১৩ সেপ্টেম্বর : ব্যর্থতার মালা পরলেন পুরপতি। তাঁকে এই মালা পরিয়ে দিলেন যুব কংগ্রেসিরা। বৃহস্পতিবার সকালে আন্দোলনে নেমে শিলচরের পুরপতি নীহারেন্দ্র নারায়ণ ঠাকুরের গলায় মালা পরিয়ে দিয়ে এই দাবি করলেন যুব কংগ্রেস সদস্যরা।
আন্দোলনে অংশ নিয়ে এ দিন পুরসভা চত্বরে দাঁড়িয়ে সাংসদ সুস্মিতা দেব ও প্রাক্তন মন্ত্রী অজিত সিং বললেন, দুর্গন্ধে অতীষ্ঠ হয়ে উঠেছে শিলচর শহরের নাগরিক জীবন। পরিস্থিতি এতটাই খারাপ যে, সাত সকালে যারা একটু ভোরের হাওয়া গায়ে মাখতে বেরোন, তাদের পক্ষে নাকে রুমাল চাপা দিয়ে হাঁটাও দুষ্কর হয়ে উঠেছে।

বৃহস্পতিবার শিলচর পুরসভা চত্বরে এই প্রতিবাদ সমাবেশের আয়োজন করে শিলচর শহর কংগ্রেস, যুব কংগ্রেস ও এনএসইউআই। তাঁরা একযোগে পুরসভা দফতরে হাজির হয়ে বর্তমান পুর বোর্ডের বিরুদ্ধে বিক্ষোভে উত্তাল করে তোলেন। পুরসভা দফতরের দুটি গেট বন্ধ করে দিয়ে ঘেরাও কর্মসূচির পাশাপাশি তারা একের পর এক স্লোগান দিতে থাকেন। তাদের এই আন্দোলন কর্মসূচির মূল বিষয় ছিল, শহর সাফাই বা পুর কর্মচারীদের বেতন দেওয়ার ক্ষেত্রে বিজেপি পরিচালিত পুর বোর্ডের ব্যর্থতা।

এই ঘেরাও কর্মসূচিতে শামিল হয়ে প্রাক্তন মন্ত্রী তথা কংগ্রেস নেতা অজিত সিং আরও বলেছেন, পুরসভার ব্যর্থতার জন্য শিলচরের নাম পাল্টে ‘আবর্জনা ও দুর্গন্ধের শহর’ রাখা উচিত। শহরের অন্য অংশের কথা ছেড়ে দিলে পুরসভা কার্যালয় ও তার আশপাশ এলাকাই প্রচণ্ড আবর্জনাময়।
তিনি আরও বলেন, পুরসভা কার্যালয়ে যে সব কর্মচারী কাজ করেন, তাদের ৬-৭ মাস ধরে বেতন নেই। কংগ্রেস আমলে কখনই ৭ মাস ধরে বেতন বকেয়া পড়ে থাকেনি। এটি এক দুর্ভাগ্যজনক অধ্যায়। অথচ এই বোর্ড নাগরিকদের স্বপ্ন দেখিয়ে ক্ষমতা দখল করেছিল। তিনি আরও বলেন, শিলচরের বিধায়ক দিলীপ কুমার পাল আগে লম্বাচওড়া ভাষণ দিয়েছিলেন। কিন্তু তিনিও এ পর্যন্ত কোনও পদক্ষেপ নেননি। আজ শহরের মানুষ এই যন্ত্রণা থেকে মুক্তি চাইছেন।

সাংসদ সুস্মিতা দেব বিস্ময় প্রকাশ করেন, বিধায়ক দিলীপকুমার পাল একের পর এক প্রজেক্ট ঘোষণা করেন, আর একই দলের টিকিটে নির্বাচিত পুরপ্রধান বলেন, পুরসভায় টাকা আসে না!

যুব কংগ্রেস সভাপতি জাভেদ আলম লস্কর পুরসভা কার্যালয়ের চিত্র তুলে ধরে বলেন, সকালে কার্যালয়ের বহু কক্ষে দেখা গেল, সেগুলোতে পাখা চলছে কিন্তু কোনও কর্মচারী নেই। তিনি আরও বলেন, পুরপতি একসময় তাদের বলেছিলেন যে, বর্তমান সরকার তাকে সার্কুলার পাঠায়, কিন্তু কোনও অর্থ দেয় না। তিনি কংগ্রেস কমিশনারদের হাতে পুর বোর্ড তুলে দিতে পুরপতিকে অনুরোধ জানান। তাঁর দাবি, বিগত দিনে কংগ্রেস যেভাবে কাজ করেছে সেভাবে এখনও কাজ করে যাবে। তিনি জোর দিয়ে বলেছেন, কংগ্রেস কাজ করতে পারে, বিজেপির মতো ভাওতা দিতে জানে না।

