District administration prohibits use of loudspeaker in Cachar except with prior permission

March 22: In the light of ongoing H.S.LC. & HS. Examination etc, some persons/ organisations are using Loudspeaker without obtaining any valid permission from the District Magistrate, Cachar as per provision of the Loudspeaker Act, causing disturbance to the examinees, students and public in general. Some persons/ organisations even after obtaining the permission for use of loudspeaker are using the same beyond the scheduled hours especially after 10.00 PM and in uncontrolled volume.

Therefore, in exercise of the powers conferred under section 4(1) (a) of the Assam Loudspeaker (Control) Act,1960 (Assam Act No. XXVIII of 1960) and Rule 2 (c) of the Noise Pollution (Regulation & Control Rules, 2000) Dipak Jidung,ACS, Additional District Magistrate, Cachar, Silchar has issued certain restrictions as regards using loudspeakers.

In the order issued on 22 March, 2022, Additional District Magistrate, Cachar stated:

(i) prohibiting the use and operation of Microphones/ Loudspeakers or other apparatus capable of amplifying human voice or music or other sound between 10.00 P.M. to 6.00 A.M. in compliance with the verdict of Hon’ble Supreme Court, except with prior permission in the whole district of Cachar.

(II) Considering the examination period, volume of loudspeaker should be lowered during day time also. If anybody is found violating any provision of the above Loud speaker Act, the matter will be strictly dealt with as per the provision of Noise Pollution (Regulation & Control) Rules, 2000 Acts & Rules mentioned above.

This order, however, shall not be applicable for any sort of Govt. related announcement required to be made for any sort of exigency. This order shall come into force with immediate effect and shall remain valid until further order throughout the district of Cachar.
