৪ জানুয়ারি : প্রথমে বরাকের মানুষকে বাংলায় সম্ভাষণ, তারপরেই এন আর সি নিয়ে অভয়বাণী। দলের হয়ে ভোটের প্রচার শুরু করতে এসে মোক্ষম চাল দিলেন প্রধানমন্ত্রী নরেন্দ্র মোদি। খুব স্বাভাবিকভাবেই বরাকের মানুষ দু হাত তুলে প্রধানমন্ত্রীকে প্রতি নমস্কার জানালেন।

শুক্রবার নরেন্দ্র মোদি শহর লাগোয়া রামনগরে বিজেপির বিজয় সংকল্প সমাবেশে ভাষণ দেন। ২০১৯ লোকসভা নির্বাচনের আগে দলের প্রচার এখান থেকেই শুরু করেছেন তিনি। ভাষণ দিতে গিয়ে বলেন, দেশভাগের সময় এখানকার মানুষের সঙ্গে যে অন্যায় হয়েছে, সে বিষয়ে তিনি অবগত। কে করেছে, কার মাধ্যমে অন্যায় হয়েছে, সেই কাসুন্দি না ঘেঁটে এখন সময় এসেছে প্রায়শ্চিত্ত করার। মোদি খুব সহজভাবেই বলেন, তাঁর সরকার এ বার নাগরিকত্ব বিল এনে সেই প্রায়শ্চিত্ত করবে। কোনওভাবেই এই বিল বাতিল করা হবে না। এজন্য সরকার সব ধরনের প্রচেষ্টা গ্রহণ করেছে। তিনি বলেন, খুব শীঘ্রই এই বিলটি সংসদে উত্থাপন করা হবে।

এ অঞ্চলের মানুষকে অভয় দিয়ে প্রধানমন্ত্রী বলেন, এন আর সি নিয়ে আতঙ্কিত হবার কিছু নেই। একজন ভারতীয়ও দেশছাড়া হবেন না। প্রধানমন্ত্রীর এই আশ্বাসের সময় মঞ্চে আসীন মুখ্যমন্ত্রী সর্বানন্দ সনোয়াল থেকে শুরু করে অন্য সব নেতারা আসন ছেড়ে ঊঠে রাড়িয়ে করতালি দেন। প্রধানমন্ত্রী পুনরায় বলেন, এন আর সি-র এয়ামে একজন ভারতীয়কেও হয়রানি কর হবে না। এ ব্যাপারে তিনি মুখ্যমন্ত্রীকে নির্দেশ দিয়ে যাবেন। আরও বলেন, জনগণের কথা চিন্তা করেই তাঁর সরকার সুপ্রিম কোর্টে ভারতীয় হিসেবে প্রামাণ্য নথির তালিকায় রিফিউজি কার্ড ও অন্যান্য নথিকে মান্যতা দেওয়ার দাবি জানিয়েছিল। সুপ্রিম কোর্ট এই আবেদনে সাড়া দিয়েছে।

এ দিন বাংলায় ভাষণ শুরু করতেই সভাস্থলে উপস্থিত লক্ষাধিক মানুষ উল্লাসে ফেটে পড়েন। দর্শকাসন থেকে মোদির নামে আওয়াজ ওঠে। এরপরই বরাকের প্রয়াত বিশিষ্টদের নাম উচ্চারণ করে পরিবেশটাই পাল্টে দেন। প্রধানমন্ত্রী এ দিন কাছাড় কেশরী সনত দাস, বিপ্লবী উল্লাসকর দত্ত, অরুণ কুমার চন্দ, দ্বারকা প্রসাদ যাদব ও ইন্দুপ্রভা দেবীর নাম উল্লেখ করেন। সঙ্গে বলেছেন, তাদের স্মৃতি বিজড়িত এই বরাক উপত্যকায় পা রেখে তিনি ধন্য হয়েছেন।

