Vehicles in Cachar district to ply based on odd-even formula

৬ মে : করোনাভাইরাস যেন সমাজে ছড়িয়ে পড়তে না পারে, সে দিকে খেয়াল রেখে কাছাড়ে  যানবাহন চলাচলে কিছু বিধিনিষেধ আরোপ করা হয়েছে৷ তাতে বলা হয়েছে, নতুন নিয়মনীতি মেনে বাণিজ্যিক-ব্যক্তিগত সব ধরনের যানবাহন চালানো যাবে৷ তবে যে সকল যানবাহনের রেজিস্ট্রেশন নম্বরের শেষ সংখ্যা ১, ৩, ৫. ৭. ৯ শুধু সেগুলিই সোম, বুধ ও শুক্রবার রাস্তায় বেরোবে৷ জোড় রেজিস্ট্রেশন নম্বরের গাড়ি অর্থাৎ শেষ সংখ্যা ০, ২, ৪, ৬. ৮ হলে সেগুলি  কেবল মঙ্গল, বৃহস্পতি এবং শনিবার চলাচল করবে। দুই চাকার নম্বরযুক্ত বাহন হোক, বা ব্যক্তিগত অথবা বাণিজ্যিক গাড়ি সবার ক্ষেত্রে এই নিয়ম প্রযোজ্য বলে নির্দেশ জারি করেছেন জেলাশাসক বর্ণালী শর্মা‌৷

এই আদেশ প্রযোজ্য হবে না : ১. জুডিশিয়ারি ও সরকারি দফতরের যানবাহন। ২. মেডিক্যাল সার্ভিসেস, পুলিশ, ফায়ার সার্ভিসেস, টেলিকম , বিদ্যুৎ এবং অন্যান্য আইন প্রয়োগকারী সংস্থা৷ ৩. পুরসভা ও জলসম্পদের আওতাধীন এবং  এএসটিসিএর অধীনে চলা বাসl ৪. যানবাহন বহনকারী সমস্ত পণ্য (খালি বা বোঝাই)। ৫. বিভিন্ন সরকারি প্রকল্পে নিযুক্ত যানবাহন৷ ৬. এটিএম অর্থ বহনকারী যানবাহন, অনুমোদিত গ্রিন টি লিফ যানবাহন l ৭. কাছাড় জেলার মধ্য দিয়ে যাওয়া অন্যান্য জেলার যানবাহন। ৮. দায়িত্বপ্রাপ্ত কর্মচারীদের যানবাহন, বিশেষত লকডাউন সময়কালে জরুরি ও প্রয়োজনীয় দায়িত্ব যারা পালন করেন । ৯. বিচার বিভাগের কর্মচারী এবং কেবল জরুরি আদালতের মামলার জন্য নিযুক্ত অ্যাডভোকেটরা। ১০. যথাযথ পরিচয় সহ প্রিন্ট / বৈদ্যুতিন মিডিয়া কর্মীদের যানবাহন।

জেলাশাসক জানান, এই বিধিনিষেধ রবিবার প্রযোজ্য হবে না।  নির্দেশ অমান্যকারীদের বিরুদ্ধে যথাযথ ব্যবস্থা নেওয়া হবে l তিনি আরও জানান, জেলার প্রত্যেক সরকারি আধিকারিককে নির্দেশ দেওয়া হয়েছে, তাদের নিজ নিজ অফিসের কর্মীদের ৫০ শতাংশ যেন প্রতিটি কর্মদিবসে উপস্থিত থাকেন৷ রোস্টার মেনে সবাইকে কার্যালয়ে যেতে নির্দেশ দেন তিনিl

May 6: The outbreak of coronavirus pandemic and subsequent nationwide lockdown has led to significant changes in normal functioning. During the ongoing Lockdown 3.0, many relaxations were provided, especially in the green zones. However, in its fight against the deadly COVID-19, the district administration as per local needs has been taking various precautionary measures. In order to contain the further spread of coronavirus, the Cachar district administration has resolved to reduce the number of vehicles in the streets. In an order issued by Barnali Sharma, District Magistrate, Cachar, it was stated that the formula of odd & even numbers would be followed in the entire Cahar district.

The order issued on 6 May by the District Magistrate stated, “In exercise of powers conferred upon me under vide section 115 the Motor Vehicle Act 1988, (59 of 1988) do hereby allow plying of all types of vehicle both commercial and private including two wheelers having registration numbers ending with odd digits only (i.e. I, 3, 5. 7, 9) on Monday, Wednesday & Friday while plying of all types of vehicles both commercial and private including two wheelers having registration number ending with even digits (i.e. 0, 2, 4. 6, 8) are allowed only on Tuesday, Thursday & Saturday in the entire Cachar District.

The order further stated that these restrictions shall not be applicable on Sundays. Violations of these orders shall attract penal action in accordance with the Motor Vehicle Act. 1988. The head of offices of Cachar district were also directed to ensure attendance of 50% of the employees on roster basis as per the Govt. guideline with the use of personal vehicle/ pool car as the mode of communication. However, this order will however not be applicable to:

• The Vehicles of Judicial/ Government Offices.
• Medical Services, Police, Fire Services, Emergency Response for Restoring Telecom and Electricity and other Law Enforcing Agencies.
• Buses plying under ASTC and Vehicles under SMB & Water Resource.
• All goods carrying vehicles ( empty or loaded).
• The Vehicles engaged in various Govt. Scheme works which have been specially permitted by the District Administration, Cachar.
• The vehicles carrying essential goods including green tea leaves already permitted by the District Administration, Cachar and cash carrying vehicles to ATMs.
• The Vehicles of other Districts passing through Cachar District.
• The Vehicles of on duty employees specifically engaged in emergency and essential services duty during lockdown period of COVID-19.
• Officers/ employees of Judiciary and those engaged for urgent court cases only.
• Vehicles of Print/ Electronic Media Personnel with proper identity.
• These restrictions shall not he applicable on Sundays.

It was further stated that the order will come into force with immediate effect and will remain in force until further order.
