ফিরে আসা শ্রমিকদের দ্রুত জবকার্ড তৈরি করে কাজ দিতে বললেন নবকুমার

১৫ জুনঃ করোনা সংক্রমণ ও লকডাউনের জেরে বিভিন্ন রাজ্য থেকে ফিরে আসা শ্রমিকদের দ্রুত কাজ দিতে বললেন আসামের পঞ্চায়েত ও গ্রামোন্নয়ন মন্ত্রী নবকুমার দোলে। কেন্দ্রীয় সরকার যে বিষয়টিতে অত্যন্ত গুরুত্ব দিচ্ছে, সে কথা তিনি বিভাগীয় অফিসারদের মনে করিয়ে দেন। নবকুমার বলেন, তাদের কাজের জন্য অর্থের কোনও সমস্যা হবে না। এমনিতেও বহু প্রকল্পে অর্থ পড়ে রয়েছে, কাজ হচ্ছে না। তিনি দ্রুত সমস্ত কাজ শেষ করতে নির্দেশ দেন।

মন্ত্রী দোলে এ দিন পঞ্চায়েত ও গ্রামোন্নয়ন বিভাগের আধিকারিকদের বৈঠকে ডেকে কাজকর্মের পর্যালোচনা করেন। অনেক ক্ষেত্রেই মন্ত্রী অসন্তোষ প্রকাশ করেন। তিনমাস পরে তিনি আবার আসবেন। আরেকটা পর্যালোচনা বৈঠক করবেন বলে সবাইকে সতর্ক করে দেন।

ফিরে আসা শ্রমিকদের কাজে লাগানোর বিষয়টিকে অত্যন্ত গুরুত্ব দিয়ে দোলে অফিসারদের বলে দেন, শুধু জবকার্ডের জন্য আবেদনকারীদের কাজ দিয়েই দায়িত্ব শেষ হতে পারে না। তিনি গ্রামবাসীর মধ্যে সচেতনতা সৃষ্টি করতে নির্দেশ দেন। বলেন, তারা কী কী সরকারি সুযোগসুবিধা পেতে পারেন, অফিসারদের সেগুলি বুঝিয়ে বলতে হবে। সরকারি সুবিধে পেতে পারেন, এমন কোনও মানুষ যেন সুবিধা প্রাপ্তি থেকে বঞ্চিত না হন, স্পষ্ট হুঁশিয়ারি নবকুমারের। মজুরির ব্যাপারে বেশ কড়া মনোভাব প্রকাশ করেন তিনি। বলেন, কাজ শুরুর ১৫ দিনের মধ্যে মজুরি মিটিয়ে দিতে হবে।  নির্ধারিত সময়ের মধ্যে মজুরি না দিলে সংশ্লিষ্ট অফিসার-কর্মীর বেতন কাটা যাবে।

June 15: The overall development of the state is possible only if the overall development of the village is possible. In this case, the responsibility and importance of the Panchayat and Rural Development Department is immense so the MGNREGA project should be implemented in a very planned and effective manner along with other projects to strengthen the state’s economic infrastructure.  The Minister for Panchayat and Rural Development, Naba Kumar Doley said this while addressing a review meeting held on Monday at Banga Bhavan Auditorium in Silchar to review the progress of Cachar district rural development work.

He said that people who are unemployed in the present rural areas should be prepared for employment through MGNREGA and arrangements should be made to provide jobs to the aspirants by creating job awareness among the people.  He directed that the steps taken by the department to collect information from the people who have already returned to their respective villages from different places have been completed and they should be engaged in MGNREGA, PMYG and 14th Finance Commission as per their convenience. He also directed the Chief Executive Officer of the Zachar Zila Parshid and Deputy Commissioner Cachar to supervise the process in this regard. He directed to take steps to ensure 50 percent participation of women in MGNREGA work. He also directed to complete the projects already under MGNERAGA within next one month.

Minister Doley directed to complete the bank account examination process of the beneficiaries in the coming days along with ensuring timely payment of wages. He warned that if the wages are not paid on time, the officers and employees will have to be pay from their salaries as compensation.  In order to ensure payment of these wages within the next 15 days, the Minister directed to comply with the 65% and 60% ratio of natural resource management and agro-based projects in taking up the project so that there would be no difficulty in obtaining capital from Government of India for procurement of the materials.

Discussion was also held as regards the work done by the department on other projects such as, Prime Minister Housing Scheme, Grameen PMYG, State Social Assistance Project, NHAP, Fourteenth Circular Commission, Panchayat’s own revenue collection system, Assam State Livelihood Campaign, AHRLM’s works.

In  the meeting, Dr. J.B Ekka presented detailed information about the implementation of rural development projects in the district. On the basis of this, the Minister directed  to complete the implementation of various projects as soon as possible. He also has set the  time to complete the unfinished works.  He directed the Deputy Commissioner to take steps to provide land to the landless by completing the necessary formalities within the next two months. He also directed to pay 95 days wages to the beneficiaries under MGNERAGA within next 15 days.

On the other hand, the panchayat of the district has taken a fruitful project under the 14th Circular Commission and directed to make full use of this capital within the next three months. Meanwhile, the Minister directed the District Appropriate and Chief Executive Officer to open the remaining bank accounts of the SHGs under ASRLM and directed all the village panchayats to immediately implement the instructions already given for the purchase of 2000 masks.

The meeting was attended by Forest , environment,Fishery & Excise Minister Parimal Shuklavaidya, MP, Silchar, Dr Rajdeep Roy, Deputy Speaker Assam Legislative Assembly, Aminul Haque Laskar and all the MLAs of the district,  President Cachar Zila Parshid Amitabh Rai,  Deputy Commissioner, Cachar  Keerthi Jalli, CEO of Cachar Zilla Parishad  Dipshikha Dey.
