Specially-abled student gets TV from Cachar administration for outstanding result in HSLC
Dec. 3: World Disability Day was observed in Cachar district on Thursday. On this occasion, a programme was jointly organised by the Social Welfare Department, Health Department and Education Department under the aegis of District Administration, Cachar at the auditorium of Silchar Medical College and Hospital (SMCH), where Deputy Commissioner, Cachar Keerthi Jalli graced the occasion as chief guest.
Additional Deputy Commissioner Rajib Roy, Sumit Sattawan, & Lolita Rongpipi, Joint Director of Health Services, Dr Sudip Jyoti Das, District Social Welfare Officer, Saswati Shome, Inspector of Schools, Shamina Yasmin Ara Rahman, District Mission Coordinator cum District Elementary Education Officer, Sumitra Dev, Principal, Silchar Medical College and Hospital, Dr. Babul Bezbaruah, Superintendent of SMCH, Dr. Abhijit Swami, District Programme Manager NHM, Rahul Ghosh, DPO, and Inclusive Education and Early Childhood Education, SSA, Rana Ranjan Nath were present on the occasion.
At the outset all the dignitaries were felicitated with a traditional ‘uttorio’ followed by lighting of lamp. Speaking on the occasion, Deputy Commissioner, Jalli said, “Education, Health, Social Welfare departments along with Silchar administration and Silchar Medical College and Hospital joined together to celebrate the World Disability Day. Disability isn’t confined within the physical attributes of some specific people but it remains within our minds only. It is vowed to eliminate the basic level of obstacles faced during the process of certification. Towards this end, our dedicated employees will work harder in the coming days.”
She also urged the common people to have at least one single bank account and have a minimum transaction, even if it is Rs.10 in a month. “The world has transferred into an online world, especially after the COVID-19 pandemic and this online education system can be used tremendously to ensure proper education to the specially-abled children. “We will do the paper works as early as possible and the government will ensure full support throughout the process. It is high time we prove our humanity, come forward and join our hands for their upliftment,” she quipped.
Additional Deputy Commissioner, Rongpipi said any person may suffer from disability due to accident or disease at any certain age, so they should overcome these disabilities with their will power. She also said that persons with disabilities should come forward to avail different government schemes. Additional Deputy Commissioner, Roy spoke about the significance of the day and explained its objectives. He said that identification camps for disabled persons will be set up from December 3 for a period of one month with the help of Health and Education departments in eight blocks of the district.
Additional Deputy Commissioner, (Health), Sattawan said that there are so many government schemes for the persons with disabilities. “These opportunities can be availed duly for all round development of disabled persons and they may directly communicate with the concerned authorities without involving any third person or agent to avoid additional unexpected expenditure,” he added.
Principal of Silchar Medical College and Hospital, Dr.Bezbaruah said that on this Day, WHO joined partners to celebrate “a day for all”. “The theme reflects a growing understanding that disability is part of the human condition,” he said, adding that almost everyone will be temporarily or permanently impaired at some point in life.
WHO estimates that more than one billion people about 15 per cent of the world’s population experience some form of disability. “The aim of the Day is to encourage a better understanding of people affected by disabilities together with helping to make people more aware of their rights and dignity”, he said.
He further informed that screening camps for identification of disabled persons will be held at SMC&H twice every month. District Social Welfare Officer, Shome said the International Day of Persons with Disabilities is celebrated every year on 3rd December since 1992 and this international observance is marked at sustained effective action with a view to improving the lot of persons with disabilities. She said Social Welfare department has been able to implement different schemes like Deen Dayal Divyanganjan Pension Scheme and this year 7,994 numbers of beneficiaries were paid an amount of Rs. 2,39,82000 at the rate of Rs.1,000 per month. She disclosed that under the Dayal Divyanganjan Punarsangsthan Achoni, a scheme meant for skilled unemployed persons between 18 to 50 years, 50 proposals have been already sent to the government.
Later, Deputy Commissioner along with other dignitaries handed over UDID certificates, disability certificates and wheel chairs to persons with disabilities. A TV set was given as a token of appreciation to a student with disabilities for her outstanding result in the HSLC examination this year. The programme ended with a vote of thanks from District Programme Manager, NHM, Rahul Ghosh.
