রেজিস্ট্রার সঞ্জীব ভট্টাচার্য সাসপেন্ড

৪ অক্টোবরঃ আসাম বিশ্ববিদ্যালয়ের রেজিস্ট্রার ড. সঞ্জীব ভট্টাচার্যকে চাকরি থেকে সাসপেন্ড করা হয়েছে। শুক্রবার বিকেলে এই নির্দেশ জারি করেন উপাচার্য অধ্যাপক দিলীপচন্দ্র নাথ। ই-মেলে ড. ভট্টাচার্যকে তিনি বিশ্ববিদ্যালয়ের সিদ্ধান্তের কথা জানিয়ে দিয়েছেন। কিছুদিন ধরেই ড. ভট্টাচার্য ছুটিতে ছিলেন। তাঁর জায়গায় দায়িত্বে রয়েছেন জয়েন্ট রেজিস্ট্রার (অ্যাডমিনিস্ট্রেশন) ড. প্রদোষকিরণ নাথ। এখন তিনিই অস্থায়ীভাবে রেজিস্ট্রারের কাজ চালিয়ে যাবেন। এই নির্দেশ জারি করেই উপাচার্য অধ্যাপক নাথ ছুটিতে চলে যান। দায়িত্ব দিয়ে যান অধ্যাপক সুমানস দত্তকে।

সুমানসবাবু জানিয়েছেন, তিনিও তাঁর ই-মেলে সাসপেনশন অর্ডারটি পেয়েছেন। তাতে লেখা রয়েছে, সিসিএস রুলের ১০ (১) ধারা অনুসারে তার বিরুদ্ধে এই শাস্তিমূলক ব্যবস্থা নেওয়া হয়েছে। এই ধারায় মূলত কারও বিরুদ্ধে কোনও অভিযোগের প্রেক্ষিতে তদন্ত কমিটি গঠিত হলে এবং ওই কমিটি তাঁকে দোষী বলে মনে করলে কেন্দ্রীয় সরকারের সংশ্লিষ্ট কর্মচারীকে সাসপেনশনে পাঠানো হয়। সঞ্জীববাবুর বিরুদ্ধে কী কী অভিযোগ, তা চার্জশিটেই জানা যাবে বলে শুনিয়েছেন ভারপ্রাপ্ত উপাচার্য।

এবিভিপির প্রাক্তন প্রান্ত সভাপতি সঞ্জীববাবুর সাসপেনসনের সংবাদে বিশ্ববিদ্যালয় ছাত্র সংসদ সন্তোষ প্রকাশ করেছে। সাধারণ সম্পাদক দেবপ্রতীম সাহা সোশ্যাল মিডিয়ায় মন্তব্য করেন, তাদের দীর্ঘ সংগ্রামেরই ফসল এই সাসপেনশন। রেজিস্ট্রার হিসেবে ড. ভট্টাচার্যের প্রশাসনিক ব্যর্থতায় বিশ্ববিদ্যালয়ে দুর্নীতি ব্যাপকভাবে মাথাচাড়া দিয়েছে। আর্থিক দুর্নীতিতে তিনি নিজেও জড়িত কিনা, প্রশ্ন তুলে দিয়েছে ছাত্র  সংসদ। দুর্নীতির বিরুদ্ধে লড়াইয়ে একে তাদের প্রথম জয় বলে উল্লেখ করে দেবপ্রতীম বলেন, এ বার একে একে সব দুর্নীতিগ্রস্তদের বিরুদ্ধে সরব হবেন তারা।

এ দিকে, ড. ভট্টাচার্যের সাসপেনশন ঘিরে শিক্ষকদের একাংশের মধ্যে ক্ষোভ বিরাজ করছে। তাদের বক্তব্য, অধ্যাপক দেবাশিস ভট্টাচার্যকে চিফ ভিজিল্যান্স অফিসার করে সঞ্জীববাবুর বিরুদ্ধে আনা অভিযোগগুলো তদন্তের দায়িত্ব দেওয়া হয়েছিল। কিন্তু দেবাশিসবাবু তাঁর রিপোর্টে কোথাও এমন ব্যবস্থা গ্রহণের সুপারিশ করেননি। তাঁরা অধ্যাপক সুমানস দত্তের ভারপ্রাপ্ত উপাচার্য হওয়া নিয়েও প্রশ্ন তুলেছেন। তাঁদের বক্তব্য, বরিষ্ঠতম অধ্যাপককেই ভারপ্রাপ্ত উপাচার্য করা হয়। কিন্তু সুমানসবাবুর চেয়ে বরিষ্ঠতর অধ্যাপক অনেকে রয়েছেন।

ড. সঞ্জীব ভট্টাচার্য অবশ্য ফোন তোলেননি। ফলে তাঁর প্রতিক্রিয়া জানা যায়নি।

October 4: Sanjib Bhattacharjee, Registrar of Assam University, Silchar was suspended from his service. On Friday evening, the suspension order was issued by Prof. Dili Chandra Nath, Vice Chancellor of Assam University, Silchar. This was also conveyed to Dr. Sanjib Bhattacharjee via email who is presently on leave. Dr. Bhattacharjee is on leave since the last few days. In his place, Dr. Prodush Kiran Nath is officiating as the Registrar in-charge. It was learnt that at present Dr. Nath will continue as the interim Register till any new arrangement is made. After issuing the suspension order, the Vice Chancellor went on leave giving charge to Prof. Sumanash Dutta.

Meanwhile, as per a source, Prof. Sumanash Dutta is 34th in rank in terms of seniority. There are 33 Professors who are at present senior than Prof. Dutta. Superseding all of them , the Vice Chancellor handed over charge to Prof. Dutta to act in his absence.

Speaking to newsman, Prof. Sumanash Dutta informed that he has also got the suspension order in his email wherein it was stated that as per CCS Rule No. 10(1), the decision of suspension was taken. However, this particular section of the CCS rule states that if there is any specific allegation against any employee than an enquiry committee is formed and if the enquiry committee finds substantial evidence against the accused only than he/she can be served suspension order. Prof. Dutta, however, added that the allegations against Dr. Sanjib Bhattacharjee can be known only when the charge-sheet is made.

The Students’ Union of Assam University has expressed satisfaction at the suspension of Dr. Sanjib Bhattacharjee. In a social media post, Debaprotim Saha, General Secretary of the Students’ Union said that the suspension is a result of their continuous struggle. He mentioned that the failure of the Registrar in disbursing his duties properly resulted in mass corruption.

Dr. Sanjib Bhattacharjee, however, did not receive telephone and so his opinion could not be known.
