Violating statute of Assam Univ, college in Karbi Anglong placed under affiliation of Dibrugarh Univ

Oct. 19: In a notification issued by the Higher Education Department, Government of Assam on 15 October, 2020, it was stated that, ” The Governor of Assam is pleased to notify that ‘Govt. Model Degree College’, Deithor, Karbi Anglong will be under affiliation of Dibrugarh University, Dibrugarh. This has the approval of Hon’ble Minister, Education, Assam.”

As per this notification, the new “Govt. Model Degree College” at Deithor in Karbi Anglong district has been placed under the affiliation of Dibrugarh University. However, as per the statute of Assam University, Silchar, it has the sole right of providing affiliation to degree colleges in the 5 districts of south Assam, which are Cachar, Karimganj, Hailakandi, Dima Hasao and Karbi Anglong.

It needs mention here that Assam University, Silchar was established by an act of the Parliament and its geographical jurisdiction was specified in its statute which is duly approved by the Ministry of Education (erstwhile HRD Ministry), Government of India. So from the view point of its statute, the newly set up degree college in Karbi Anglong district ought to have been placed under the affiliation of Assam University and not Dibrugarh University.

Assam University authorities have also taken note of this notification issued by the Government of Assam. A senior official of the varsity on condition of anonymity stated that they will soon take up this matter with the appropriate authority of Assam Government.

As long as the statute of Assam University is not amended, all UG/PG colleges in the 5 districts of Cachar, Karimganj, Hailakandi, Dima Hasao and Karbi Anglong shall continue to be affiliated by it. The affiliation of a degree college in Karbi Anglong by Dibrugarh University instead of Assam University seems to shrouded in a mystery.
