District administration issues urgent directive to clear obstructions over Singirkhal drains in Silchar;

way2barak, October 31: –In a decisive move to mitigate recurring waterlogging and artificial flooding in Silchar town, the District Administration, Cachar, has issued a public directive urging residents of the Singirkhal area to immediately clear all unauthorized structures and extensions built over the drainage channels.

 

During recent field inspections and upon receiving a detailed report from the Executive Engineer, Cachar Water Resource Division, Silchar, it was observed that several inhabitants in the locality have constructed permanent and temporary structures including bamboo extensions and RCC slabs over the connecting drains. These obstructions have blocked the access to manholes, thereby impeding the regular cleaning and desiltation process essential for maintaining the drainage system.

 

The report highlights that due to the siltation and blockage of these natural drains, the flow of storm water has been severely disrupted, leading to persistent waterlogging, artificial floods, and accumulation of garbage during the rainy season causing both environmental and public health concerns.

 

Recognizing the gravity of the situation, District Magistrate and Chairperson of the District Disaster Management Authority (DDMA), Mridul Yadav, IAS, has emphasized the urgent need to restore the natural drainage flow. The ongoing project titled “Construction of R.C.C. Drain including plying of 2/3 wheeler besides Radhamadabh Akhra, Bilpar” has been identified as a crucial step towards resolving this recurring civic issue.

 

Meanwhile, The District Magistrate has directed all concerned citizens and property owners in the Singirkhal area to voluntarily clear any unauthorized construction, extensions, or encroachments over the drains by 15th November, 2025. Failing compliance, the Silchar Municipal Corporation, Water Resource Division, and Water Resource (Mechanical) Division, Silchar, will jointly undertake immediate demolition and clearance operations. The cost of such demolition or removal will be recovered from the respective defaulters.

 

The directive further underscores that any obstruction to the drainage network hampers the District Administration’s flood-prevention efforts, particularly during the monsoon season. The order has been issued in the larger public interest under the provisions of Section 30.1 (X), (XVIII), (XXIX) and Section 41 (C) of the Disaster Management Act, 2005.

 

District Magistrate Mridul Yadav appealed to the public to extend their full cooperation in the ongoing efforts to improve Silchar’s drainage infrastructure, emphasizing that sustainable civic management requires active participation and awareness among residents.
