৪ সেপ্টেম্বর: আসাম সরকার সাপ্তাহিক লকডাউন প্রত্যাহার করে নিয়েছে৷ সঙ্গে প্রত্যাহৃত হয়েছে নৈশ কার্ফুও৷ রাজ্যের মুখ্য সচিব কুমার সঞ্জয়কৃষ্ণ নিজেই টুইট করে জানিয়েছেন এই খবর৷ টানা নয়দিন দোকানপাট, যানবাহন চলাচল বন্ধ থাকার পর আগামী পাঁচ এবং ছয় সেপ্টেম্বরও লকডাউন থাকবে কিনা, এ নিয়ে বরাক জুড়ে প্রশ্ন দেখা দেয়৷ বৃহস্পতিবার রাত পর্যন্ত জেলা প্রশাসন স্পষ্ট করে কিছু জানাতে পারেনি৷ এথন মুখ্যসচিবের টুইটে স্বস্তি মিলল বরাকবাসীর৷

সাপ্তাহিক লকডাউন, কার্ফু তুলে নিলেও করোনা ভাইরাসের তীব্রতা যে কমছে না, সে ব্যাপারে কুমার সঞ্জয় কৃষ্ণ সবাইকে সতর্ক করে দিয়েছেন৷ তিনি বলেন, কোভিড থেকে দূরে থাকার জন্য যে সব স্বাস্থ্যবিধি কার্যকর রয়েছে, সেগুলি অত্যন্ত সতর্কতার সঙ্গে পালন করতে হবে৷ এ গুলি যে নিজেদেরই স্বার্থে, তাও তিনি গুরুত্বের সঙ্গে উল্লেখ করেন৷
September 4: Weekend lockdown and night curfew have been lifted in Assam. This was stated in a tweet by Kumar Sanjay Krishna, Chief Secretary of Assam on Friday. He wrote, ” Weekend lockdown and night curfew have been lifted , however, please adhere to all the COVID-19 protocols to keep yourself and others around you safe.”
In an order issued by the Chief Secretary on Friday, it was stated that, “Whereas the Government of India vide order no 40-3/2020-DM-I(A) dated 29th August. 2020 has issued latest directives; Therefore, I, Kumar Sanjay Krishna, under the powers conferred upon me under the Disaster Management Act, do hereby order that measures detailed herewith in Annexure will remain in force till midnight of 30th September, 2020. These orders/ specifications may be modified / altered at any time depending upon circumstances prevailing in the State and without any advance notice to anyone.”

Activities permitted outside of Containment Zones: All activities shall be allowed outside of Containment Zones except the following: –
- Schools . Colleges. educational and coaching institutes for regular class activities shall remain closed till 30th September, 2020.
- Online and distance learning activities are allowed to continue:
- 50% of teaching and non-teaching staff are allowed to attend educational institutions at a time for on line teaching/ tele-counselling and related works only in areas outside of Containment Zones.
- Students of class 9 to 12 are allowed to visit their schools on voluntary basis and with written consent of parents for guidance from teachers only
- Skill and entrepreneurship training will be permitted with strict compliance of COVID 19 protocols and in line with guidelines issued by Ministry of Home Affairs. Government of India
- Higher educational institutions are allowed to operate only for research and unavoidable laboratory/ experimental works. This will be allowed only on issue of necessary SoP by Department of Higher Education;
- Public Transport will be allowed to operate from 7th September. 2020 with strict compliance of social distancing and other COVID protocols.
- Social/ academic/ sports/ entertainment/ cultural/ religious/ political functions shall be allowed with gathering of maximum of 100 persons at a time with effect from 21st September. 2020 with mandatory wearing of face cover and maintenance of all other COVID protocols already issued.
However. marriage related gatherings shall be restricted to 50 persons and last rite related gatherings shall be restricted to 20 persons at a time which will continue to remain in force till 20″ September. 2020 after which 100 persons shall be allowed to gather.
- Cinema Halls, Swimming Pools, entertainment parks, theatres and similar places will remain closed.
- Lockdown shall remain in force in all Containment Zones till 30th September, 2020.
- Containment Zones shall be demarcated by District Magistrates with clear delineation of borders of the same and with the sole objective of breaking the Chain of transmission of COVID 19 virus ensuring that there is no movement of people in or out of such zones except for emergency and medical purposes
- These Containment Zones will be notified by the District Authorities on the official website and shared with MoHFW
- There will be no restrictions on inter-state and intra-state movement of persons and goods. No separate pass/ permits etc shall be required for the same.
Advisories:
1. Persons above 65 years of age, persons with co morbidities. pregnant women and children below the age of 10 are advised to stay at home except for medical emergencies.
2. Citizens are advised to download the Aarogya Sett, application in compatible mobile phones and post regular update of their health status on the same.
Penal Provisions: (a) Any person violating any of the guidelines as enumerated above is liable to be prosecuted under relevant sections of Disaster Management Act and also under section 188 of IPC. (b) Any person not wearing face cover and/ or spitting in public places shall be fined Rs.1.000/- on the spot besides being prosecuted under relevant provisions of Law,
