Section 144 violated by Parimal: Susmita Dev complains to Chief Secretary

১৪৪ ধারা ভেঙেছেন মন্ত্রী। মুখ্যসচিবকে নালিশ করেছেন সাংসদ। মন্ত্রী পরিমল শুক্লবৈদ্যের দাবি, ৩ অগস্ট তিনি সরকারি সভায় বক্তব্য রেখেছেন। ১৪৪ ধারার সঙ্গে এর কোনও সম্পর্ক নেই।

১৪৪ ধারা জারি করেই ২আঅগস্ট তৃণমূল নেতাদের শিলচর বিমানবন্দরে আটকে রেখেছিল সরকার। পরের দিন মন্ত্রীই নিজের এলাকায় সভা করে ১৪৪ ধারা ভঙ্গ করেছেন। মুখ্যসচিব টিওয়াই দাসকে চিঠি পাঠিয়েছেন শিলচরের কংগ্রেস সাংসদ সুস্মিতা দেব। তাঁর জিজ্ঞাস্য, ‘সরকারি সভায় কংগ্রেসকে দোষারোপ করা হলো কেন। কেন তাকেও বকাবকি হল?’ মুখ্যসচিবকে তিনি বলেন, এনআরসি নিয়ে রাজ্যে এক জটিল পরিস্থিতি। এমন সময়ে শুক্লবৈদ্য এলাকায় অশান্তি সৃষ্টির উদ্দেশ্যে জনতাকে উসকে দিতে চেয়েছেন।

সরকারি সভার নামে দলীয় জমায়েত হয়েছিল,  বলে উল্লেখ করে জেলা কংগ্রেসের পক্ষ থেকেও এই ব্যাপারে তদন্ত দাবি করা হয়েছে। সাধারণ সম্পাদক পার্থরঞ্জন চক্রবর্তী বলেন, মন্ত্রী ও সাধারণ জনতার জন্য দুই আইন হতে পারে না। ফলে ১৪৪ ধারা ভঙ্গের দরুন মন্ত্রী পরিমল শুক্লবৈদ্যের বিরুদ্ধে প্রয়োজনীয় ব্যবস্থা গ্রহণের আর্জি জানান তাঁরা।

তবে পরিমলবাবুর বক্তব্য, ১৪৪ ধারা জারির পরে তিনি নিজের এলাকায় দুটি সভা করেছেন। প্রথমটি সরকারি সভা। দ্বিতীয়টি দলের কর্মীদের ঘরোয়া সভা। দ্বিতীয়টির জন্য থানা থেকে অনুমতি আদায় করা হয়েছিল।

বিতর্ক অবশ্য প্রথম সভা নিয়ে। এ প্রসঙ্গে পরিমলবাবু সুস্মিতা দেবকে কটাক্ষ করে বলেন, ‘তিনি কি আইন-টাইন জানেন না! সরকারি সভার সঙ্গে ১৪৪ ধারার কী সম্পর্ক।’ তবে কংগ্রেসকে দোষারোপের কথা তিনি স্বীকার করে নেন। মন্ত্রী বলেন, ‘কংগ্রেস আমলে বাংলো নির্মাণ নিয়ে বহু কথা শোনা গেলেও কাজ হয়নি। বিজেপি সরকার তা করে দেখিয়েছে। এ দোষের কী! যা সত্য, তাই বলেছি।’

Section 144 has been violated by Assam Minister Parimal Suklabaidya. In this regard, Silchar MP Sushmita Dev has lodged a complaint with the Chief Secretary. However, Minister Suklabaidya said that he had spoken in an official programme on August 3, which has got no relation with violation of Section 144.

It needs to be noted that TMC leaders were arrested at Silchar on August 2 by the invocation of Section 144. However, on the very next day Parimal Suklabaidya violated Section 144 by attending and delivering a lecture in his own constituency. In her letter addressed to Chief Secretary T.Y.Das, Congress MP Susmita Dev has sought clarification in this regard. She has also raised the issue as to why in that government meeting, Minister Suklabaidya spoke ill of herself and her party. She expressed the view that in the backdrop of prevailing critical situation due to publication of final draft of NRC, such kind of ‘hate speech’ may create an atmosphere of unrest in the locality

In the meanwhile, Cachar District Congress has also alleged that in the name of government function, it was actually a party congregation. Partha Ranjan Chakraborty, General Secretary of District Congress there cannot be two different laws for common people and the ministers. He also urged upon to take disciplinary action against Minister Parimal Suklabaidya for violating Section 144.

In this connection, Parimal Suklabaidya has clarified his stand. He said that after the imposition of Section 144, he has been a part of two meetings in his constituency, of which the first one was a government programme and the second one was an informal meeting of the party workers for which he had already sought permission from local police station.

However, the birth of the dispute centered around the first meeting. Taking a dig at Sushmita Dev, Parimal Suklabaidya said that “Does she have any knowledge on law? What is the relation between government meeting and Section 144?” the minister has but accepted the allegation of speaking ill against Congress party. He said that during the Congress regime, much noise has been made about construction of bungalows but practically no work was accomplished in this regard. But BJP has done the work and so whatever he said in that meeting was based on facts.
