way2barak, August 6 : -“Lok Kalyan Divas is not just a symbolic day, but a call to serve the people with sincerity and purpose,” said Mridul Yadav, District Commissioner of Cachar, in his keynote address as the chief guest at the district-level celebration of Lok Kalyan Divas, held at the new conference hall of the DC’s office on Tuesday morning.

In his elaborate speech, DC Yadav emphasized that Lok Kalyan Divas is a day that reaffirms the administration’s fundamental mission public welfare above all. He described the day as a solemn reminder of the government’s unwavering resolve to uplift the marginalized, empower the voiceless, and deliver inclusive development to the last mile of society. “Public service is not a profession, it is a commitment, a calling to improve the lives of others through honest work, accountability, and compassion,” he said, urging all officers and employees present to rededicate themselves to the ideals of empathy-driven governance.

DC Yadav also spoke in detail about the Assam Government’s guidelines for selecting recipients of the Lok Sewa Puraskar, adding that the recognition goes beyond awards, it symbolizes trust, reliability, and consistent devotion to duty. He congratulated the awardees and lauded them for being role models within the administrative machinery, reminding the gathering that silent service often carries the deepest impact.

He further called upon every department and functionary to adopt a proactive approach to governance, especially in addressing grievances, ensuring transparency, and fostering inclusive progress. “Our challenge is not just to administer, but to inspire faith in administration,” he added, drawing attention to the need for sensitivity and efficiency in all spheres of government work.

Earlier in the programme, Additional District Commissioner Shri Hemanga Nobis, in his welcome speech, delved into the historical and moral significance of Lok Kalyan Divas. Reflecting on the towering personality of Lokapriya Gopinath Bordoloi, ADC Nobis said that Bordoloi was not just a statesman but the very embodiment of public welfare and selfless service. Born in 1890, Gopinath Bordoloi was a barrister by training but chose a life of sacrifice for the nation. He played a pivotal role during India’s freedom movement and later, as the first Chief Minister of Assam, he stood firm in preserving the territorial integrity and cultural identity of the state during the tumultuous years of Partition.

ADC Nobis spoke about how Bordoloi, often working against great odds, resisted the grouping of Assam with East Pakistan and instead, ensured that Assam remained an integral part of the Indian Union. He highlighted Bordoloi’s deep connection with the grassroots and his relentless pursuit of justice, harmony, and development for all communities. “His life reminds us that true leadership lies in standing for people’s rights, often silently but steadfastly,” ADC Nobis added.

To further acquaint the audience with the life and contributions of this legendary figure, a short documentary film on Lokapriya Gopinath Bordoloi was also screened during the programme. The film vividly portrayed key milestones in Bordoloi’s political journey, his vision for a united Assam, and his lasting influence on the state’s administrative and cultural ethos.

The event also featured the conferring of the prestigious Lok Sewa Puraskar, presented at the district level to outstanding non-gazetted staff of the DC’s establishment. This year, the recipients included Senior District Administrative Assistant Bikramjit Chakraborty, Tushar Kanti Dey, and Duftry Ananda Das, alongside Joint Director of Health staff Hemanga Boro. The award, instituted by the Governor of Assam, carries a cash citation of ₹25,000 and a one-year extension in service, honoring their exemplary dedication to public service.

In his brief but heartfelt remarks, awardee Bikramjit Chakraborty expressed his gratitude and said, “This recognition motivates us to work harder and remain devoted to the people we serve.” Tushar Dey echoed the sentiment, saying, “It is an honor to be recognized on a day that celebrates public welfare. We will strive to uphold these values in our daily responsibilities.Other awardees, Ananda Das and Hemanga Boro also spoke on the occasion. The event was also attended by Assistant Commissioner cum incharge Deputy Director of Information & Public Relations Barak valley Zone Silchar, Smt Deepa Das.
