No more ‘D Voters’ notice till NRC process is over

২৭ অক্টোবর : রাজ্যে নতুন করে ডি নোটিশ বন্ধের নির্দেশ দিয়েছে সর্বানন্দ সনোয়াল নেতৃত্বাধীন বিজেপি সরকার। শুক্রবার আসাম বিধানসভার অধ্যক্ষ হিতেন্দ্রনাথ গোস্বামীর আহবানে সর্বদলীয় বৈঠকে এই সিদ্ধান্ত নেওয়ার পর সরকারের পক্ষে তা জানিয়েছেন পরিষদীয় মন্ত্রী চন্দ্রমোহন পাটোয়ারি।

গত কিছুদিন থেকেই আসামের মানুষকে তাড়া করছে ডি ভোটার আতঙ্ক। বিশেষ করে বাঙালিদের কাছে এই আতঙ্ক মারাত্মক আকার ধারণ করেছে। কিন্তু শুক্রবার এই অধ্যায়ে এক নতুন মাত্রা যোগ হলো। খুব স্বাভাবিকভাবেই এর মাধ্যমে অনেকটা স্বস্তিতে কাটাবেন আতঙ্কগ্রস্ত নাগরিকরা।

শুক্রবার অধ্যক্ষের আহবানে এই সর্বদলীয় সভায় বিভিন্ন রাজনৈতিক দলের সদস্যদের সঙ্গে হাজির ছিলেন চন্দ্রমোহন পাটোয়ারি ও দেবব্রত শইকিয়া। জানা গেছে, এই বৈঠকে সবার আলোচনার বড় অংশ জুড়ে ছিল ডি ভোটার। পরে সংবাদ মাধ্যমের সঙ্গে কথা বলতে গিয়ে বিধানসভার বিরোধী দলনেতা দেবব্রত শইকিয়া বলেন, কংগ্রেস বিধায়ক শেরমান আলি বিধানসভায় ডি ভোটার ইস্যুটি তুলেছিলেন। তিনি বলেন, সেই সূত্র ধরেই এই ইস্যুটি তাদের আলোচনায় বিশেষ গুরুত্ব পেয়েছে।

জানা গেছে, এই আলোচনায় শাসক দল সহ বিভিন্ন রাজনৈতিক দলের নেতারাও নাগরিকপঞ্জি নবায়নের সময় ডি ভোটার নোটিশ বন্ধের পক্ষে নিজেদের মতামত ব্যক্ত করেছেন। এর প্রেক্ষিতেই রাজ্য সরকার শুক্রবার সীমান্ত পুলিশকে নির্দেশ দিয়েছে, রাজ্যে নাগরিকপঞ্জি নবায়ন প্রক্রিয়া শেষ না হওয়া পর্যন্ত কাউকে ডি ভোটার নোটিশ দেওয়া যাবে না।

এ দিনের আলোচনায় আরেকটি গুরুত্বপূর্ণ ইস্যুও উঠে এসেছে। নাগরিকপঞ্জিতে তাদের নাম অন্তর্ভুক্ত করতে হবে যারা আদালতে ভারতীয় নাগরিকত্বের প্রমাণ দিয়েছেন। এ ব্যাপারে রাজ্য নির্বাচনী বিভাগ সরকারের কাছে সেই তালিকাটি চেয়েছে, যাদের আদালত ভারতীয় নাগরিক হিসেবে ঘোষণা করেছে। তাছাড়া ডি ভোটার হিসেবে যারা বর্তমানে ডিটেনশন ক্যাম্পে রয়েছেন, তাদের প্রতি মানবিক দিক দিয়ে আচরণ করার ব্যাপারেও এ দিন আলোচনা হয়েছে।

কিন্তু বর্তমান যে বিষয়টি সবার আলোচনার কেন্দ্রবিন্দুতে তা হল, সুপ্রিম কোর্ট কবে পর্যন্ত নাগরিকপঞ্জি নবায়নের কাজটি সম্পূর্ণ করবে তা কারোর জানা নেই। তবে এই প্রক্রিয়া চলা পর্যন্ত কাউকে ডি ভোটার নোটিশ না পাঠানোর যে সিদ্ধান্ত সরকার নিয়েছে, তাতে অনেকের মধ্যেই স্বস্তি ফিরে এসেছে।

October 27: The issue of D-Voter has been a cause of trauma now for the people of Assam and especially for the Bengali community it’s nothing less than a ‘nightmare.’ However, surprising all, a new twist was added to the tale of D Voters on Friday. If the decision arrived in an all party meeting convened at the chamber of the Assam Legislative Assembly Speaker Hitendra Nath Goswami in Guwahati is followed by the state government in letter and spirit, then it would definitely provide a huge sign of relief for the people.

An all party meeting was convened by the Speaker of the state Assembly Hitendra Nath Goswami on Friday. Besides leader of all political parties, the meeting was also attended by Chandramohan Patowary and Debabrata Saikia. Sources have revealed that the issue of D Voters occupied the centre stage of the discussion. Later on, speaking to a News channel, Leader of the Opposition Debabrata Saikia said that Congress legislator Sherman Ali had raised the issue of ‘D’ voter during a debate in the Assembly. He said that as a follow up, this issue got prime importance in their discussion.

It has been learnt that the leaders of the various political parties including the ruling party has agreed to stop issuing ‘D’ voter notice during the updating process of NRC. In this regard, Assam Government on Friday has asked the Border Police not to issue ‘D’ voter notice to anybody till the process of updating the National Register of Citizens in the state is finally over.

Apart from this, another important issue that came up for discussion was to include names of those ‘D’ voters who have already proved their identity as Indians in the court. In this regard, the State Election Department has sought the list of those whose names have been cleared by the court from the government. Discussion was also held regarding providing just and humane treatment to those who are lodged in the Detention Camps.

As of now, none knows exactly when the Supreme Court monitored process of updating the National Register of Citizens would be finally complete in all respects. However, the decision of the government of not issuing ‘D’ voters notice in the meantime will prove to be a panacea for many.
