Review meeting held for flood preparedness in Cachar

ওয়েটুবরাক, ১৪জুন: কাছাড় জেলায় বন্যা দেখা দিলে দুর্গতদের আশ্রয়ের জন্য ১০৪টি ত্রাণ কেন্দ্রকে মডেল ত্রাণকেন্দ্র হিসেবে রূপান্তরিত করার প্রশাসনিক প্রস্তুতি শুরু হয়েছে। আজ সোমবার শিলচরে এ ব্যাপারে এক সভা অনুষ্ঠিত হয়। জেলা বিপর্যয় মোকাবিলা কর্তৃপক্ষের চিফ এক্সিকিউটিভ অফিসার জেআর লালসিম এতে  পৌরহিত্য করেন৷ সভায় রাজ্য বিপর্যয় মোকাবিলা কর্তৃপক্ষের দুই কর্মকর্তা রাজেশ দত্ত এবং শারিক রহমান সহ জেলার সব সার্কেল অফিসার এবং সংশ্লিষ্ট বিভাগগুলির জেলা স্তরের  প্রধানরা  উপস্থিত ছিলেন৷ বন্যাদুর্গতদের আশ্রয়ে ত্রাণশিবির পরিচালনার ব্যবস্থা নিয়েই তাঁরা আলোচনা করেন।

সভায় জানানো হয়, আশ্রিত ত্রাণশিবিরগুলিতে প্রথমে তিনদিন রান্না করা খাবার দেওয়া হবে। এরপরে সরকারি নির্দেশিকা অনুসারে ত্রাণ তুলে দেওয়া হবে। দুর্গতদের উদ্ধারের জন্য প্রয়োজনীয় ইঞ্জিনচালিত নৌকা হাতের কাছে রয়েছে।এছাড়া এনডিআরএফ বাহিনীর জওয়ানরা উদ্ধার অভিযানের জন্য প্রস্তুত রয়েছেন।প্রয়োজনীয় ওষুধপত্র নিয়েও চিন্তার কিছু নেই। কোভিড বিধি মেনে ত্রাণশিবিরগুলি পরিচালনা করতেও সভায় সব বিভাগকে জানিয়ে দেওয়া হয়। পাওয়ারপয়েন্ট প্রেজেন্টেশনের মাধ্যমে জেলার ট্রান্সলেট পরিচালন ব্যবস্থা তুলে ধরেন ডিজাস্টার ম্যানেজমেন্ট-এর ডিপিও শামীম আহমেদ লস্কর। পরে বিভাগীয় প্রধানরা প্রস্তাবিত মডেল ত্রাণশিবির গুলি পরিদর্শন করেন বলে জেলা জনসংযোগ জানিয়েছে।

June 14: A meeting was held to review the flood situation in Cachar District at the Conference Hall of Circuit House, Silchar on Monday. The meeting was conducted by the District Disaster Management Authority (DDMA) under the aegis of District Administration Cachar. Nodal Officers from Assam State Disaster Management Authority, Guwahati Rajesh Dutta, Engineering Consultant (EG Risk Management), Assam State Disaster Management Authority, Govt. of Assam & Syed Sarik Rahman, PO(DM), Urban Development Department, Govt. of Assam took part in the discussion.

The meeting was presided over by J.R Lalsim, Chief Executive Officer, District Disaster Management Authority, Cachar. All Circle Officers, Cachar; DPO, DDMA, Cachar; all Heads of Line Departments, Inspector, NDRF & all Field Officers (Disaster Management) were also present in the meeting. A presentation from DDMA, Cachar on the preparedness activities taken up by Cachar District was discussed in the meeting. Apart from flood various aspects related to COVID were also discussed in the meeting.

A presentation regarding the implementation of Model Relief Camp Management was undertaken by Rajesh Dutta, Engg. Consultant (EG Risk Management), Assam State Disaster Management Authority, Govt. of Assam.
A threadbare discussion was held with all Circle Officers and Heads of Line Departments on Flood Management and Relief Camp Management as per directions already given by Chief Minister, Assam.

Emphasis was also given on setting up of Relief Camps if required concentrating on COVID Protocols like space management i.e 7 sq. m for a person/family, setting up of Help Desk, Medical Room, hand washing facility, separate washrooms for male & female, breast feeding zone, etc. It was suggested to check the temperature of the inmates and masks and sanitizers are to be distributed to all inmates, sanitary napkins should be provided, Child Friendly Spaces should be activated, etc. Cooked food to be distributed to the inmates on the first three days of the camp was also discussed.

Role of each and every line department was clearly briefed and directions were given to them to visit the designated relief camps of the district and inspect whether amenities related to their department are in place.
J.R Lalsim ,chief executive officer , Disaster management authority Cachar requested all the concerned Heads of Department to co-ordinate whole-heartedly during the ensuing flood seasons.

A field visit was also undertaken at the pre-identified Relief Camps i.e Niranjan Paul Institute, Silchar; Satarkandi LPS, M. M Balika Vidyaniketan & Bam Vidyapith High School, Silchar. The Nodal Officers from ASDMA, Govt. of Assam interacted with all the Head Teachers & Nodal Teachers(Disaster Management) of these schools and shared a video regarding setting up of Model Relief Camps. Discussions was also undertaken on the roles and responsibilities of the school authorities during Relief Camp Management.

At Satarkandi LPS an interaction session was conducted with AAPDA Mitra & Protirodhi Bondhu Volunteers of Cachar. They were motivated about their participation during any sort of disaster and specifically during Relief Camp Management to help DDM, Cachar face any sort of emergency smoothly without facing any hurdle. Status of all the ongoing schemes under Water Resource Department were discussed with the Executive Engineer, Water Resource Department and subsequently a field visit was carried out at the ongoing scheme at Nagdirgram, Sonai. Instructions were given to complete the ongoing schemes at the earliest possible. On the evening a visit has been planned to the Moisa Beel, Silchar pertaining to discussions with regard to Urban Flood and related aspects.
