১৪ সেপ্টেম্বরঃ কীসের নিয়ম ! কাদের নিয়ম ! সন্ধ্যা থেকে বিস্ময়সূচক এই কথাগুলিই ঘুরে বেড়াচ্ছে শিলচরবাসীর মুখে মুখে। বিসর্জনের সেই লাইট-মাইক, সেই নাচানাচি মানুষকে অতিষ্ঠ করে তুলেছে। এক প্রতিমা বিসর্জন জ্যাম করে দিয়েছে গোটা শহর। অথচ মাত্র কয়েকদিন আগে নিয়ম বেঁধে দিয়েছিল, সন্ধ্যা ৬টার পর বিসর্জনঘাটের তালা খোলা হবে না। লাইট-মাইক ব্যবসায়ীদেরও বলা হয়েছিল, রাতে বিসর্জনের জন্য বেরোলে তাঁদের সমস্ত সামগ্রী বাজেয়াপ্ত হবে।

কোনও নিয়ম মানা হয়নি। কোনও কথা কাজে আসেনি। ছোট্ট একটি চেষ্টা নামের এক সংগঠন এ বার প্রেমতলাতে গণেশপূজা করে। এরা জেলা প্রশাসনের কাছ থেকে বিসর্জনের অনুমতি সংগ্রহ করে। শুক্রবার সন্ধ্যা ৬টার আগে মূর্তি নিয়ে তাঁরা পৌঁছাবেন সদরঘাট বিসর্জনস্থলে, এটাই শর্ত। কিন্তু তাঁরা প্রতিমা নিয়ে বেরই হয় সাড়ে ৫টায়। শ-দেড়েক ভক্তবৃন্দ, সঙ্গে ঢাক-ঢোল। আলো-শব্দের সেই দাপট তো ছিলই। নেচে-গেয়ে বিসর্জনঘাটে যখন তারা পৌঁছান তখন রাত সাড়ে ৭টা। তখন যানজটে জেরবার গোটা শহর।

প্রতিমা নিয়ে এগোতে তাদের অবশ্য কোথাও কোনও সমস্যা হয়নি। গোল বাঁধে বিসর্জনঘাটে পৌঁছনোর পরে। পুরসভা এখন সন্ধ্যা ৬টা বাজতেই গেটে তালা লাগিয়ে দেয়। জেলা প্রশাসনের অনুমতি ছাড়া সেই তালা খোলা যাবে না, সোজা জানিয়ে দেন পুরকর্তারা। ছোট্ট এক চেষ্টা-র কর্মকর্তারা টেলিফোনে যোগাযোগ করেন জেলাশাসক এস লক্ষ্মণনের সঙ্গে। তিনি তখন শহরে ছিলেন না। পূজা আয়োজকরা অতিরিক্ত জেলাশাসকদের সঙ্গে দ্বারস্থ হন। শেষপর্যন্ত নিজেদের তৈরি নিয়ম জলাঞ্জলি দিয়ে অনেকটা নতমস্তকে রাতে বিসর্জনের অনুমতি দেওয়া হয় তাদের।

এর আগেও প্রশাসনের বিশেষ অনুমতিতে মনসা প্রতিমা বিসর্জন হয়েছে অনেক রাত অবধি। নিয়ম তৈরি আর নিয়ম ভাঙার এই খেলায় শহরবাসী ক্ষুব্ধ। প্রশ্ন উঠছে, তবে কি এইভাবেই চলবে?

September 14: Inspite of strict orders by district administration and municipality regarding idol immersion, many seemed to blatantly ignore the same on the streets of Silchar on Friday late evening. However, a few days ago when the notification was first violated, Deputy Commissioner allowed to immerse the idols as a special case. He categorically stated that such special permission would not be given again.

On Friday evening, the same old scene could be seen once again in the streets of Silchar town. Rules were broken with a big damn, yet there was none to say anything. The town seemed guardian-less. These were the talk of the town from late evening today. It was again the repetition of the same scenario. The traffic was clogged due to the long queue of procession.  Under the influence of alcohol, crude dance competition to the tune of film songs, youth making vulgar gestures and eve-teasing formed a path of celebration. Delayed immersion chocked city’s roads and people were wondering about the role of law enforcing authorities.

Though it was notified by Silchar Municipal Board on the instructions of the Deputy Commissioner, Cachar that the gates of immersion ghat will be locked sharp at 6 in the evening. As such, idol immersion should be over before dusk. Further, the order also specified that if any puja party plays loud speakers during immersion at night, then the sound system would be seized. But today again Silchar witnessed violation of each and every sentence of the notification No. CRR.57/2017/DDMA/13, dated 27/08/2018.

A club named ‘Chotto Ekti Chesta’ did Ganesh Puja at Premtala. They took prior permission of the District administration, wherein it was categorically stated that they would immerse the idol at Sadarghat before 6 PM. However, it was learnt that they went out with the idol of Ganesh after 5.30 in the evening. The procession included around 100 to 150 devotees dancing to the tunes of loud music and high power fashionable lights. When they reached Sadarghat, it was 7 in the night. By this time, traffic came to a standstill.

Over there, they found that the gate of the immersion ghat at Sadarghat was locked. The Municipal officers & staff strictly told them that without the permission of district administration, the gates could not be opened. It was then that the members of ‘Chotto Ekti Chesta’ rang Dr. S. Lakshmanan, Deputy Commissioner, Cachar. But the Deputy Commissioner was out of the town at that moment. So they then rang the Additional Deputy Commissioner. Finally, breaking the rules set by them, the district administration allowed them to immerse the idol at night.

Concerned citizens have expressed awe to this incident. They are unable to understand the rationale behind framing rules and breaking them time and again.
