JPC indecisive, Chairman seeks written reply from 3 ministries

২৩ অক্টোবরঃ কোনও সিদ্ধান্ত হলো না নাগরিকত্ব সংশোধনী বিল সংক্রান্ত যৌথ সংসদীয় কমিটির বৈঠকে। প্রতিবেদন কবে নাগাদ পেশ করা হবে বা আদৌ পেশ করা হবে কিনা, অধরাই রইল সে-সব প্রশ্ন। চেয়ারম্যান রাজেন্দ্র আগরওয়াল শুধু জানিয়ে রাখেন, সরকার শীতকালীন অধিবেশনেই বিলটি সংসদে আনতে চাইছে।

মঙ্গলবারের জেপিসি বৈঠকে কেন্দ্রীয় স্বরাষ্ট্র মন্ত্রক, আইন মন্ত্রক ও বিদেশ মন্ত্রকের প্রতিনিধিকে ডেকে আনা হয়। নানা ইস্যুতে বিরোধী সদস্যরা চেয়ারম্যান রাজেন্দ্র আগরওয়ালকে চেপে ধরলে তিনি মন্ত্রকের প্রতিনিধিদের উত্থাপিত প্রশ্নের লিখিত জবাব দেওয়ার জন্য নির্দেশ দেন। সে জন্য ৭ দিন সময় বেঁধে দেন তাঁদের। তবে এ-দিন প্রাথমিক সিদ্ধান্ত হয়, অসমে যৌথ সংসদীয় কমিটি এই ইস্যুতে এখনই আর যাচ্ছে না। রাজ্যের দুই কংগ্রেস সাংসদ ভুবনেশ্বর কলিতা ও সুস্মিতা দেব উপস্থিত থাকলেও দুই বিজেপি সাংসদ রমেন ডেকা ও কামাখ্যা প্রসাদ তাসা গরহাজির ছিলেন। ভুবনেশ্বর কলিতা বলেন, আর অসমে যাওয়ার সময় না থাকলে এই রাজ্যকে বাদ দিয়ে বিল পেশ করা হোক। এ দিন সিপিএম সাংসদ মোহম্মদ সেলিমও মুখর ছিলেন। বেরিয়েই তিনি ক্ষোভ ঝেড়ে বলেন, সরকারের উদ্দেশ্যটা ভালো নয়। সুস্মিতা দেবের বক্তব্য, অহেতুক আমাদের সময় নষ্ট করা হচ্ছে।

October 24: The Joint Parliamentary Committee (JPC) failed to arrive at any unanimous decision regarding Citizenship (Amendment) Bill, 2016. When will the JPC submit its report? Will the JPC at all submit its report? These and many other questions still remained unanswered. Rajendra Agarwal, Chairman of the JPC informed that the government is willing to bring the bill during the winter session of the parliament.

On Tuesday, the meeting of JPC could not arrive at any substantive decision. Representatives of three ministries-Home, Defence and Law were called in that meeting. When the opposition members pressed hard Rajendra Agarwal, Chairman of the JPC with a bunch of questions he had no specific reply. As such, he directed the representatives of the ministries to provide written reply to these questions. They were given 7 days time for this purpose.

However, it was decided that the JPC would not be vising Assam as of now. At the beginning of the meeting on Tuesday, Salim Mohammad, Sushmita Dev, Bhubaneshwar Kalita and others wanted to know from the Chairman of JPC the intention of the government as regards the fate of Citizenship (Amendment) Bill, 2016. Later on a number of questions were also raised. Bhubaneshwar Kalita said that if the JPC had no time to visit Assam then let the bill be placed in the parliament excluding the state of Assam.

After coming out of the meeting, CPM MP Mohammad Salim said in a frustrating mood that the intention of the government is not good. MP Sushmita Dev said that it was unnecessary wastage of time. Surprisingly, the meeting was not attended by two BJP MPs Ramen Deka and Kamakhya Prasad Tasha who are also the members of the committee.
