Several key decisions taken in Assam Cabinet meeting held in Silchar on 29 Nov
way2barak, Nov.29: It is for the first time in the history of independent India that the state cabinet was held in Barak Valley. The cabinet meeting chaired by Chief Minister Dr Himanta Biswa Sarma took place in the office of the Deputy Commissioner, Cachar on Tuesday afternoon. Following, the cabinet meet, Chief Minister briefed the media about the resolutions adopted in the meeting:
- Within 31 March, 2023, 10,57,516 beneficiaries will be enrolled under Orunodoi scheme. At present 17 lakh people are enrolled under Orunodoi. With the new inclusion, the total number of Orunodoi beneficiaries in the state will be 27,77,000. The new process of inclusion of Orundoi beneficiaries will begin from January 2023. The annual outlay for Orunodoi will become 4,000 cr.
- The beneficiaries of Indira Miri Widow Pension scheme who got monthly pension of Rs.250 will also be enrolled under Orunodoi and will now get Rs.1,200 per month.
- Deen Dayal Dibyangan Jan Pension beneficiaries will also avail the Orunodoi scheme.
4. A total of 312 revenue related proposal were approved which were pending since long. There was a proposal of Rampur Bagan LP School which was pending from long 34 years. And today this proposal was also sanctioned. Likewise many such revenue related proposals were approved in today’s cabinet.
5. Three new flyovers for Guwahati city were approved. These are- near Downtown hospital, at Fatasil and at Kumarpara- Fatashil. Our aim is to ensure traffic free Guwahati.
6. New road from Guwahati Airport terminal to Azara.
7. A new process for development has been taken in hand. Inauguration of projects sanctioned in previous cabinets amounting to Rs.15,000 cr will begin from 5 January.
8. As regards the ragging incident at Dibrugarh University, Chief Minister stated that the university authorities failed to act strictly as they were supposed to go. The Cabinet has expressed dissatisfaction with the way Dibrugarh University has dealt with such serious offences. “We will have zero tolerance towards ragging in any college or university of the state,” stated the CM.
9. Both Assam & Meghalaya will not enter into the constitutional boundary of each other, stated the Chief Minister. He also said that police should not fire the civilians. Police should only target terrorists and anti-social elements but never against civilians. Vehicles are now plying normally. We are duty bound to secure the citizens and Meghalaya govt is also bound to protect our citizens. Meghalaya did not stop any vehicle. It is the Assam govt who gave an advisory not to ply vehicles through Meghalaya as a safety measure.
10. As regards Mahasadak, the CM said that it will be completed very soon during this tenure of mine.
Decisions regarding Barak Valley:
11. The Chief Minister expressed satisfaction at the overwhelming response of the people of Barak valley for taking active part in the celebration of 400 years of birth anniversary of Bir Lachit Barphukan.
12. GC College to be upgraded to state University
13. Rs59 cr sanctioned for renewed construction of embankment at Bethukandi, Silchar
14. Mohisha Beel will soon be declared as a protected area.
15. An elevated flyover will be constructed at Ramnagar, Silchar with an overall length of 10 km. However, India Club needs to be demolished for that construction. The CM left this to the will of the people of Silchar. If people opposes the demolition of India Club then the flyover will not be built.
16. Another flyover was approved at the sinking place at Silchar- Kalain Road.
17. We are also discussing proposal for a flyover from Capital Point to Rangirkhari, said the Chief Minister. He said, We are discussing on it and will announce about it later if everything is favourable. He said that the govt is considering to built a 2-storied flyover if sufficient place for 4-lane flyover is available.
18 Rs.135 cr was sanctioned for Mini Secretariat.
19. Two new degree model colleges will be constructed at Dholai and Lakhipur (Binnakandi)
20. A milk processing unit with Rs.81 cr to be set up at Silchar which will produce 1.5 lakh litre milk everyday.
21. Rs. 10 cr sanctioned as one time grant for DSA Silchar.
22. Another super specialty 200-bed section to be set up at Silchar Medical College & Silchar
23. For setting up medical college at Karimganj, the cabinet approved Rs.650 cr.
30 A new 300-bedded section will be built at the Silchar District Hospital at the expense of RS.146 Cr
31. Narsing HS School, DN HS School (Udharbond), Cachar High School will be given Rs.10 cr each
32. Silchar Central jail will be transferred to Lakhipur and the area of the present jail will be converted as a botanical garden.
33. Airport Authority has approved the construction of Greenfield Airport at Doloo. Now the matter has gone for the approval of Ministry of Civil Aviation.
