বনধে অফিস না গেলে বেতন কর্তন, কেড়ে নেওয়া হবে ব্যবসায়ীদের লাইসেন্স
Govt declares strict action against bandh supporters

২২ অক্টোবর : মঙ্গলবার বিভিন্ন সংগঠনের ডাকা অসম বনধে কার্যালয়ে অনুপস্থিত থাকলেই কর্মচারীদের বেতন কর্তন করা হবে। বনধের বিরোধিতা করে সরকারি কার্যালয় খোলা রাখার পাশাপাশি কর্মীদের কার্যালয়ে যথাসময়ে উপস্থিত থাকতে কড়া নির্দেশ জারি করেছে সরকার।  এক নির্দেশে কর্মচারীদের সাফ জানিয়ে দেওয়া হয়েছে, অনুপস্থিত থাকলেই বেতন কাটা সহ তাদের ওপর শাস্তির খাড়া নেমে আসবে। এ দিন জেলার সরকারি বিভিন্ন কার্যালয়, আদালত, ব্যাংক ইত্যাদি খোলা রাখার পাশাপাশি কর্মচারীদের উপস্থিতি নিশ্চিত করতে জেলাশাসকদের বলা হয়েছে।

রাজ্যের অর্থ-স্বাস্থ্য-পূর্ত মন্ত্রী ড. হিমন্ত বিশ্বশর্মা ২০১৩ সালের গৌহাটি হাইকোর্টের এক রায়ের উল্লেখ করে বলেন, বনধ বেআইনি, অসাংবিধানিক। তাই দোকানপাট খোলা না রাখলে শুধু ট্রেড লাইসেন্সই কেড়ে হবে না, আদালত অবমাননার দায়েও পড়তে হবে। একই কথা বলেন সরকারি কর্মচারীদেরও।

বাজারহাট, যান চলাচল, যোগাযোগ ব্যবস্থা ইত্যাদি স্বাভাবিক রাখতেও সরকার ব্যবসায়ী সংস্থা ও যান মালিক সংস্থাকে অনুরোধ জানিয়েছে। রাজ্য পরিবহণ নিগমের বাস এ দিন যথারীতি রাস্তায় চলাচল করবে। তাছাড়া সাধারণ যাত্রী ও নাগরিকদের নিরাপত্তা  সুনিশ্চিত করতে পুলিশ বিভাগকে নির্দেশ দেওয়া হয়েছে। বনধ সমর্থনকারী পিকেটারদের বিরুদ্ধেও কড়া পদক্ষেপ নিতে নির্দেশ দেওয়া হয়েছে। সরকারের পক্ষ থেকে এই বনধকে সমর্থন  না করতে জেলার সর্বস্তরের নাগরিকদের আহবান জানানো হয়েছে। তাছাড়া বনধের সময় শান্তি শৃঙখলা বজায় রাখতে  প্রতিটি জেলার বিভিন্ন স্থানে অতিরিক্ত পুলিশ মোতায়েন করা হয়েছে।  স্পর্শকাতর এলাকা চিহ্নিত করে ওই সব এলাকায়  বিশেষ নজর রাখতে বলা হয়েছে। কোনও বনধ সমর্থক সরকারি সম্পত্তি নষ্ট করলে তাঁর বা তাঁর সংগঠনের কাছ থেকে ওই ক্ষতিপূরণ আদায় করা হবে বলেও সরকার আজ সতর্ক করে দিয়েছে।

এ দিকে, ২৭টি বাঙালি সংগঠন জোট বেঁধে আগামী ১৭ নভেম্বর গুয়াহাটিতে যে গণসমাবেশের ডাক দিয়েছিল, সরকার এরও অনুমতি আটকে দিয়েছে। হিমন্ত বিশ্বশর্মা বলেন, আইন-শৃঙ্খলা পরিস্থিতি পর্যালোচনা করেই তাঁরা ওই সভার অনুমতি দিচ্ছেন না।

কৃষক মুক্তি সংগ্রাম সমিতি সহ বিভিন্ন অসমিয়া সংগঠন বাঙালি গণসমাবেশ বন্ধের দাবিতে সোচ্চার হয়েছিল। সরকার তা মেনে নিয়ে সভা বাতিল করে দিলেও কোনও সংগঠনের পক্ষ থেকে কোনও মন্তব্য করা হয়নি। তবে মঙ্গলবারের বনধ বিরোধিতার জন্য তারা সরকারের চাঁছাছোলা সমালোচনা করছেন। তাঁদের কথায়, সরকার গণতন্ত্রের টুঁটি টিপে ধরছেন।

আমরা বাঙালির পক্ষ থেকে বনধ বিরোধিতার আহ্বান জানানো হয়েছে। সংগঠনের রাজ্য কমিটির সম্পাদক প্রধান সাধন পুরকায়স্থ বলেন, এই দেশে সকলেরই মত প্রকাশের অধিকার রয়েছে। অসমিয়া সংগঠনগুলি যে ভাবে বাঙালিরা গণসমাবেশ ডাকায় রে-রে করে উঠেছে, তা অগণতান্ত্রিক। ফলে ওই সমাবেশের বিরুদ্ধে বনধ ডাকা একেবারে অযৌক্তিক। অসম শুধু অসমিয়াদের এই কাল্পনিক ভাবনা থেকে বেরিয়ে আসতে তিনি বনধ আহ্বায়কদের উদ্দেশে অনুরোধ জানান।

সিআরপিসিসি-র পক্ষ থেকে এই দুর্যোগের মুহূর্তে বাঙালি সহ সব অনসমিয়া মানুষকে হিন্দু-মুসলমান নির্বিশেষে গোষ্ঠী-ঘৃণা ছড়ানো গণশত্রুদের সতর্ক ও সজাগ থাকতে অনুরোধ করা হয়েছে।

October 22: Krishak Mukti Sangram Samity (KMSS) – Asom Jatiyadabadi Yuva Chatra Parishad(AJYCP)- All Assam minority Students union (AMMSU) and 39 other organizations has given a call for 12-hour Assam bandh on 23 October as against the BJP’s decision to go ahead with the Citizenship (Amendment) Bill, 2016.

On the face of it, the BJP led state government has issued strong instructions, making it mandatory for its employees to attend offices. The state Government ordered that schools, colleges, courts and offices must function normally on Tuesday. The government further declared that any business establishment found supporting the bandh will be punished with cancellation of their trade licenses.

In this regard, the government has directed the Deputy Commissioners and Superintendents of Police to inform the trade and business fraternity in their respective districts of this decision. Further, the police and district administrations have been ordered to ensure adequate security arrangements to protect the business establishments. The Government of Assam planned to deploy a huge numbers of security forces during the 12-hour Assam bandh. The government has also authorised the Police to arrest agitators immediately if they demonstrate in support of the strike in public places.

Citing a 1998 ruling by a three-judge bench, headed by then Chief Justice of India JS Verma, wherein all political bandhs were declared illegal, the state government has reiterated that any direct or indirect participation in the 12-hour bandh called on Tuesday will be dealt strictly as per law.

The order further stated that if any property is damaged by the supporters of the Bandh, then the cost of renovation would be recovered from the organisation. The state government has also decided that no permission will be given for organizing the November 17 mass gathering (of Bengali bodies) at Guwahati.