এদিকে, দীর্ঘদিন পর কংগ্রেসের এই আন্দোলনে পুরসভা কার্যালয়ে দেখা গেল প্রাক্তন পুরপতি তথা কংগ্রেস নেতা তমাল বণিককে। তিনিও কংগ্রেসের এই আন্দোলন কর্মসূচিতে অংশ নেন। দীর্ঘদিন সরাসরি দলের কোনও কর্মসূচিতে না আসায় এবং উনিশের ভোটের প্রাক্কালে তাঁর এই উপস্থিতি নিয়ে স্বভাবতই জল্পনা শুরু হয়েছে। প্রশ্ন উঠেছে, তাহলে কি উনিশকে সামনে রেখে ঐক্যবদ্ধ হচ্ছে কংগ্রেস? তবে তমাল বণিক অবশ্য এই জল্পনা উড়িয়ে দিয়েছেন। তিনি বলেন, বর্তমান পুরসভা যেভাবে চলছে, তাতে কংগ্রেস বর্তমান পুর বোর্ডের বিরুদ্ধে অনাস্থা প্রস্তাবও আনতে পারে। কারণ নাগরিক যন্ত্রণাকে কোনও অবস্থাতেই মেনে নেওয়া যায় না।

এ দিন যুব কংগ্রেস কর্মীরা পুরপতির সঙ্গে রীতিমতো বাকবিতণ্ডায় জড়িয়ে পড়েন। পুরপতি বলেন, বিগত কিছুদিন আগে সারা আসামে যখন পুর কর্মচারীরা ২১ মাসের বেতন পাননি, তখন শিলচর পুরসভায় কর্মচারীদের বেতন বকেয়া ছিল মাত্র তিন মাস। বেতনের এই বঞ্চনা কংগ্রেস আমল থেকেই শুরু হয়েছে বলে পুরপতি উল্লেখ করেন। অবশ্য বেতনের অভাবে একজন পুর কর্মচারীর আত্মহত্যার ঘটনাটি এ দিন তিনি স্বীকার করেছেন। তিনি বলেন, যেদিন তিনি পুরপতির দায়িত্ব নিয়েছেন, সেদিন থেকেই কর্মচারীরা তাকে বলে আসছেন, তারা দীর্ঘদিন থেকে বেতন পাননি।

নিজের উপর আসা সমস্ত ব্যর্থতার অভিযোগ উড়িয়ে এক প্রশ্নের উত্তরে তিনি বলেন, বিধায়ক দিলীপ পাল পুরসভা ব্যর্থ বলে যে মন্তব্য করেছেন, তা আসলে ভুল ব্যাখ্যা।

September 13: The Chairperson of Silchar Municipal Board (SMB) was garlanded for ‘failure’ by Silchar Youth Congress today. This was claimed by the members of Youth Congress when they launched an agitation against the ‘improper mode’ of functioning by the SMB Chairperson. Taking part in the agitation in the Municipality complex, MP Susmita Dev and former minister Ajit Singh said that the people have become frustrated due to the bad odour which comes from the garbage heaps at almost every part of the town. The situation has become so worst that it has become nearly impossible for the people of this town to go out for morning walk due to bad odour.

On Thrusday, the agitational programme was launched by Silchar Town congress, Youth Congress and NSUI. They entered the SMB complex and started raising slogans against the BJP led Municiplaity. They also locked both the main gates of SMB. The main issue of their agitation was the issue of cleanliness of Silchar town. They also raised voice against non-payment of salaries of the staff of Silchar Municipality for seven long months.

Former minister and Congress leader Ajit Singh also said that the due to the failure of SMB, the name of Silchar town should be changed to ‘Town of Rubbish & Bad Odour.’ He further said that even the area around the SMB was full of garbage.

Ajit Singh said that it is indeed very unfortunate that the staff of SMB has not got their salary since the last 7 months. He reminded that during the tenure of Congress salary was never kept pending for such a long period of time. The present BJP led board has captured power by making false assurance and showing people dreams which they never fulfilled. He also said that BJP MLA from Silchar Dilip Kumar Paul have made tall claims in the past but has not taken any positive steps. He claimed that today the people of the town are eager to get rid of the sufferings.

Javed Alam Laskar, President of Silchar Youth Congress said that fans were switched on in many of the rooms of the Municipality office in the morning, but not a single staff could be seen. He further alleged that the SMB Chairperson has said that the present government send circulars but does not give any fund to implement these circulars. He informed that he has urged upon the Chairperson to hand over the reigns of the Municipality to the Commissioners of Congress party. Javed claimed that the Congress led SMB has got a track record of providing better services in the past, so it can even perform well now. He emphasized that Congress knows how to perform to the expectations of the people unlike the BJP who are expert in making false assurances.

Meanwhile, after a long time, former SMB Chairperson, Tamal Kanti Banik was seen in an active mood during the agitation programme of Congress. His active involvement in party activities on the eve of MP elections of 2019 has given rise to speculations. So the big question is whether the Congress is giving a united look keeping in view the ensuing elections in 2019. However, speaking to way2barak, Tamal Kanti Banik has rubbished such claims and speculations. He candidly said that the way in which the present SMB is functioning is not at all acceptable in a civilized existence. He apprehended that if the present state of affairs of the SMB is not improved, than Congress might even contemplate to bring no-confidence motion against this BJP led board.

Today the Youth Congress members entered into an alteration of words with the SMB Chairperson. Niharendra Narayan Tagore, Chairperson SMB said that when in rest of the districts of the state the salary of the staff was due for 21 months, the salary of the employees of SMB was only pending for 3 months. He did not forget to mention that the issue of delay in payment of salary of the SMB employees started during the Congress regime. He, however, accepted the fact that one of his employees committed suicide on not getting salary for a long time. He said that the employees had been complaining about the issue of delay in payment of salary from the day he became the Chairperson of SMB.

He rubbished all allegations made against him and said in reply to a query that the comment made by MLA Dilip Paul about the failure of the present SMB is far from being truth.
