No slogans or criticism of Chair’s ruling, says Rajya Sabha bulletin

way2barak, November 26: Ahead of the winter session, a Rajya Sabha bulletin reminded the members of Parliament about decorum by stating that rulings from the Chair should not be criticised either inside or outside the House and that no slogans, including ‘Jai Hind’ or ‘Vande Mataram’, should be used.

“Rulings are given by the Chair according to precedents of the House, and where there is no precedent, the usual parliamentary practice is followed. Rulings given by the Chair should not be criticised directly or indirectly inside or outside the House,” the bulletin read.

Additionally, it stated that “the decorum and the seriousness of the proceedings of the House require that there should be no ‘Thanks’, ‘Thank You,’ ‘Jai Hind,’ ‘Vande Mataram,’ or any other slogans raised in the House,” citing Parliamentary Customs and Conventions.

Issued on Monday, the Parliamentary bulletin also reminded MPs that producing exhibits on the floor is not permitted and that it is considered a breach of etiquette to criticise another lawmaker or minister and then be absent for their reply.