এ দিকে বক্তব্যের ফাঁকে প্রধানমন্ত্রী নরেন্দ্র মোদি তাঁর সরকারের গ্রহণ করা বিভিন্ন উন্নয়নমূলক প্রকল্পের কথা উল্লেখ করলেও এতদিন ধরে চলা কাছাড় কাগজ কলের সম্পর্কে একটি শব্দও খরচ করেননি। এমনকি ডিটেনশন ক্যাম্প নিয়ে এতো দাবি বা আন্দোলনের পরও তিনি এ ব্যাপারে কোনও কথা বলেননি।

উন্নয়নের কথ বলতে গিয়ে তিনি উন্নত যোগাযোগ ব্যবস্থা, ব্রডগেজ চালু হওয়ার বিষয়টিও উল্লেখ করেন। বলেছেন, খুব শীঘ্রই মহাসড়কের কাজও শেষ হবে। আসামকে আরও ব্যাপকভাবে টুরিজম মানচিত্রে নিয়ে আসার কথাও এ দিন তাঁর বক্তব্যে স্থান পায়। বরাক ও ব্রহ্মপুত্রের সমন্বয়ে গুরুত্ব দিয়ে তিনি সম্প্রীতি বজায় রাখার উপর জোর দেন। তাছাড়া আসাম চুক্তি অনেক আগে স্বাক্ষর হলেও তা দীর্ঘদিন ফেলে রাখা হয়েছে। তাঁর সরকার এ বার এই চুক্তির বাস্তবায়নে উদ্যোগী হয়েছে বলে তিনি উল্লেখ করেন।

January 4: The much awaited visit of Prime Minister Narendra Modi at Ramnagar (around 4 kms from Silchar) became a reality on Friday. PM Modi’s helicopter landed at the temporary helipad constructed at Ramnagar at around 3 PM. He was received at the helipad by Chief Minister Sarbanada Sonowal and Finance Minister Himanta Biswa Sarma.

In the stage, the Prime Minister was welcomed with traditional Manipuri turban, Assamese ‘gamosha’, Dimasa ‘uttorio’ and handmade mats.

PM Modi started his speech by wishing the people “Subho Naboborsha’ (Happy New Year) in Bengali. A multitude of people greeted PM Modi by waving their hands and shouting the name ‘Modi’. The Prime Minister started his lecture by offering rich tributes to Cachar Keshri Sanat Das, Freedom Fighter Ullashkar Dutta, Dwarka Prasad Tiwari, Arun Kumar Chanda, Indu Prava Devi. He said, “I feel honoured to come to this region where such great men lived.”

The Prime minister thanked the people for giving a thumping victory to the BJP candidates during the recently concluded Panchayat election. he said, “I am indebted to the people over here for supporting the BJP in the Panchayat election. It’s time that I must now repay your due. As such I assure you today that the name of not a single genuine Indian citizen will be deleted from National Register of Citizens (NRC).”

Narendra Modi said that much injustice has been done in the name of partition of the country. However, he said that it is now high time that the penance for the partition should be done now and said ” The Citizenship Bill will be the penance for the partition of the country.” He assured the people by saying “I am hopeful that the Citizenship Bill will be passed very soon in the Parliament.”

Regarding connectivity, the PM reminded the people of the Broad Gauge connectivity of this valley and also assured that very soon the Mahasarak will be completed. He said that his vision is “Act East and act fast.” Criticising the Congress, he said that the country has now been rid of the erstwhile VIP culture. Now all citizens will get equal treatment. He further urged upon the people of Assam to present a united effort of Barak and Brahmaputra Valley to uphold its unity. As regards Assam Accord, PM Modi said that though the Assam Accord was signed long ago, but it is this government who has given due regards to it by taking positive steps in the implementation of giving recognition to all tribes, language and culture of the state.

However, though much speculation was made that the PM might declare revival of the HPC Mills of Nagaon and Panchgram, but the PM refrainied from mentioning a single word regarding the Paper Mill issue. Neither the issue of doing away with detention camps came up in his speech.
