Applicants throng NSKs to know causes of exclusion from NRC

এনআরসি–র চূড়ান্ত খসড়া প্রকাশের পর আজই শুরু হয়েছে পরবর্তী কর্মকাণ্ড। খসড়া–ছুটরা বাদ পড়ার কারণ জানতে চেয়ে আবেদন করছেন। এই আবেদন নির্দিষ্টি প্রপত্রে গ্রহণ করা হচ্ছে। আজ প্রথম দিনে অধিকাংশ সেবাকেন্দ্রে শুধু প্রপত্র বিলি করা হয়েছে। কিছু সেবাকেন্দ্র অবশ্য আবেদন পেয়ে কারণও জানিয়ে চলেছে।

এই কাজ করতে গিয়ে সমস্যায় পড়ছেন সেবাকেন্দ্র–প্রধানরা (এলআরসিআর)। কার নাম কেন বাদ পড়ল, এর কোনও তালিকা উর্ধ্বতন কর্তৃপক্ষ পাঠায়নি। এলআরসিআর–দেরই তাঁদের হাতে থাকা ফাইল (প্রত্যেক আবেদনকারীর কাগজপত্র নিয়ে একটি করে ফাইল তৈরি হয়েছে) ঘেঁটে বলতে হচ্ছে, তিনি তাঁকে কী কারণে বাদ দিলেন। এটি যেমন তাঁদের পক্ষে স্বস্তিদায়ক নয়, তেমনি কোনও কোনও কৈফিয়তের মুখে পড়তে হবে বলেও আশঙ্কা করা হচ্ছে। অন্যদিকে,  এলআরসিআর–রা সব ঠিকঠাক আছে লিখে দেওয়ার পরও অনেকের নাম অন্তর্ভুক্ত হয়নি। সেগুলি কেন কাটা পড়ল, এলআরসিআর–রা নিজেরাও জানেন না। কিন্তু মানুষের মুখোমুখি হতে হচ্ছে তাঁদেরই।

আজ প্রথমদিনে নাম না ওঠার যে সব কারণ দর্শানো হয়েছে, তাতে অধিকাংশ ক্ষেত্রে দেখা যায়, বহিঃরাজ্যে পাঠানো নথি পরীক্ষা করে ফেরত না পাঠানোয় আটকে গিয়েছেন অনেকে। শেষ পর্যায়ে কিছু কিছু নথি এলআরসিআর–রা ডেকে দেখতে চেয়েছেন বটে, কিন্তু ঝুঁকির কথা ভেবে ছাড়পত্র দেননি। অনেকের একাধিক নথির কোনও একটি কোথাও আটকে গেলেই এনআরসি থেকে বাদ পড়েছেন। জন্মের প্রমাণপত্র নিয়েও অনেক ক্ষেত্রে সংশয় দেখা দিয়েছে। বহু নথির কোনও রেকর্ড সরকারি দফতরগুলিতে পাওয়া যায়নি। ফিরে এসেছে সেগুলিও।

এ দিকে, সুপ্রিম কোর্টের ভর্তসনার পরেই এনআরসি–কর্তারা মুখে কুলুপ এঁটেছেন। এর দরুন সাধারণ মানুষ বিভ্রান্তিতে পড়েছেন। আজ সকাল থেকে সেবাকেন্দ্রগুলিতে মানুষ মূলত ভিড় জমিয়েছিলেন দাবি–আপত্তি–সংশোধন ফর্মের জন্য। ফর্ম এখনও সেবাকেন্দ্রে পৌছয়নি। আসলে ওইসব ফর্ম কী ধরনের হবে, তা ১৬ আগস্ট সুপ্রিম কোর্টে চূড়ান্ত হবে। এর পরই ছাপানো ও বিলি করার কথা।

The final draft of the National Register of Citizens (NRC) in Assam was released on 30 July, with names of 40, 07,707 persons excluded from the list. 11 days later, the NSKs were again flooded with people whose names were excluded from the final draft of NRC. They were there to submit forms for knowing the reason for non-inclusion of their names in the final draft. Of course, a few NSKs have also started to provide reasons for non-inclusion on receipt of the queries.

However, this has invited major problems for the NSK chiefs (LRCR). It is because, the district or state officials connected with NRC has not sent any such list to the NSKs stating reason for exclusion of names of applicants from the final draft. It was earlier informed that on the basis of enquiry by those whose names have been left out, the concerned NSK would state the reason for non-inclusion in black and white from August 10. In some of the NSKs, the LRCRs were busy searching the folders of the applicants and finding out the weak document which resulted in exclusion of name of the applicants. However, the LRCRs were in deep water in many cases where inspite of approving the folders, names were not included in the final draft. In these cases, the LRCRs themselves were in the dark regarding the reason of non-inclusion of names. The officials and staff of the NSKs were therefore in an uncomfortable situation to face the multitude that flocked there to know the reason why their names were not included in the final draft of NRC.

It needs mention here that there were a total of 3.29 crore applicants. But the final draft NRC included over 28 million individuals, thus giving them a pride of place as citizens, while excluding four million residents of the state. On investigation by our team, it came to the forefront that the causes cited for non-inclusion on the very first day of the process (10 August) were mainly because many documents which were sent to other states for verification were not sent back by them. Objections were also cited in many of the birth certificates. Certain documents were again rejected because government offices were not in possession of any records.

In the meantime, the Supreme Court on Tuesday scolded Assam National Register of Citizens (NRC) Coordinator Prateek Hajela and Registrar General of India (RGI) Sailesh for speaking before the media on the issue of dealing with claims and objections of those who have been left out in the draft NRC. As an aftermath of the anger of the apex court, it seems that no higher officials are prepared to open their mouth before the media. This has landed the people in much trouble. People crowded the NSKs today mainly to procure forms for claims, objection and correction. But such forms were still not available and nobody knew exactly when these forms would be disbursed. As such, it is apprehended that the date for disbursement of the claims and objection forms will be declared only after the hearing of the Supreme Court gets over on 16 August.
