barak, Nov 21: The District Administration, Cachar on Thursday convened an important coordination meeting on the Special Revision (SR) of Electoral Roll w.r.t. 01 January 2026 as the qualifying date, marking the beginning of a comprehensive exercise to ensure a clean, accurate and error-free electoral roll for the district. The meeting was chaired by Sri Mridul Yadav, IAS, District Election Officer & District Commissioner, Cachar, in the presence of all Electoral Registration Officers (EROs), Assistant Electoral Registration Officers (AEROs) of the seven Legislative Assembly Constituencies, and representatives from the print and electronic media.
The District Election Officer briefed the house on the announcement of the Special Revision. He read out the official schedule of SR 2026 and provided an overview of the existing electoral profile of Cachar district. As per the final publication of the Electoral Roll on 6 January 2025, Cachar has a total of 13,93,482 electors, comprising 6,93,651 male, 6,99,813 female and 18 third-gender electors.
He then presented the detailed timeline of key SR activities, beginning with printing of the H2H registers, followed by training, rationalisation and H2H surveys scheduled from 22 November to 20 December 2025. Preparation of Formats 1–8 will follow from 21 to 26 December, while the Integrated Draft Roll is set to be published on 27 December 2025. The period for filing claims and objections will run from 27 December 2025 to 22 January 2026, along with special campaigns on selected Saturdays and Sundays. Disposal of claims and objections will be completed by 02 February 2026, checking of health parameters by 06 February, and the Final Publication of the Electoral Roll is slated for 10 February 2026.
During the meeting, the District Election Officer elaborated on several crucial guidelines issued by the Election Commission of India regarding both pre-revision and revision activities. He stressed that tasks such as removal of logical errors, standardisation of addresses, improvement of image quality and rectification of EPIC discrepancies must be completed within strict timelines to maintain the integrity of the electoral database. He informed that during the H2H verification, BLOs will carry pre-filled BLO registers (Statement-1) and verify entries directly with electors or adult family members. BLOs will also carry blank Forms 6, 7 and 8 for inclusion, deletion, correction and transfer applications.
Special emphasis was laid on identification and handling of un-enrolled eligible citizens and 17+ prospective electors, for whom Statements-2 and 3 will be used. The District Election Officer clarified that details of D-voters will not be included in Statement-1, as any modification in such cases can only be made based on orders from the Foreigners’ Tribunal or appropriate court of law. He also highlighted that based on H2H verification, EROs will assess the need for setting up additional polling stations, ensuring that no station exceeds the 1200-elector limit without Commission approval.
To ensure transparency in the SR process, Booth Level Agents (BLAs) of recognised political parties will accompany BLOs during H2H visits and remain engaged till the final publication of the Electoral Roll. The Election Department has already provided identity cards to BLOs, while political parties will issue identity cards to their BLAs.
The District Election Officer informed that special campaign days will be organised in all polling stations to facilitate submission of claims and objections. These dates will be notified soon by the Election Department. He reiterated that suo motu deletions will not be permitted in SR 2026, and that deletions due to death or shifting will only be made upon valid submission of Form-7 or Form-8, with mandatory verification of antecedent entries before any addition or deletion.
Responding to media queries, the District Election Officer also stated that citizens may also submit claims and objections online through the ECINET app, ECI website, Voters’ Helpline App (VHA), or VSP.
