Non-Mizos harassed in Mizoram in the name of NRC
মিজোরামে এ বার এন আরসি জুজু, নথি না থাকলে দড়ি দিয়ে বেঁধে মারধর

এন আরসি-র নামে এ বার অগ্নিগর্ভ হয়ে উঠছে মিজোরাম। মণিপুর ও মেঘালয়ের পর এনআরসি চেকিংয়ের নামে মিজোরামেও শুরু হল অমিজো হয়রানি। বৃহষ্পতিবার রাত থেকে আইজলের বিভিন্ন স্থানে দুটি মিজো সংগঠন ওয়াইএমএ ও এমজেডপি অমিজো লোকদের আটকে এনআরসির নথি চেকিংয়ে নেমে পড়ে। এমনকি নথি না থাকলে দড়ি দিয়ে বেঁধে মারধর করারও খবর পাওয়া গেছে। এতে খুব স্বাভাবিকভাবেই নতুন করে আতঙ্কের সৃষ্টি হয়েছে। এ পর্যন্ত কয়েক হাজার অমিজোকে হেনস্থা করা হয়েছে বলে জানা গেছে।

একটি সূত্রে জানা গেছে, বৃহষ্পতিবার রাত থেকে শুরু হওয়া চেকিং শুক্রবার পুরো দমে চলেছে।এমজেডপি ও ওয়াইএমএ-র ক্যাডাররা কয়েকটি দলে ভাগ হয়ে আইজলের বঙ্কন, জারকট, চাতলাং, কাতলা, বড়বাজার, মিশন ভেঙ ও জেমাবউক এলাকায় এনআরসি পরীক্ষা শুরু করে। এমনকি রাস্তা, দোকান বা জনবহুল স্থান থেকে অমিজোদের আটক করে এনআরসি ও ইনার লাইন পারমিটের নথিপত্র চেকিং করা হয়। এক অমিজো বাসিন্দা অভিযোগ করেন, তার ইনার লাইনের কাগজপত্র থাকলেও এনআরসি ছিল না। কিন্তু মিজো সংগঠনের ক্যাডাররা তার সঙ্গে থাকা নথি কেড়ে নিয়েছে। এরপর তাদের লাইনে দাঁড় করিয়ে দড়ি দিয়ে বেঁধে নিয়ে যাওয়া হয় এমজেডপি ও ওয়াইএমএ কার্যালয়ে। জনৈক ব্যক্তি বলেন, ক্যাডারদের বার বার বলা হয়েছে যে, এনআরসির চূড়ান্ত তালিকা এখনও প্রকাশ হয় নি। কিন্তু এতে কেউ কর্ণপাত করেনি। যে তাদের বোঝাতে গেছেন, তাকেই মারধর করা হয়েছে। এরপর নথি ছাড়া অমিজোদের তুলে দেওয়া হয় মিজোরাম পুলিশের হাতে।

এদিকে, মিজো সংগঠনগুলি তাদের কাছ থেকে ইনারলাইন পারমিটের কাগজপত্র কেড়ে নেওয়ায় মিজোরাম পুলিশ নথি না থাকার জন্য দোষী সাব্যস্ত করেছে।

অন্যদিকে উগ্র মিজো সংগঠনগুলির এনআরসি চেকিংয়ের কড়া সমালোচনা করে নন মিজো প্রটেকশন ফোরামের পক্ষ থেকে বলা হয়, মিজোরামে উগ্র মিজো সংগঠনগুলো নানা অজুহাতে প্রায় সময়ই অমিজোদের হয়রানি করছে।ইনারলাইন পারমিট চেকিং, চাঁদার নামে জুলুমবাজি ও মারপিট নতুন কিছু নয়। কচুরতল সংঘর্ষে ক্ষতিপূরনের নামেও কিছুদিন আগে এমজেডপি অমিজোদের কাছ থেকে মোটা অঙ্কের চাঁদা সংগ্রহ করেছে। অমিজো হয়রানির তালিকায় এ বার নতুন যোগ হয়েছে এনআরসি চেকিং। মিজো সংস্থা গুলির সমান্তরাল প্রশাসন কায়েমের বিরুদ্ধে ধিক্কার জানিয়ে ফোরামের পক্ষ থেকে বলা হয়, তাদের এ ধরনের আচরনে বরাকে বিরূপ প্রতিক্রিয়ার সৃষ্টি হয়েছে।

After Meghalaya and Manipur, it’s now the turn of Mizoram where the atmosphere has become surcharged in the name of checking National Register of Citizens (NRC) credentials. The targets of course are the non-Mizos. Since Thursday night, two Mizo organizations- YMA and MJDP have resorted to checking NRC related documents in various places of Aizawl. This has naturally created a tense atmosphere there. Till now, thousands of non-Mizos were harassed.

Sources revealed that the checking which started on Thursday night intensified during Friday. The YMA and MJDP cadres have formed themselves into a number of groups and were checking NRC documents in places like Jarkot, Kathla, Bankwon,Chatlang, Borobazar, Mission Bheng and Jemabauk areas of Aizawl. Even the non-Mizos were called from inside the shops, markets and roads and asked to show their NRC & Inner line permits.

A non-Mizo resident has complained that though he had Inner Line Permit, but was not in the possession of NRC. The cadres of the Mizo organizations then snatched away all his documents. All non-Mizos without NRC documents were then made to stand in a line. They were then tied with a long rope and were taken to the offices of YMA and MJDP. Further, those non-Mizos who gathered courage and argued that the final list of NRC was still not published were physically assaulted by the YMA and MJDP cadres. These people were then handed over to Mizoram Police.

As the Inner Line Permits (ILP) of these people were already seized by the YMA and MJDP cadres, they failed to produce their ILPs to the police. In the absence of ILP, police arrested them on the ground of entering Mizoram illegally and filed case against them.

On the other hand, ‘Non-Mizo Protection Forum’ has alleged that harassing the non-Mizos in the name of checking ILPs, collecting subscription by force and physical abuse is not a new thing. It has, as if, become a hobby of the Mizo organizations to harass the non-Mizos on any pretext. A few days ago, MJDP in the name of collecting compensation for clashes at Kachurtal, collected a huge amount of donation from non-Mizos.
