Govt employees to get suspended if found to go beyond district without permission of DC: CM Assam

Any video evidence of employees found outside headquarters will be enough to put him/her under suspension: Himanta Biswa

March 22: In a strict dictum, Chief Minister Dr Himanta Biswa Sarma during the Budget Session of Assam Assembly on Tuesday stated that state government employees cannot go beyond the district in which they are posted without the prior permission of the Deputy Commissioner. If anybody violates this stricture, then the said employee will be suspended. He further added that even a video footage of any employee found in district beyond where he/she is posted without valid permission will be treated as sufficient proof for issuing suspension order.

The Chief Minister stated, “With headquarter leave permission of the government no employee can go his/her house located in some other district. People serving in police usually plans 4 months ahead of availing leave for going home. Many try to go back to their home district in the evening without prior permission of the appropriate authority. An employee serving in Mongoldoi should not come back to Guwahati in the evening. Employees shall have to stay in the district where he/she is posted. Without written order of the DC, none can move out and go to other districts.”

“If somebody makes a video of the employee during evening in another district where he/she is not posted, then that video is enough to put him/her under suspension. If for instance, the video is made of an employee seen in Guwahati who is actually posted in Mangaldoi, then immediate action will be taken. Employees moving to and fro between his home district, say for example in Guwahati to Nagaon or Mangaldoi etc. shall now be strictly dealt with. I know that this is going on unofficially, but this cannot be allowed to happen. An LP School teacher should stay in headquarters and mingle with the people of that area participating in all festivals at his workplace rather then trying to go to his home district in the evening, added the Chief Minister.

The Chief Minister also said that many have even come together and arranged bus to ferry them daily to Marigaon in the morning and bring them back to Guwahati in the evening. He said that such employees remain just like guests in their work place. “When asked, such erring employees give lame excuse of giving company to their children and family. Government employees cannot just do that. One who is posted in Margerita shall have to stay in Margerita itself. In this case, without the permission of SDO (Civil), he/she cannot leave Margerita,” said Dr Sarma.

He urged upon the MLA’s to explain this to the TET teachers posted in districts apart from their home district. “Instead of canvassing in favour of such TET teachers in the Assembly, the local MLA’s should rather make the TET teachers understand about the necessity of staying and working in their place of work, said the Chief Minister.
