Academic session 2021-22 shall commence latest by 1 October: UGC

১৭ জুলাই : ২০২১-২২ শিক্ষাবর্ষের জন্য বিশ্ববিদ্যালয় মঞ্জুরি কমিশন বা ইউজিসি স্নাতক ও স্নাতকোত্তর স্তরের অ্যাকাডেমিক ক্যালেন্ডার তৈরি করেছে। এতে বলা হয়েছে, ১ অক্টোবরের মধ্যে নয়া শিক্ষাবর্ষ শুরু করতে হবে। ইউজিসি-র নয়া নির্দেশিকায় আরও বলা হয়েছে, ৩১ জুলাইয়ের মধ্যে সমস্ত বোর্ড পরীক্ষার ফল প্রকাশ করতে হবে। ৩০ সেপ্টেম্বরের মধ্যে স্নাতক ও স্নাতকোত্তর স্তরে ভর্তির প্রক্রিয়া শেষ করতে হবে। উচ্চশিক্ষার নতুন ক্যালেন্ডারে জানানো হয়েছে, ২০২১-২২ শিক্ষাবর্ষ শুরু হবে ১ অক্টোবর থেকে। কোথাও আসন ফাঁকা থেকে গেলে সেগুলি পূরণ করার জন্য ভর্তির শেষ তারিখ ৩০ সেপ্টেম্বর।

ইউজিসি-র সুস্পষ্ট নির্দেশ, কোনও পড়ুয়া যদি কলেজ বা বিশ্ববিদ্যালয়ে ভর্তি হয়ে ৩১ অক্টোবরের মধ্যে অন্যত্র চলে যান, সে ক্ষেত্রে করোনাকালে অভিভাবকদের আর্থিক পরিস্থিতির কথা ভেবে ভর্তির পুরো ফি ফেরত দিতে হবে। কোনও রকম চার্জ কেটে নেওয়া যাবে না।

করোনা মহামারীর কারণে বাতিল করা হয়েছে সিবিএসই, আইসিএসই সহ একাধিক বোর্ডের পরীক্ষা। গত বছর ইউজিসি-র ক্যালেন্ডারেও দেখা গিয়েছিল, পঠনপাঠনের সময়সীমা কমেছে অনেকটাই। এ বছরের অ্যাকাডেমিক ক্যালেন্ডারে নতুন সূচি তৈরি করেছে ইউজিসি। সব রাজ্যের কলেজের অধ্যক্ষ ও বিশ্ববিদ্যালয়ের উপাচার্যদের নয়া নির্দেশিকা পাঠিয়ে জানানো হয়েছে, গত বছর ২৯ এপ্রিল এবং ৬ জুলাই যে গাইডলাইন দেওয়া হয়েছিল সেই অনুযায়ী সূচি তৈরি করা হয়েছে। কীভাবে ক্লাস শুরু হবে, পরীক্ষা নেওয়া হবে তার বিস্তারিত বিবরণও দেওয়া হয়েছে। জানানো হয়েছে, কোভিড বিধি মেনেই পঠনপাঠন শুরু হবে। অফলাইন ক্লাসে ছাত্রছাত্রীদের সোশ্যাল ডিস্টেন্সিং মেনে বসতে হবে।

 

July 17: The University Grants Commission (UGC) had issued ‘Guidelines on Examinations and Academic
Calendar for the Universities in View of COVID-19 Pandemic and Subsequent Lockdown on April 29, 2020. The said guidelines were later revisited as the number of COVID-I9 cases increased and. subsequently, further / revised guidelines were issued on July 6,2020 and September 24,2020. On 16 July, UGC again issued revised guidelines on Examinations and Academic Calendar in view of the COVID-I9 Pandemic.

Examinations:

The provisions as contained in the guidelines issued earlier as mentioned above shall apply for the current academic session 2020-21. Further, the Terminal Semester/ Final Year Examinations (2020-2021) be compulsorily conducted in offline (pen & paper)/ online/ blended (online + offline) mode by no later than August 31, 2021 following the prescribed protocols/ guidelines related to the COVID-19 pandemic. For intermediate semester/ year students, assessment shall be based on internal evaluation and previous semester as suggested in 2020 guidelines.

Academic Calendar:

The provisions contained in the UGC Guidelines dated 24.09.2020 shall be applicable for the academic session 2021-2022. For students of the intermediate semester/ year, the Higher Education Institutions may start their academic session (in online/offline/blended mode) as early as possible, following the guidelines/ directions related to the COVID-19 pandemic issued by the appropriate government/competent authority.

Accordingly, Higher Education Institutions shall ensure that the admission process for undergraduate courses/ programmes for the academic session 2021-2022 commences only after the declaration of results by the CBSE, ICSE and State Boards. It is expected that all the School Boards will declare their results for the class/grade-XII examinations by July 31, 2021.

Admissions to the first year courses/ programmes for the session 2021-2022 shall be completed by no later than September 30, 2021. The last date for admissions to fill up the remaining vacant seats shall be October 31, 2021. The relevant documents of the qualifying examination can be accepted up to December 31, 2021.

The academic session 2021-2022 shall commence latest by October 1, 2021 for first semester/ year students. *If there is a delay in declaration of result of the qualifying examinations, Higher Education Institutions may plan and start the academic session by October 18, 2021. The teaching-learning process may continue in offline/ online/ blended mode.

Higher Education Institutions may plan for classes, breaks, conduct of examinations, semester break etc. during the period October 1, 2021 to July 31, 2022 following necessary protocols/ guidelines/ directions/ advisories issued by the Central/ State Governments and competent authorities from time to time, in view of the COVID-19
pandemic.

In view of the financial hardships being faced by parents due to lockdowns and related factors, a full refund of fees should be made on account of all cancellations of admissions/ migrations of students up to October 31, 2021 for the academic session 2021- 2022 as a special case. It is made clear that the entire fee, including all charges, should be refunded (i.e. there should be zero cancellation charges) on account of cancellations/  migrations up to October 31, 2021. Thereafter, on cancellation/ withdrawal of admissions up to December 31, 2021, the entire fee collected from a student should be refunded in full after deducting not more than Rs.1000/- as processing fee.

The guidelines issued by the UGC on April 29, 2020 and July 6, 2020 highlighting the modes of teaching, conduct of examinations, importance of physical & social distancing etc. should be read along with the present guidelines and shall remain mandatory, but the present guidelines shall prevail in the event of any conflict.
