603 land allotment certificates distributed to landless indigenous people in Hailakandi

Oct.5: 603 land allotment certificates to landless indigenous people were distributed here on Monday. At a ceremonial distribution function held at Rabindra Bhawan auditorium here, MP, Silchar, Dr. Rajdeep Roy, Deputy Commissioner Megh Nidhi Dahal, Additional Deputy Commissioner cum CEO, DDMA, RK Dam, CEO, Zilla Parishad, Joydeep Shukla and others gave away certificates to landless indigenous people of the district.

Speaking on the occasion as chief guest, MP, Dr.Roy said Hailakandi along with some other districts of Assam have started distributing land certificates to landless indigenous people at the instruction of the Chief Minister.

Dr.Roy said during the last four and a half years of the present government, land ‘pattas’ (ownership deeds) have been allotted to 1 lakh indigenous sons of the soil. “Today we have fulfilled our commitment to provide land deeds to one lakh indigenous people in 2020. These people need to have an ownership rights over the plots which they have been occupying for years together,” the MP said.

“Tens of thousands of bighas have been allotted to the indigenous landless people under the Assam Land Policy and Rules. Indian citizens have a right to live with dignity. Land is one of the basic requirements of human beings to live a life with dignity,” said Dr. Roy. The MP said that the present government led by Chief Minister Sarbananda Sonowal has fulfilled all the promises made in the election manifesto in 2016.

The state government has freed over 3 lakh bighas of satra land, 3,765 bighas of encroached land of Kaziranga National Park and adding 18,000 bighas to the park for expansion. Dr.Roy said that the Central Government is wholly committed to double the income of farmers by 2022 and housing for all by 2024. The MP said that the farms bills passed by Parliament would liberate the farmers from the grip of middlemen and would give them the freedom to sell their produce anywhere in the country.

The MP said the monthly honorarium of gaon burahs (village headman) of 26,000 villages of the state has been enhanced to Rs.6,000 and would be further increased to Rs.9,000. Under Orundoi scheme, 15,000 widows and unmarried women in each constituency would get Rs.832 per month amounting to Rs.10,000 annually.
The MP urged the district administration to increase the number of KIshan Credit Cards.
Deputy Commissioner, Dahal said land patta is a vital document and gives the possessor an identity of his own and through which one can obtain all documents.

Dahal said the land allotment process has been streamlined following the holding of monthly subdivisional land advisory committee meetings. In this context, Dahal urged the people to come forward for applying land pattas at the Circle Offices as the number of people seeking land pattas are far less in the district.

It may be mentioned that the present government has done away with conversion premium, and as a result of which, the entire process of allotment, settlement and issue of pattas have been made absolutely free. The Deputy Commissioner assured that his administration will continue with the process of allotment of land to landless families, as per Assam Land Policy and Chief Minister’s instructions.

A video of Chief Minister Sarbananda Sonowal was screened in which he said that the BJP-led Government in the state has accorded land rights to one lakh landless indigenous people as no governments did so since 1952. Earlier, Additional Deputy Commissioner cum CEO, DDMA, RK Dam while explaining the objective of the function urged the recipients of the land allotment certificates to pay land tax every year and assured them of permanent pattas after completion of the three-year period. During this period the allottees would not be able to sell or dispose of their land.
