২৮ মার্চঃ উৎকোচ আদায়ের সময় হাতেনাতে ধরা পড়লেন কাছাড় জেলার নির্বাচন শাখার কর্মী। ছাপাখানার আড়াই লক্ষ টাকার বিল ছাড়তে ৯৫ হাজার টাকা দাবি করেছিলেন নির্বাচন শাখার সিনিয়র অ্যাসিস্ট্যান্ট অতসী দত্ত তরফদার।

আড়াই লক্ষ  টাকায় প্রায় এক লক্ষ টাকা ঘুষ! ৪০ শতাংশ যে ভোটার তালিকা ও অন্যান্য ফর্ম ছাপিয়ে লাভ হয় না, তা তাঁকে বোঝাতে পারছিলেন ছাপাখানার মালিক সুজিত চন্দ। তিনি ঘোরাঘুরি করে ব্যর্থ হয়ে সিবিআই-কে জানান। সিবিআই পরামর্শ দেয় মুখ্যমন্ত্রীর ভিজিল্যান্স সেলকে জানাতে। তারাই দুর্নীতি দমন শাখাকে দ্রুত ব্যবস্থা নিতে বলে।

মঙ্গলবার তদন্তকারী দল এখানে এসে খবরাখবর নিতে শুরু করেন। বুধবার সুজিতবাবুকে ডেকে উৎকোচ দিতে রাজি হতে বলেন তাঁরা। তবে তা কিস্তিতে দেওয়া হবে। তদন্তকারীরাই ক্যামিকেল মেশানো ৩০ হাজার টাকা দেন সুজিতবাবুর হাতে।

বৃহস্পতিবার সুজিতবাবু সেই টাকা অতসীদেবীকে দিতেই দুর্নীতিদমন শাখার অফিসাররা তাঁকে ধরে ফেলেন। টাকার প্যাকেট অতসীদেবীর কাছ থেকে ফিরিয়ে নিয়ে তার হাত জলে ডোবাতে বলা হয়। দেখা যায়, পুরো জল সবুজ হয়ে যায়। তাঁরা নিশ্চিত হয়ে যান, তাদের পাঠানো ক্যামিকেল মেশানো টাকাই হাতে নিয়েছেন অতসীদেবী।

পরে তাঁর সঙ্গে থাকা কাঁধব্যাগে তল্লাশি চালিয়ে আরও ৩ লক্ষ টাকা উদ্ধার করা হয়। ধৃত নির্বাচন কর্মী মুখ না খুললেও তদন্তকারীরা নিশ্চিত, ওই টাকাও উৎকোচ হিসেবেই কারও কাছ থেকে আদায় করা হয়েছে। শুক্রবার তাকে গুয়াহাটি নিয়ে জেরা করা হবে বলে দুর্নীতি দমন শাখার অফিসাররা জানিয়েছেন।

March 28: A staff of the Cachar District Election Office was caught red-handed by the anti-corruption wing while taking bribe. Atasi Dutta Tarafdar, Senior Assistant of Cachar District Election Office demanded a bribe of Rs. 95,000 for releasing a bill of Rs. 2.5 lakh of a printing press.

A hefty amount of almost Rs. 1 lakh for releasing a bill amounting to Rs. 2.5 lakh left no chance for the printer to make any profit. The owner of the printing press Sujit Chanda was unable to make Atasi understand the fact that no printer can ever make profit to the tune of 40 percent by printing some voter lists and other forms.

Unable to convince Atasi Dutta Tarafdar, the owner of the printing press Sujit Chanda informed CBI about this incident. CBI officials told Mr. Chanda to inform the matter to the Chief Minister’s Vigilance Cell. Sujit Chanda then went to the vigilance cell and narrated the entire episode. In return, the Chief Minister’s Vigilance Cell directed the anti-corruption bureau to take immediate action.

On Tuesday, an investigation team arrived at Silchar and started to collect more information about Atasi Dutta Tarafdar and her various activities. It did not take much time for the concerned officials to pile up information of Atasi being involved in corrupt activities. On Wednesday, the Vigilance officials called Sujit Chanda and asked him to tell Atasi that he is ready to pay the bribe amount as demanded by her. However, he told her that he would be paying the amount in installments.

Officials of Vigilance Cell gave Mr. Chanda an amount of Rs.30,000 on which they mixed some chemicals. On Thursday, Mr. Chanda went to the Election Office and gave that amount of Rs.30,000 to Atasi Dutta Tarafdar. Immediately, she was caught red-handed by the vigilance officers. They took back the bundle of notes from her and instructed her to soak her hand in a bucket of water. The moment she dipped her hands in the bucket, the entire water turned green. It did not take any further doubt that she has received the bribe amount mixed with chemical with her own hands.

The Vigilance Officials then searched her vanity bag and discovered Rs. 3 lakh inside it. Though the arrested staff of Election office (Atasi) did not open her mouth as regards Rs. 3 lakh recovered from her bag, but the Vigilance officers were certain that this amount was also taken by her as bribe from someone. Officials of the Vigilance Cell informed that on Friday she will be taken to Guwahati for further interrogation.
